GENERAL REQUIREMENTS

SUMMARY OF WORK

SECTION 01 11 00

PART 1 – GENERAL

1.1 WORK COVERED BY CONTRACT DOCUMENTS

Project Location: The two projects sites are located on Geneva Road respectively 1.1 and 1.2 miles west of the Redwoods Highway 101, which is approximately 3.5 miles north of Orick, CA in the

Redwood National Park.

A. The Work consists of the following:

1. Demolition and removal of the Geneva Road Bridges #2 & 3 indicated on the Contract

Drawings.

2. Fabrication, delivery, erection, construction, etc. of new bridge beams, deck overlay, abutment cap extension, wingwall widening, curb and railing on existing abutments and foundations.

1.3 WORK AND SEQUENCING

A. The work on the Geneva Road Bridge #2 will be done as the base bid project and will be done as part of that contract. If the Geneva Road Bridge #3 is added as a bid option to the base contract, then the CONTRACTOR shall sequence construction to minimize the amount of time road closure can occur and shall develop a sequencing plan with construction dates and timelines for both bridges for acceptance by the CO.

1.4 PUBLIC USE OF THE SITE

A. General: The project site will be closed to the public during construction. The contractor shall at all times conduct his operations to ensure the least convenience to the public. Temporary closures may be permitted upon specific written approval of the contracting officer.

1.5 CONTRACTOR USE OF SITE

A. General: Limit use of the site during the construction period to the project area limits as outlined in the drawings. Do not disturb portions of the site beyond the project area limits.

B. Park Entry: The contractor shall furnish a list of personnel with phone contact information.

Vehicles associated with the contractor shall be waived entrance fee upon entering in a marked company vehicle or by providing the names of employees entering in personal vehicles. The entrance fee is waived only for the purpose of reporting directly to a specific work location.

Any deviation for recreational purposes is subject to payment of required entrance fees.

C. Site Access: The contractor shall access the project site as outlined in the drawings. Do not drive vehicles off road or access non-project areas without permission from the contracting officer or park superintendent.

D. Park Regulations: Ensure all personnel (contractors, subcontractors, and vendors) entering or working in the park are familiar with and obey all park regulations. Law enforcement rangers will intervene if they perceive any unsafe or unlawful activity.

E. Working Hours and Holidays: Regular work hours shall be limited to daylight hours from 8:00 a.m. until 4:30 p.m. Monday through Friday, excluding government holidays. Work outside regular hours requires approval from the contracting officer.

1. Perform no work except to maintain traffic control devices, erosion control devices, the roadway driving surface, and to control dust during the listed Federal holidays and surrounding days:

● Memorial Day Weekend: 12:00 Noon Friday to 6:00 am Tuesday.

● Independence Day: 12:00 Noon July 3 to 6:00 am July 5. If July 4 falls on a weekend, Friday, or Monday, do not work the weekend.

● Labor Day Weekend: 12:00 Noon Friday to 6:00 am Tuesday.

● Thanksgiving: 12:00 Noon Wednesday to 6:00 am Monday.

● Christmas/New Year’s Holiday: 12:00 Noon December 23 to 6:00 am January 2. If

December 23 or January 1 falls on a Monday, do not work the adjacent weekend and do not work on December 23. If January 1 falls on a Friday, do not work the weekend.

2. Schedule at least two (2) non-work days out of every fourteen (14) calendar days. The selected non-work days do not need to be consecutive, but they must be scheduled.

Provide at least two (2) weeks’ notice before changing the scheduled days off.

3. Exemptions to scheduled days off may be granted by written approval from the CO for specific project operations and/or for periods of limited duration.

F. No Smoking Policy: Smoking is prohibited inside or outside within twenty-five (25) feet of any buildings in the park. This applies to existing buildings, buildings under construction, and buildings under renovation. Discarding of tobacco products or debris anywhere other than into designated tobacco receptacles is considered littering and subject to fines.

G. Staging and Storage: Confine storage of equipment and materials to the staging / lay-down / storage areas identified on the construction drawings or as established at the preconstruction meeting.

H. Parking: The contractor shall park vehicles and heavy equipment in designated areas for contractor use or as established at the preconstruction meeting. Vehicles are not permitted within long-term or overnight parking along roads or in associated overlooks / pull-outs.

