RFP # 140P8423R0008 Amendment 0001 Notes

SITE VISIT SUMMARY:

A pre-bid meeting was conducted on May 8th, 2023. Participants met at 10:00 a.m. Pacific Daylight Time (PDT) at the South Operations Center in Orick, California. The project scope was reviewed at the meeting and potential contractors were given an opportunity to ask questions. A site visit to the existing bridges was then conducted. Potential contractors followed NPS staff to Geneva Road, parking west of Bridge #2. Bridge #2 and #3 were observed on foot. NPS employees accompanied potential contractors back to the Lost Man Creek Picnic area.

Contractors were informed that the picnic area and the road beyond the vehicle gate leading to bridges #2 and #3 are publicly accessible and therefore can be accessed as needed for potential contractor review of the existing bridges. The site visit concluded at approximately 12:00 p.m.

PROJECT QUESTIONS FROM PREBID MEETING:

1. Question: The bid schedule on page 8 of the solicitation does not appear to list the correct line items for Bridges #2 and #3. Will an updated bid schedule be provided? Answer: Yes, the CLIN Descriptions in the Contract Bid Schedule were incorrectly listed in Section B of the original Solicitation. Offerors shall utilize the Microsoft Excel (correct) version of the Contract Bid Schedule which was provided in Attachment 4 of the original Solicitation and is also provided as a separate attachment via this Amendment. See Amendment Items below.

2. Question: Where will Geneva Road be closed for construction work? Answer: Prior to September 1st Geneva Road will be closed to the public at the Lost Man Creek Picnic Area. As identified on sheet G3, construction staging can occur where identified off Davison Road. Starting September 1st Geneva Road will be closed near the intersection with Highway 101 to allow for the Lost Man Creek Picnic Area gravel road and parking area to be utilized for construction staging.

3. Question: What is the weight limit of the existing bridges? Answer: FHWA bridge reports are provided via Amendment 0001. This includes Bridges #2 and #3 being replaced in this project, as well as the two new bridges on Geneva Road that are used to access the construction area. See Amendment Items below.

4. Question: Who was the general contractor and precast girder fabricator for the two bridges replaced in 2022? Answer: McCullough Construction, Inc. from Arcata, California was the general contractor. Knife River Prestress from Harrisburg, Oregon supplied the concrete bridge girders.

5. Question: Will trees be allowed to be removed for construction access at the bridge sites?

Answer: Reference specification Section 01 35 50 Part 3, 3.1.E. NPS will perform major tree removal for both bridge locations prior to construction. Any additional trees requiring removal or pruning during construction require written approval of the contracting officer prior to removal by the contractor.

6. Question: Is work allowed within the creek bed/water? Answer: Reference specification Section 01 35 50 Part 1, 1.4 General Requirements. No work is allowed in the creek bed or water. This includes any debris, which must be prevented from entering the creek by a containment system as described in the specifications.

7. Question: Will a temporary foot bridge allowed for workers to cross the creek at each bridge site? Answer: Referencing response to Question 6, no work is allowed in the creek bed or water. A temporary crossing for personnel foot traffic constructed on non-toxic materials can be allowed after review and approval by NPS, including approval for location on site.

8. Question: What is the period of performance? Answer: The period of performance is indicated as “negotiable” in the solicitation and is dictated by FAR Clause 52.211-10 in Section F, which allows for 210 days of performance; actual start date of this 210-day period is determined by the Notice to Proceed document when issued by the contracting officer. The performance period listed on page 4 of the solicitation is simply the intended/estimated date range of performance and is corrected to read 07/17/2023 to 02/12/2024 (210 days in duration). Also reference specification Section 01 35 50 Part 3, 3.1.I. No noise-producing work at the two bridge sites is allowed until September 16, 2023.

9. Question: At Bridge #2 a large stump exists under the bridge near the east abutment, will it need to be removed? Answer: Currently the stump exists under the bridge, without impact to the existing abutment or existing bridge girders. During construction if the stump were to become an obstacle, it could be removed with NPS approval.

10. Question: Plan sheet indicates Geneva Road dead ends 2.5 miles beyond the bridge replacement sites, is that true. Answer: Geneva Road does continue and connects to Holter Ridge Road. The section of Geneva Road beyond the bridges cannot accommodate large equipment, such as mobile cranes. It can accommodate pickup trucks. Access to the site via this section of Geneva Road would require NPS review and approval prior to use.

PROJECT QUESTIONS RECEIVED VIA EMAIL:

1. Question: Is a scale road alignment from the Lost Man Picnic Area to the bridge replacement sites available? Answer: GIS information on the existing road alignment has been provided within a zip file as part of Amendment 0001. This file contains GIS map data, PDFs, and CAD exports. Information is based on LiDAR data. Precision of the information is not defined. Should an offeror require more precise road alignment information, the site can be accessed on foot from the Lost Man Picnic Area. See Amendment Items below.

2. Question: Will there be a contract for the construction/project management and inspection

(quality control) for the project? Answer: There will not be a separate contract for construction/project management. Quality control and inspection will be handled by NPS staff.

3. Question: Is there a possibility that this project could be pushed into 2024? Answer: See the answer to Question 8 above. The anticipated date range of the 210-day performance period is stated as 07/17/2023 to 02/12/2024, but since the period of performance is indicated as “negotiable” in the solicitation, any reasonable schedule will be considered.

That said, there are migratory bird season restrictions that would limit construction activities beginning March 15, 2024 and extending through September 15, 2024.

4. Question: Do liquidated damages apply to this project? Answer: No, they do not.

AMENDMENT ITEMS:

The bidder shall make the following changes, modifications and additions to the pertinent sheets, pages and paragraphs of the specifications and drawings, and shall take the same into consideration in the bid prices:

1. Anticipated performance range is corrected to read 07/17/2023 to 02/12/2024 on the general solicitation and for all Contract Line Item Numbers (CLINs).

2. Section B is corrected to indicate correct CLIN descriptions as indicated in the B08_Solit_PSP_Vol_II_CBS_140P8423R0008.xlsx document attached to Amendment 0001.

3. Add the following documents to Section J, List of Attachments:
