1.1 Scope
In accordance with terms and conditions of the Contract, the Design-Build (DB) Contractor shall perform the work of this Request for Proposal (RFP) for the National Park Service (NPS) as described below.
Architect-Engineer (A/E) Services required in this RFP shall be performed by licensed Architects and Engineers registered in the State of California.
The work of this task order shall be performed in accordance with the Denver Service Center (DSC) Design-Build (DB) Workflows website.
The DB homepage includes links to design phases describing required workflow process from Predesign (PD) through Construction Documents (CD). Each design phase webpage contains links to definitions, forms, templates, samples, and guidelines.
The DB homepage also includes links to the Design Standards and Design Deliverables sections which provide design requirements and criteria that shall be used for completing the work of this contract:

1.4 Background
On September 9, 2021 lightning storm ignited two fires that combined to become the KNP Complex wildfire on September 17, 2021. KNP Complex burned 80,000 acres impacting significant amount of Sequoia and Kings Canyon National Parks developed areas and Sequoia Groves. Redwood Grove contained 2,120 SF Redwood Saddle Cabin known as the Superintendent Cabin and 280 SF Redwood Canyon Research Station known as the Lilburn Cabin. Redwood Grove experienced high burn severity and high tree mortality of mixed conifer and Sequoia Trees destroying the two cabins in Kings Canyon National Park. Redwood Grove will remain closed to visitors and limited staff access until hazards are mitigated of high burn severity including Sequoias snags that will not be felled.
Replacing these units will dramatically reduce deferred maintenance and annual operating costs. Seasonal maintenance efforts have only been able to keep individual structures stable and have had little remaining capacity to address larger issues in Kings Canyon with extensive repairs of continual degradation from many years of harsh winter water damage and aging infrastructure.
New structures will meet at minimum International Building Code (IBC) standards and the Architectural Barriers Act Accessibility Standards (ABAAS).
1.5 Schedule

DB Contractor is responsible to review proposed schedule and submit a final schedule for NPS review and approval. Final Schedule should consider work constraints for winter shutdowns, float and fisher season requirements. Fisher season is from March 1st through June 30th.
DB Design Development (DD):
In consultation with NPS, choose Final Design Concept for further development in Design Development and Construction Documents.
DB Team submits DB Design Development Documents no later than 45 calendar days after award.
NPS completes review and provides comments to DB Team no later than 15 calendar days after receiving DB Design Development Documents.

Quality Control (QC) The A/E accepts ultimate responsibility, liability and duty to control quality of services provided to the Government as stipulated in FAR Part 36.609-2. The A/E shall be responsible for professional quality, technical accuracy, and coordination of designs, drawings, specifications, and other services furnished by the A/E, their Employees, Agents, Assignees, and Subcontractors under the contract. The A/E shall, without additional compensation, correct or revise any errors or deficiencies in its designs, drawings, specifications, and other services.
The A/E shall demonstrate existence of a Quality Control (QC) system used for work submitted to NPS. The Prime Contractor and Subcontractors shall use this QC system and, at a minimum, include:
• Coordination of drawings and specifications within each discipline and between disciplines.
• Verification that documents to be submitted are accurate and correct.
• Checklists for internal review of drawings, specifications, calculations, and cost estimates.
o Required documents for each submission are included and complete per contract requirements.
o Required documents have been through a QC review. NPS requires documentation and submittal of QC work performed.