I. Driveways and Entrances: The contractor shall keep driveways and entrances serving the premises clear and available to the government, government employees, and emergency vehicles at all times.

J. Preservation of Natural Features: Prevent damage to natural surroundings. Restored damaged areas and replace damaged trees, vegetation, and grass at no expense to the government.

WORK RESTRICTIONS

SECTION 01 11 40

1.1 SUMMARY

A. This section includes general and park-specific rules and construction measures for working in sensitive park environments.

B. Related Documents: The Contractor should consult the following Sections for related and additional requirements:

1. Natural, Cultural and Physical Resource Protection, Section 01 35 50

1.2 PARK REGULATIONS

A. General: The Contractor must comply with the following rules and conditions:

1. Ensure personnel (contractors or subcontractors) working in the park become familiar with and obey all park regulations, wear hard hats in designated areas, and do not enter any restricted areas unless required to do so and until cleared for such entry.

2. Ensure equipment is conspicuously marked for identification.

3. The Contractor shall restrict employees / representatives to the work site and control travel directly to and from the work site.

4. Abutments and girders will only be accessed from the bridges or road surface, no access from below the bridge, and no access to the streambed or banks is allowed. The

Contractor shall keep all debris, material, personnel, and equipment out of the water. All work to be completed from same side road or bridge surface on each side of the bridge without heavy equipment crossing the stream channels.

5. For the Geneva Road Bridge #2, a trail from the western side of the bridge to a ford for workers on foot to cross the creek would be identified by RNP maintenance staff and biologist. For Bridge # 3, crossing the creek on foot will be impossible due to the steep gorge at this site, and workers will need to drive to Holter Ridge Road and access the site from the east side to be able to work on both sides of the creek.

6. Restore all traffic / parking / security signs and markings, including space numbers, designations, and lines, to their original form if such signs / markings are defaced or deleted during construction / repair.

7. Control and provide security of Contractor-owned equipment and materials at the work site. For non-emergency law enforcement issues (missing / lost / stolen property, etc.)

to the South District law enforcement rangers at (707) 465-7751.

8. Vehicles associated with the Contractor shall be waived the entrance fee upon entering in a marked company vehicle or by providing the names of employees entering in personal vehicle(s). a. Contractor will provide the Contracting Officer with a listing of its subcontractors and their associated vehicles and employees entering the park on a daily basis.

b. Contractor will provide the Contracting Officer with a listing of anticipated deliveries for each week.

9. Vehicles / Heavy Equipment:

a. Rules of the Road: All vehicles and heavy equipment will comply with posted traffic regulations, including speed limits and double-yellow center lane markings.

Vehicles and heavy equipment shall take every safe opportunity to use paved roadside pullouts in order to allow faster moving traffic to pass. Failure to comply with traffic regulations will result in a citation being issued to the driver.

b. Vehicle Parking: Vehicles are not permitted within long-term or overnight parking along park roads or in associated overlooks / pullouts. Vehicles and heavy equipment will be permitted at designated parking areas only.

c. Vehicle Exhaust: All vehicles will be properly maintained to insure that the exhaust produced is within legal limits. Effects of excessive vehicle exhaust may be subject to enforcement of State and Federal laws regarding emissions as well as those regarding threatened and endangered species.

d. Spills: Contractor shall be responsible for any cleanup efforts required in accordance with 40 CFR and all applicable state environmental quality laws regarding disposal and cleanup of hazardous / industrial wastes. Contractor must immediately notify the Contracting Officer of spills.

e. Commercial Vehicle Safety Inspections: The Contractor, employees, contractors, and subcontractors shall fully cooperate regarding safety inspections of commercial vehicles within the Park. Commercial vehicle safety inspections are conducted unannounced for employee and visitor safety. Vehicles are checked for safety and mechanical deficiencies and for compliance with current state and federal laws and regulations. Driver licenses and medical certificates are also checked.

f. DOT Compliance: All vehicles are to be compliant with all DOT requirements including but not limited to driver with appropriate license class, medical examiner card as appropriate with license class, carrying three (3) triangles or three (3) flares, mounted fire extinguisher, and valid DOT safety sticker.

g. Slow Vehicles: The Contractor is to notify the Contracting Officer of slow vehicles that may cause traffic delays or extended traffic lines. Vehicles that are slow are requested to enter the Park AFTER 2:00 p.m. and exit the Park BEFORE sunset.

h. Oversized Vehicles: Oversized vehicles are defined as vehicles where the width of the vehicle or load exceeds one lane (i.e., beyond the center line of the paved road).

