Oregon Caves National Monument & Preserve

Remove and Replace Trail Handrails

SECTION 01 10 00

DIVISION 1 GENERAL REQUIREMENTS

PART 1 – GENERAL

ITEM 1 - DESCRIPTION OF WORK

1.1 Background/Overview: The existing wooden handrail system along the cave exit trail is deteriorating and requires replacement. The current system consists of native sourced Douglas Fir posts and single top rail with round handrail attached to posts with brackets. Additionally, many of the anchor pedestals have been compromised and need replacement. This project involves removing and replacing the existing handrail system with a more sustainable material (Composite, Fiberglass, or Powder Coated Metal) ensuring compliance with USDA Accessibility Guidebook for Outdoor Recreation and Trails 1223-2806P-MTDC as follows:

Handrails shall provide a steady support for persons who are going up or down stairs or inclines. Handrails must be between 34 inches (865 millimeters) and 38 inches (965 millimeters) above the walking surface and be easy to grip. Details about acceptable configurations for handrails are provided in the International Building Code, section 1003.3.3.11 and in the Architectural Barriers Act Accessibility Standards, section 505. Note the existing wooden handrail system only has a single top rail (see photos provided as an attachment to the Soliciation for existing conditions), and the replacement new handrail requires a double top rail to be compliant with regulatory standards.

1.2 Work Covered by the Contract Documents:

Project Location: 21000 Caves Hwy, Cave Junction, OR, 97523

Work consists of:

1. Removal and proper disposal of 1,800 linear feet of existing wooden post & handrail.

2. Installation of 205 new posts, spaced 8 feet apart, to support the new railing system.

3. Installation of 1,800 linear feet of new handrail (consisting of double top rail) constructed from a sustainable, non-wood material (such as Composite, Fiberglass, or Powder Coated Metal) meeting code compliance requirements.

4. Replacement of all damaged or compromised pedestal anchors to ensure structural stability.

5. Compliance with all applicable safety, environmental, and accessibility regulations.

6. Final cleanup and site restoration upon project completion. This includes proper legal disposal of all construction debris including old concrete, metal piping, etc.

Period of Performance: Work shall be completed within 90 calendar days from the Notice to Proceed. This includes allowances for 10 weather days.

Schedule: Scheduling of removal and installation shall be coordinated to ensure visitor safety. The worksite is on a steep trail with constant visitor traffic from 9:30 a.m.-5:30 p.m. during cave tour season which occurs annually from May through early November. Contractor access will be an issue to haul materials while visitors are actively using the trail during cave tour season (May through early November). There is a window from late March to early May when cave tours use a different exit due to bats.

ITEM 2 - EXISTING UTILITIES

2.1 Notify Contracting Officer (CO) and Contracting Officer’s Representative (COR) prior to any work affecting existing utilities. Special care shall be taken by the Contractor to avoid the power line that runs along the outside trail corridor where the new posts shall be placed. In the event of any Contractor-caused damage during construction, the Contractor shall immediately repair the line as it is needed to power the trail lights.

2.2 Contractor is responsible for locating and protecting all utilities. Any damage caused to known utilities must be repaired at the contractor’s expense.

2.3 Utility interruptions must be approved by the CO and scheduled at least 48 hours in advance.

ITEM 3 - CONTRACTOR’S USE OF PREMISES

3.1 Conduct all operations in compliance with applicable park regulations and NPS requirements.

3.2 Work shall be performed during standard business hours (8:00 AM – 5:00 PM, Monday to Friday) unless prior approval is obtained.

3.3 Maintain clear and safe access to the trail for park staff and visitors. Ensure proper signage and barriers are in place to direct foot traffic away from work areas.

ITEM 4 - COMMENCEMENT, PROSECUTION, AND COMPLETION

4.1 Contractor shall begin work in accordance with the contract and ensure adherence to the approved project schedule.

ITEM 5 - EXAMINATION OF THE SITE

5.1 The clauses at 52.243-5, Changes and Changed Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation.

Accordingly, quoters are urged and expected to inspect the site where the work will be performed.

ITEM 6 - ABBREVIATIONS

6.1 The contractor shall refer to NPS Reference Standards for abbreviations and technical requirements.

ITEM 7 - ACCIDENT PREVENTION

7.1 Contractor shall implement a site-specific Accident Prevention Plan (APP) in compliance with

OSHA 29 CFR 1926.

7.2 Conduct weekly safety meetings and submit documentation to CO and COR.

7.3 Maintain first aid kits on-site and provide emergency contact information.

ITEM 8 - PRECONSTRUCTION CONFERENCE

8.1 The contractor must attend a preconstruction conference to review project details, schedule, and safety requirements.

ITEM 9 - SUBMITTALS

9.1 Submit the following documents prior to commencing work:

• Construction schedule

• Schedule of Values

• Accident Prevention Plan

• Quality Control Plan

• Design and Installation Drawings

• Material data sheets and manufacturer warranties

ITEM 10 – TEMPORARY SERVICES

10.1 Contractor shall provide temporary power, water, and sanitary facilities as required for project execution.

ITEM 11 - PROJECT CLOSEOUT

11.1 Conduct a final walkthrough with CO and COR. Address all punch list items before project final acceptance by contracting officer. Punch list work shall be finalized within 30 days, weather permitting.

11.2 Provide warranty information and maintenance documentation for all installed handrail components.