DB Team continues work on 100% Draft DB Construction Documents during DB Design Development Document review by NPS. After receiving DB Design Development review comments from NPS, the DB Team shall address, incorporate comments, and submit 100% Draft DB Construction Documents and responses to NPS no later than 30 calendar days after receiving DB Design Development Documents back from NPS.
NPS completes review and provides comments to DB Team no later than 15 calendar days after receiving 100% Draft DB Construction Documents.
100% Complete DB Construction Documents (CD):
Submit 100% Complete DB Construction Documents and NPS Review form with responses to 100% Draft DB Construction Documents review comments no later than 30 calendar days after submitting 100% Draft DB Construction Documents.
NPS completes review no later than 15 calendar days after receiving 100% Complete DB Construction Documents.
Complete Stamped and Signed DB Construction Documents (CD):
Submit Complete Stamped and Signed DB Construction Documents and NPS Review form with responses to 100% Complete DB Construction Documents review comments no later than 15 calendar days after receiving NPS review comments.
Construction:
Construction operations may begin after environmental compliance is completed and NPS Contracting Officer issues Notice to Proceed. Construction shall be complete no later than 150 calendar days after award of construction contract.
As-Constructed Drawings:
DB Contractor shall complete as-constructed drawings and provide all project closeout materials to NPS no later than 30 calendar days after Substantial Completion.

PROJECT REQUIREMENTS
This project will replace the 2,120 SF Superintendent Cabin and 280 SF Lilburn Cabin destroyed during the 2021 KNP Complex wildfire. The project will be executed by contracted design and construction and will utilize wildfire resistant design and materials.
2.1 General Requirements
2.1.1 Scope of Work Requirements
The Architect/Engineer (A/E) shall use the Schematic Design drawings and specifications as the basis for developing complete Construction Documents. The final Construction Documents must be signed and stamped by a licensed Architect or Engineer registered in the State of California.
During the further design phases, the design-build company will follow this schematic design to adapt the NPS Housing Prototype design documents for modular delivery.
The residential duplex configuration was common to all alternatives presented during the value methodology workshop since it was a requirement of the project program. The intent of the residential layout is to utilize the prototypes that were developed by NPS, which use a standard module width and length that can ultimately be manufactured off site.
The concern for snow falling on pedestrians walking to the front entry doors led participants to choose featured an extension of the roof that covered not only the entrances but the entire facade in the form of a front porch. To provide covered access from the garage to the residences, roof rakes were likewise extended over the intervening walkways.
The garage roofs are not insulated and maintain the core design of the prototype garage option. Snow guards above each overhead garage door are recommended as an option to help minimize the amount of snow that falls in front of the garage doors.
2.1.2 Definition of Contract Line Items

2.1.3 Progress Payments
Design Phase - Progress payments will be based on submission, review, and acceptance of specific design deliverables.
Construction Phase - Progress payments will be based on percentage of work completed on items listed in approved schedule of values. Actual construction completed and in place will form basis for payment. DB Contractor shall verify percent complete under direction of the Contracting Officer Representative unless Contracting Officer waives this requirement in a specific instance. DB Contractor shall make computations for payment based on Government’s verification of work completed and in place for periods which progress payments are requested.

DB Contractor shall furnish to Contracting Officer originals of field notes and other records relating to basis for payment. Contracting Officer shall use as necessary to determine final amount of progress payments. DB Contractor shall retain copies of material furnished to Contracting Officer.
2.1.4 Project Meetings
Design Meeting
Not more than 21 days after initial contract award and acceptance of Performance and Payment bonds, the Contracting Officer will arrange a Design meeting with an agenda to include, at a minimum:
• Areas available for use by DB Contractor
• Access requirements of the Park
• Commissioning (review requirements in ASHRAE 0-2005 paragraphs 6 and 7)
• Design schedule (minimum of two hard copies in color)
• Environmental and sustainability requirements
• Natural and Cultural Resource Protection
• Payments to DB Contractor
• Review and emphasize Park needs and design objectives.
• Modifications during design
• Schedule of Values
• Submittals during design
Preconstruction Meeting
Estimating the completion of NPS review of the 100% Complete DB Construction Documents and before the start of construction, the Contracting Officer will arrange on-site Preconstruction meeting with DB Contractor, who shall provide the following submittals one week prior to the meeting:
• Accident Prevention Program (APP)
• Proof of liability insurance and workman’s compensation for DB Contractor and Subcontractors
• Letter designating DB Contractor’s Project Manager, Project Superintendent, Safety Manager and Quality Control Manager.
• Copies of required permits
• List of Subcontractors for project (same as proposal)
• Project Construction Schedule (fully developed)