Oversized vehicles must not exceed the clearances along the Park road corridor.

Oversized vehicles will require an escort and drivers must avoid driving on the edges of the Park road. The Contractor is to notify the Contracting Officer of oversized vehicles, scheduled dates and estimated arrival times at the park entrance, and the identity of who is escorting the vehicle (e.g., police, contractor, etc.). Vehicles that are oversized are requested to enter the Park AFTER 2:00 p.m. and exit the Park

BEFORE sunset.

i. Road Work: Contractor shall provide adequate traffic control as indicated on bridge plans, including temporary road closure signs and flaggers on either side of any work performed on the road. Any workers on or near the road must wear highly visible, bright clothing. (See Section 01 50 00 for additional details).

j. Law Enforcement: Law enforcement rangers will intervene if they perceive any unsafe or unlawful activity. Contractor must immediately comply with any instructions issued by a park law enforcement ranger.

k. Road & Weight Restrictions: All vehicle load, weight and size limitations, as established by State law, apply to vehicles operated on the Park road (36 CFR §

4.11). No loads heavier than the current load rating for the historic Park bridge will be permitted.

10. Emergency Medical and Accident Reporting:

a. The Contractor or subcontractor shall contact 911 for any medical emergency or traffic accident occurring within the Park.

Emergency number: Dial 911 as needed.

Park Dispatch: (916) 358-0333

Park Dispatch is called so that the entrance station will be prepared should any emergency vehicles (e.g. ambulance) need to enter the Park and so that any available

Emergency Medical Services personnel in the Park might respond until such time as the ambulance arrives.

b. The Contractor or subcontractor is required to report ANY personal injury and / or property damage incident occurring within the park. This report must be made to a

Law Enforcement Ranger at the first available opportunity before leaving the park:

1.3 NOTICE IN ADVANCE OF CONSTRUCTION

A. General: Provide a minimum of seventy-two (72) hours’ notice before starting the construction operations listed below, or as directed by the CO, in order to allow for on-site inspection.

1. Traffic control to close the road

2. Installation of demolition containment system

3. Bridge Removal

4. Any pruning of vegetation

5. Concrete pour for abutment caps, wingwall widening, and curbs,

6. Delivery of P/S AASHTO Deck Bulb Tee Girders to site

SECTION 01 27 00

1.1 LIST OF CONTRACT LINE ITEMS FOR BASE BID - GENEVA ROAD BRIDGE #2 (PMIS

A. Contract Price Item No.1 – Mobilization/Demobilization Geneva Road Bridge #2.

1. The Mobilization/Demobilization for this item consists of all labor, materials, equipment, and construction of temporary facilities to perform work on Geneva Road Bridge #2 including:

a. Moving rigs, pumps, equipment, materials, power, labor, fuel, tools and incidentals necessary to do the Work.

b. Moving out of all such equipment, materials, tools, and incidentals, and final site cleanup upon completion of the Work.

c. All required equipment and vehicle cleaning for certification as weed and seed free prior to entering park boundaries.

2. Measurement for payment will be by lump sum.

3. Payment will be made at the Lump Sum contract unit price.

B. Contract Price Item No. 2 – Demolition.

1. This price item consists of all labor, material, and equipment to install the catchment tarp under the bridge and remove the existing superstructure and remove existing gravel approach on both sides of the Geneva Road #2 bridge as shown in the contract drawings.

Included in this price item is all labor, material and equipment with the assumption to provide 40 hours of backhoe loader with 2 cubic foot bucket and all incidentals with delivery to site, fuel maintenance and associated costs, and all labor, material and equipment to perform general labor necessary to complete the construction that is not part of the other contract price items. The contractor shall request changes if the assumed hours and work activities are exceeded. This price item also consists of all labor, material and equipment to install temporary traffic barricades prior to construction and removal of barricades after construction is complete, and all labor, material and equipment to install construction signs prior to construction and removal of construction signs after construction is complete.

2. No separate measurement will be made.

C. Contract Price Item No. 3 – New Bridge Structure.

1. This price item consists of all labor, material, and equipment to perform survey of the

Geneva Road #2 bridge and its approaches and perform staking as shown on plans to perform the work outlined in the contract documents. Survey includes verification of dimensions as shown in the contract documents and advising the Engineer of Record of any discrepancies. Included in this price item is all labor, material and equipment to perform quality control as outlined in Section 01 40 00 “Quality Requirements”; all labor, material and equipment to perform testing of materials as outlined in the contract documents; all labor, material and equipment to develop and deliver the construction schedule as outlined in Section 01 32 16 “Construction Schedule”; all labor, material and equipment to control sediment and erosion as outlined in Section 31 25 00 “Erosion

& Sediment Control”; all labor, material, equipment, and incidentals for placement of approximately 25 square ft of filter fabric and 6” to 12” rip-rap for erosion control of drainage from bridge decking at ends of abutments per the contract drawings; all labor, material and equipment to form and pour the concrete for the abutment cap extension, wingwall widening, and diaphragms as shown on contract drawings; all labor, material and equipment to transport, and install the precast, prestressed concrete girders as shown in the contract drawings; all labor, material and equipment to place and tie steel in areas shown in the contract documents; all labor, material and equipment to install the elastomeric bearing pad as shown in the contract drawings.

D. Contract Price Item No. 4 – New Bridge Railing.

1. This item includes all labor, material and equipment to install approximately 222 lineal feet of railing curbs for the Geneva Road #2 Bridge as shown on contract drawings including dowels and epoxy reinforcing into the existing wing walls. This price item also consists of all labor, material and equipment to install and erect the bridge railing as shown on the contract drawings.

E. Contract Price Item No. 5 – Surface Improvements.

1. This price item consists of all labor, material and equipment to install object markers at the end of the bridge. This price item also consists of all labor, material, and equipment to remove and repave two bridge approaches with a 4-inches of asphalt placed in 2 lifts and seventy three (73) feet by fourteen (14) ft wide asphalt topping (thickness varies from 2” to 3-5/8”) for the top of the bridge T-Beam girders. Included in this price item all labor, material and equipment to install object markers at the end of the bridge.

1. This item includes all labor, materials and equipment to install approximately 188 lineal feet of railing curbs for the Geneva Road #3 Bridge as shown on contract drawings including dowels and epoxy reinforcing into the existing wing walls. This price item also consists of all labor, material and equipment to install and erect the bridge railing as shown on the contract drawings.

E. Contract Price Item No. 10: Bid Option – Surface Improvements.

1. This price item consists of all labor, material and equipment to install object markers at the end of the bridge. SECTION 01 31 00

PROJECT MANAGEMENT & COORDINATION

1.1 SUBMITTALS

A. Division 01 documents: The following items shall be submitted a minimum of one (1) week prior to the Preconstruction Conference. Contracting Officer will notify Contractor of tentative date for the Pre-Construction Conference.

1. Letter designating Project Superintendent.

2. Construction Schedule.

3. A comprehensive breakdown of the Schedule of Values.

4. Accident Prevention Plan.

5. A list of Subcontractors for this project.

6. Written statements from subcontractors certifying compliance with applicable labor standard clauses.

7. Satisfactory evidence of liability insurance coverage and workman’s compensation for the

Contactor and all subcontractors.

B. All items listed must be provided to the Contracting Officer before the Pre-Construction

Conference is held. If all of these documents have not been received one week prior to the scheduled Pre-Construction Conference date, the conference will be cancelled, Notice to

Proceed will not be issued, and the Contracting Officer will consider other contractual remedies. Work shall not commence until written Notice to Proceed has been issued

1.2 REQUESTS FOR INFORMATION (RFIs)

A. General: On discovery of the need for additional information or interpretation of the Contract

Documents, the Contractor shall prepare and submit an RFI utilizing the form designated by the Contracting officer.

CONSTRUCTION SCHEDULE

SECTION 01 32 16

A. This Section consists of Construction Schedule requirements including but not limited to the following:

1. Schedule of Values

2. Construction Schedule Requirements.

B. Purpose: The purpose of the Construction Schedule is to ensure adequate planning, coordination, scheduling, and reporting during execution of the work by the Contractor. The

Construction Schedule will assist the Contractor and Contracting Officer in monitoring the progress of the work, evaluating proposed changes, and processing the Contractor's monthly progress payment.

