Is this effort is a new requirement or are there any incumbent contracts? If there is an incumbent vendor, would you be able to provide the contract details (such as: Vendor Name, Contract Number, Award Date, Value)?

This is a new IDIQ. We have had other past IDIQs that had some similarities including a multiple award contract Jonas Consulting, Award 140P2119D0007 and Confluence Research, Award 140P2119D008. The Award Date for the multiple award contract was 07/29/2019 and the combined value was $475,000.

Will Solicitation 140P2121R0024 be a single or multiple award? Multiple Award

Page 28 highlights the project manager (singular) as key personnel. Anticipating that the IDIQ will issue multiple task orders, would NPS like to see only one or several qualified project managers for the suite of tasks listed under Part 5? Or is “project manager” synonymous with “principal,” as indicated in the Pricing Schedule? Project Manager is synonymous to the principal as shown in the Pricing Schedule. Depending on the expertise of the firm and individual as well as the specific needs of the task order, there could be one principal coordinating a team of project managers and other specialists or one project manager/principal coordinating with a team of other specialists.

In the Pricing Schedule, both a GIS/CAD specialist and GIS/mapping specialist are requested. Would you describe the differences between these two roles?

For any given task order, a GIS specialist may focus working with CAD or working with other mapping tools such as ArcGIS, google earth, illustrator, or other similar tools. The level of expertise is expected to be similar.

There is a substantial difference in the level of descriptive detail between Mock Task Order #1 and Mock Task Orders #2 and #3. Would you please add commensurate information for Mock Task Orders #2 and #3? There are no Mock TOS 2, and 3. Only a Mock TO One.

Page 8 of the RFP page 8 states that “The QCP should be delivered with the contractor’s proposal.” Can we assume it does not count towards the 20-page limit? You are correct it does not count towards the 20-page limit.

What is the difference between Factor 2 and Factor 3? They appear to be similar requests. How are they different and what information do you need as a response to each? Factor Two is past experience, it has an extra paragraph that should not be there and has been corrected by way of modification. See amended 52.212-1 and 52.212-2.

For Factor 2, how do we address the 7 bullet points listed there? It's not clear if we need to address those bullets through the past project summaries or if we can address them separately. You can address the seven bullet points either as a group or individually. You can address them through describing past project summaries as well. Any method is fine as long as you address all the points.

Is there a section that features members of our team? Do you want resumes and other consultant information? If so, where would they be located? We would like resumes to be provided for all labor categories. No more than 2-pages for each individual. The resumes do not count against the 20-page limit.

Has there been a similar previous contract? If so, who are the incumbents? If not, are there firm(s) you’ve worked with in the past?

Does NPS have a landscape architecture or community outreach IDIQ? May we see a list?

No

What level of community engagement / outreach are you expecting?

The level of community engagement and outreach will be dependent on the individual task orders and project needs. This could include community outreach and engagement (equity and inclusion planning and delivery of workshops, surveys, online platforms, and other tools tailored to communities served).

Please clarify the required contents of Factor 2 and Factor 3 (they appear to be very similar to each other). Factor two and three are corrected and included in this solicitation modification.

Solicitation states this is a $1.8 M contract. Is that per firm and per year? $1.8M is the maximum value of the multiple award with all offerors and all years combined.

Do submittals need to have every service covered or can we add firms to cover services as issues arise?

The contract proposals will be rated based on the three factors and the experience/technical qualifications listed in those factors need to covered in the proposal. Firms can add additional team members and subcontractors to do task orders as needed.

Do you have a forecast of potential projects? No

Can you tell us the geographical locations of future projects? Is there a majority in any region? (East Coast, Midwest, West Coast) This solicitation is for our programs nationally. At this point we do not expect a majority from any single region. It will depend on the needs and budgets from our programs across the country.

Do you prefer to see a consortium of small businesses? A single or consortium of small businesses are acceptable.

What format would you like the proposal? Would you prefer to have projects and resumes in SF330 format? No, the SF330 is strictly for A&E contracting. Formatting instructions are listed in the solicitation.

Would you prefer to receive resumes of just the one Project Manager, or of the full team? We would prefer to have resumes of the full team/all labor categories that would be representing the experience relevant to the scope of work and technical factors. Resumes should be no more than two-pages each.

In the description of Factor 2 on RFP digital page 38, the discussion about past performance questionnaires is repeated under Factor 3. It appears that Factor 2 is intended to contain responses to the 7 experience questions and Factor 3 is intended to be Past Performance. Please clarify the desired content of these two sections. Factor Two is for Past Experience where you would address the items included in the breakdown. Factor Three is for Past Performance where you will have your customers fill out the provided questionnaire and submit to heather_madsen@nps.gov along with your proposal by the cutoff.

Regarding the requested discussions of our experience in Factor 2, are the responses required to be specific to the firm’s experience or the individuals’ experience (if gained during prior employment)? The firm must demonstrate the ability to provide expertise identified in factors one and two whether through existing firm staff or subcontractors. Experience can be acquired while either employed by the firm or through previous experience.