Construction Progress Meetings
DB Contractor shall participate in weekly virtual meetings with Contracting Officer and other project team members with updates to following meeting agenda items:

• Schedule update (Provide updated Critical Path Method schedule)
• Status of Project Record Drawings and O&M Manuals

2.1.5 Project Schedule
General: DB Contractor shall e-mail project schedule to NPS/DSC and provide two (2) color copies after award and before design meeting. Schedule shall include detailed design phase with design deliverable submission dates, review periods, and summary construction schedule with important milestones included for both phases.
Fully develop construction portion of project schedule and submit to Contracting Officer by e-mail before Preconstruction meeting or construction begins. Update project schedule monthly throughout contract period until project substantial completion. Status date of each schedule update shall be 10 days before progress payment request date.
Construction work cannot begin until Government approval is obtained for:
• Entire set of 100% Complete DB Construction Documents.
• Environmental compliance is complete.

Purpose: Project schedule ensures adequate planning, coordinating, scheduling, and reporting of DB Contractor’s design and construction activities. Project schedule will assist DB Contractor and Contracting Officer to monitor work progress, evaluate proposed changes, and process DB Contractor's monthly progress payment requests.
Software: Latest version of Microsoft Project, Primavera Project Planner, SureTrak, or approved equal.
Schedule Development: Project schedule shall cover entire contract period. Late finish date is same as contract’s established completion date.
DB Contractor shall use Critical Path Method (CPM) with limited use of lead or lag durations between schedule activities. DB Contractor's project schedule shall consist of procurement activities (including mobilization, submittal, and fabrication and delivery of key and long-lead procurement items) and construction activities.
DB Contractor's project schedule shall consist of, but not be limited to, the following for each activity:
• Identify activities and numbers numerically (up to 5-digit). Number activities in increments of 10.
• Concisely describe work represented by activity (maximum 48 characters). Avoid using non-standard abbreviations. Limit work related to each activity to one work trade.
• Activity duration shall be in whole working days with maximum duration 15 workdays each, unless otherwise approved by Contracting Officer, with the exception of non-construction activities including mobilization, shop drawing and sample submittals, fabrication of materials, delivery of materials and equipment, and concrete curing.
• Contractor needs to consider weather delays in the schedule.
DB Contractor shall ensure project schedule includes own work and Subcontractor work.
Project schedule shall show sequence and interdependence of activities required for complete performance of work and shall be cost and resource loaded. DB Contractor shall ensure work sequences are logical and project schedule shows a coordinated work plan. Proposed durations assigned to each activity shall be DB Contractor's best estimate of time required to complete activity, considering scope and resources planned. Resource loading of each activity shall list personnel by labor category and equipment type, and capacity proposed to complete activity in duration shown. Include permit requirements and constraints. Consider and include seasonal weather conditions in planning and scheduling of work influenced by high or low ambient temperatures and wind and/or precipitation, to ensure completion of work within contract time. Scheduling will reflect timing restrictions required by the NPS and final CE consultation permit. (See mitigations in Appendix D).
Project Schedule Updates
Monthly updates: Monthly updates of project schedule shall be an integral part and basic element of estimate upon which progress payments shall be made under this contract. If, in judgment of Contracting Officer, DB Contractor fails or refuses to provide schedule of values and complete schedule update or revision as specified hereinafter, DB Contractor shall be deemed to have not provided required information upon which progress payment may be made and shall be subject to retainage of a portion of the payment.
Narrative: Include in report:
• Brief description actual progress made during update period.
• Actual and potential delaying activities.
• Impediments to progress.
• Issues related to inclement weather.
• Progress toward established milestones.