1.2 SUBMITTALS

A. Schedule of Values: After contract award and before the Pre-Construction conference submit a schedule of dollar values based on the Contract Price Schedule.

B. Construction Baseline Schedule: After contract award and before the Pre-Construction conference, submit a baseline schedule, large enough to show entire schedule for entire construction period.

C. Construction Schedule Updates: Prior to the progress payment request date, submit estimates of the percent completion of each schedule activity and necessary supporting data.

1.3 COORDINATION

A. Coordinate Construction Baseline Schedule with the Schedule of Values, list of subcontracts, payment requests, and other required schedules and reports.

PART 2 – PRODUCTS

2.1 SCHEDULE OF VALUES

A. Breakdown each lump-sum item into component work activities used in the schedule, for which progress payments may be requested. The work activities broken out within the schedule of values shall be integrated into and made a logical part of the construction baseline schedule submitted under this specification. The total costs for the component work activities shall equal the contract price for that lump-sum item. The Contracting Officer may request data to verify accuracy of dollar values. Include mobilization, general condition costs, overhead and profit in the total dollar value of unit price items and in the component work activities for each lump-sum item. Do not include mobilization, general condition costs, overhead or profit as a separate item.

B. Do not break down unit price items. Use only the contract price for unit price items.

C. The total cost of all items shall equal the contract price. The Schedule of Values will form the basis for progress payments.

D. An acceptable Schedule of Values shall be agreed upon by the Contractor and Contracting

Officer before the first progress payment is processed.

2.2 CONSTRUCTION SCHEDULE REQUIREMENTS

A. Construction Baseline Schedule: Prepare Construction Baseline Schedule using computerized scheduling software.

1. Construction Baseline Schedule shall show submittal review, construction start date, work activities / staff resources, activity durations, major milestones, inspection dates, closeout activities, and project end date.

2. Establish procedures for updating Construction Baseline Schedule and for reporting progress. Coordinate procedures with progress meeting and payment request dates.

3. Contracting Officer may request an updated Construction Schedule at any time to confirm progress of the work.

SAFETY REQUIREMENTS

SECTION 01 35 23

A. General: This section includes establishing an effective accident prevention program and providing a safe environment for all personnel and visitors.

1.2 SUBMITTALS

A. Accident Prevention Plan: After contract award and before the Pre-Construction conference, submit for review an Accident Prevention Plan. The Contracting Officer will review the proposed Plan. If the plan requires any revisions or corrections, the Contractor shall resubmit the Plan within ten (10) days. No progress payments will be made until the Plan is accepted.

1.3 QUALITY ASSURANCE

A. Comply with contract clauses entitled "Accident Prevention" and "Permits and

Responsibilities". In case of conflicts between Federal, State, and local safety and health requirements, the most stringent shall apply. Equipment or tools not meeting OSHA requirements will not be allowed on the project sites. Failure to comply with the requirements of this section and related sections may result in suspension of work.

B. Qualifications of Employees:

1. All employees must be physically qualified and able to perform their assigned duties in a safe manner.

2. Do not allow employees to perform work whose ability or alertness is impaired because of prescription or illegal drug use, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.

3. Operators of vehicles, hoisting equipment, and hazardous plant equipment shall be able to understand signs, signals, and operating instructions, and be fully capable of operating such equipment. Provide operating instructions for all equipment. Newly hired operators shall be individually tested by an experienced operator or supervisor to determine if they are capable of safely operating equipment.

1.4 ACCIDENT REPORTING

A. Reportable Accidents: A project reportable accident is defined as death, occupational disease, traumatic injury to employees or the public, fires, and property damage by accident in excess of one hundred dollars ($100). Notify Contracting Officer immediately in the event of a reportable accident. Within seven (7) days of a reportable accident, fill out and forward to

Contracting Officer an Accident/Property Damage Report (Form CM-22). Form may be obtained from the Contracting Officer.

PART 2 - PRODUCTS

2.1 ACCIDENT PREVENTION PLAN

A. The Plan shall be written to comply with OSHA and project requirements (a generic plan is not acceptable) including but not limited to the following:

1. Name of responsible supervisor to carry out the program.

2. Weekly and monthly safety meetings.

3. First aid procedures.

4. Outline of each phase of the work, the hazards associated with each major phase, and the methods proposed to provide for property protection and safety of the public, National Park

Service personnel, and Contractor's employees. Identify the work included under each phase.

5. Training, both initial and continuing.

6. Planning for possible emergency situations, such as floods, fires, cave-ins, slides, explosions, power outages, and wind storms. Such planning shall take into consideration the nature of construction, site conditions, and degree of exposure of persons and property.

2.2 FIRST AID FACILITIES

A. Provide adequate facilities for the number of employees and the hazards associated with the types of ongoing construction work at the site.

2.3 PERSONNEL PROTECTIVE EQUIPMENT

A. Meet requirements of applicable ANSI standards.

PART 3 - EXECUTION

3.1 EMERGENCY INSTRUCTIONS

A. Post telephone numbers and reporting instructions for ambulance, physician, hospital, fire department, and police in conspicuous locations at the work site.

3.2 FIRE AND LIFE SAFETY

A. Comply with the requirements of NFPA 241 (Standard for Safeguarding Construction, Alteration, and Demolition Operations).

B. Store hazardous materials in accordance with manufacturer’s and OSHA recommendations.

Maintain readily available, on site, MSDS for each chemical.

1. Immediately report all spills of hazardous materials to the park.

2. Maintain a spill emergency response kit.

3.3 PROTECTIVE EQUIPMENT

A. Inspect personal protective equipment daily and maintain in a serviceable condition. Clean, sanitize, and repair personal items, as appropriate, before issuing them to another individual.

B. Inspect and maintain other protective equipment and devices before use and on a periodic basis to ensure safe operation.

3.4 SAFETY MEETINGS

A. As a minimum, conduct weekly fifteen (15) minute "toolbox" safety meetings. These meetings shall be conducted by a foreman or supervisor and attended by all construction personnel at the worksite. Topics need to coincide with work scheduled for the following week. Document and submit meeting minutes to the Contracting Officer within one (1) day after the meeting.

B. Conduct monthly safety meetings for all levels of supervision. Meetings shall be attended by all contractors and subcontractors performing work on the site. Notify the Contracting Officer of meeting dates and times. These meetings shall be used to review the effectiveness of the

Contractor's safety effort, to resolve current health and safety problems, to provide a forum for planning safe construction activities, and for updating the Accident Prevention Plan. The

Contracting Officers Representative will attend the meeting and enter the results of the meetings into the daily log.

3.5 HARD HATS AND PROTECTIVE EQUIPMENT AREAS

A. A hard hat area shall be designated by the Contractor. The hard hat area shall be posted by the

Contractor in a manner satisfactory to the Contracting Officer.

B. It is the Contractor's responsibility to require all those working on or visiting the site to wear hard hats and other necessary personal protective equipment at all times. As a minimum, provide six (6) six hard hats for use by visitors.

3.6 TRAINING

A. First Aid: Provide adequate training to an adequate number of personnel to ensure prompt and efficient first aid.

B. Hazardous Material: Train and instruct each employee exposed to hazardous material in safe and approved methods of handling and storage. Hazardous materials are defined as explosive, flammable, poisonous, corrosive, oxidizing, irritating, or otherwise harmful substances that could cause death or injury.

NATURAL, CULTURAL, AND PHYSICAL RESOURCES PROTECTION

Redwood National and State Parks (REDW) contains areas of significant natural, cultural, and physical sensitivity that must be protected during construction of improvements within the Park Boundary. The

Contractor shall conform to the requirements set forth in this section to protect identified, suspected, or discovered natural, cultural, and physical resources within the project limits. All Contractor and subcontractor employees shall receive training to ensure each is fully aware of the natural, cultural, and physical resource protection and mitigation requirements of work at REDW.

C. This Section includes environmental procedures broadly identified as protection of natural, cultural, and physical resources. The intention of this Section is to ensure those involved with the project act positively to protect the environment, both on-site and off-site, during all construction operations. All activities and requirements of a general nature are applicable to all areas within the Redwood National Park boundary.

1.3 DEFINITIONS

A. Archeological Monitor – Archaeologist meeting the minimum requirements set forth in the Secretary of the Interior’s Standards for Professional Qualification Standards for

Archaeology, who is designated to observe ground disturbing activities during project operations to identify, record and collect archaeological deposits exposed during construction activity for compliance with federal historic preservation laws, regulations, and guidelines. Archaeological monitoring must meet Park Archeology

Office standards and comply with Article VII C (h) of the 1999 Programmatic

Agreement.

B. Archeologically Sensitive Areas - Areas that have been determined to contain, or have the potential to contain, archaeological deposits eligible for listing on the National

Register of Historic Places.

C. Environmental Protection - Environmental protection is the prevention/control of pollution and habitat disruption that may occur to the environment during construction.

The control of environmental pollution and damage requires consideration of land, water, and air; biological and cultural resources; and includes management of visual aesthetics; noise; solid, chemical, gaseous, and liquid waste; radiant energy and radioactive material as well as other pollutants.

D. Class III Landfill - Landfill that accepts non-hazardous waste such as household, commercial and industrial waste, including construction, remodeling, repair, and demolition operations.

E. Contractor Generated Solid Waste - Solid wastes such as building materials, packaging, rubbish, debris, rubble, food waste, wrappers, spent disposable utensils, leaves, weeds, grass, and other organic materials resulting from construction, remodeling, repair, and demolition operations.

1. Rubbish/Debris - Combustible and non-combustible wastes such as paper, boxes, glass, crockery, tin cans, metal, and lumber scrap.

2. Green Waste - Combustible and non-combustible wastes such as leaves tree trimmings, and other organic materials that result from construction or maintenance and repair work.

3. Sanitary Waste – Refuse and scraps resulting from preparation, cooking, distribution, or consumption of food.

F. Contractor Generated Hazardous Waste - Contractor generated hazardous waste means materials that, if abandoned or disposed of, may meet the definition of a hazardous waste. These waste materials would typically consist of material brought on site by the

Contractor to execute work, but are not fully consumed during the course of construction. Examples include, but are not limited to, excess paint thinners (i.e. methyl ethyl ketone, toluene etc.), waste thinners, excess paints, excess solvents, waste solvents, and excess pesticides, and contaminated pesticide equipment rinse water.

RESOURCES PROTECTION

G. Culturally Sensitive Areas - Areas that have been determined to contain, or have potential to contain, Native American traditional resources, or resources to which

Native Americans attach cultural and religious significance, and which are eligible for listing on the National Register of Historic Places. Most culturally sensitive areas are delineated on the construction drawings; however the Senior Park Archeologist shall be consulted to identify culturally sensitive areas that are not identified on the drawings.

H. Environmental Pollution and Damage - Presence of chemical, physical, or biological elements or agents which could:

1. Adversely affect human health or welfare.

2. Unfavorably alter ecological balances important to human life, affect other species of importance to humanity.

3. Degrade the utility of the environment for aesthetic, cultural, or historical purposes.

I. Hazardous Materials – Any material that can be defined as an explosive, flammable, poisonous, corrosive, oxidizing, irritating, or otherwise harmful substance that could lead to death or injury.

J. Hazardous Waste - A hazardous material becomes a hazardous waste if the material has no safe end use in the project.

K. Inert Solids/Inert Waste - Non-liquid solid waste including, but not limited to soil and concrete that does not contain hazardous waste or soluble pollutants at concentrations in excess of water- quality objectives established by local, state, or federal regulatory agencies, and which does not contain significant quantities of decomposable solid waste.

L. Land Application for Discharge Water - The term "Land Application" for discharge water implies that the Contractor shall discharge water at a rate which allows the water to percolate into the soil. No sheeting action, soil erosion, discharge into storm sewers, discharge into defined drainage areas, or discharge into the "waters of the United

States" shall occur. Land Application shall be in compliance with all applicable

Federal, State, and local laws and regulations.

M. Native American Monitor – Native American meeting tribal qualifications of the tribe most likely associated/affiliated with the project area, and able to identify, record, and protect traditional cultural resources and resources to which they attach cultural and religious significance eligible for listing on the national Register of Historic Places, and who can act on behalf of the tribe concerning human remains and items protected…