• Project float.
• Brief description of work anticipated to be performed in next month.
• Identify minor revisions to schedule for evaluation and accepted or rejected.
As work progresses, indicate Actual Completion percentage for each activity. If schedule update shows late finish date after contract completion date include the following in narrative with submission:
• Known delays.
• Actions taken to get back on schedule.
• Pending modifications.
• Impediments or constraints affecting progress.
Progress Payments: Update currently accepted construction schedule monthly. If DB Contractor fails to provide monthly updates or revisions to currently accepted construction schedule, a portion of monthly payment may be retained until updates/revisions made.
Contract Modifications Procedures: When contract modifications or changes are initiated, delays are experienced, or DB Contractor revises project schedule, DB Contractor shall submit to Contracting Officer a written time impact analysis illustrating influence of each modification, change, delay, or DB Contractor’s request on the contract time.
• Home Office Overhead and Profit: Those costs incurred in support of all of a contractor’s projects and not attributable to a specific job. The cost for home office overhead is only allowed as a percentage of all direct work excluding profit. Home Office Overhead and Profit (OH&P) shall be applied to direct costs only.
Profit shall not be applied to overhead amounts; and overhead shall not be applied to profit. Home office overhead shall contain only allowable, allocable, and reasonable costs per the contract documents and FAR Part 31. Profit percentages are based on risk factors found in FAR Part 31which have been applied to the specific type of work included in this project. Total aggregate limit of markup (OH&P) for contractor and subcontractors on modification work shall not exceed 25%. The NPS will not be responsible for allocation of percentages between contractor and subcontractors at any tier. Negotiated rates shall not exceed the following percentages for OH&P for contractor self-performed work:
Overhead………………10.00% Profit…………………… 8.00%
• General Conditions (Field Office Overhead): Management and administrative costs incurred on site for the designated project. Costs associated with the preparation of modifications will not be allowed. The costs for these items are to be included only in the general conditions of the modification estimate. Only in the case of a contract time extension are additional general conditions included in modifications.
• General Liability Insurance: An insurance policy that protects the contractor from claims resulting from bodily injury or property damage to a third party. Include this as a separate line item within all modification proposals and provide a current insurance quote upon request.
• Performance and Payment Bonds: A performance bond is a surety bond issued by an insurance company or bank to guarantee satisfactory completion of a project. The Payment Bond guarantees that the contractor will pay the labor and material costs they have incurred. Banks and Insurance companies charge a premium for each individual project based on a sliding scale which relates to the size of the project. Include this as a separate line item in modification proposals and provide current company bonding rates upon request.
• Time Extensions: Requests for extensions of contract time as a result of this change must be justified with a Time Impact Analysis (TIA). TIA and associated costs must be received with the proposal by the date shown within the Request for Proposal letter. Contractor’s failure to submit within the specified time frame will be construed as the Contractor waiving the right for additional time and no time extension will be allowed.

• Float: Float is not for exclusive use or benefit for NPS or DB Contractor. Extension of contract time is granted only to extent the equitable time adjustments to activity or activities affected by modification, change, or delay exceeds total float available on a particular activity.
• All supporting documentation used to justify the proposed modification will be made available to the Contracting Officer upon request.
• Contractor must review and approve all subcontractor/supplier pricing in detail for proper format, scope, production rates, and pricing prior to submission to the NPS. All delay costs associated with not reviewing and approving subcontractor/supplier pricing will be borne by the Contractor.
2.2 Design Requirements
2.2.1 DB Design Development (DD) Documents and DB Construction Documents (CD)
Prepare DB Design Development Documents and DB Construction Documents using English System of Weights and Measurements and according to DSC Design Standards and Deliverables - Content and Format Requirements for DB Design Development Documents and DB Construction Documents.
List salient characteristics for products and materials specified. Refer to Guide for Specifiers.
Deliverables

2.2.2 Environmental and Sustainability Requirements for Design
NPS has established environmental and sustainability requirements for projects, as referenced in Part 3, Performance Requirements and Required Mitigations Appendix D. The DB Team shall complete the Design Development and Construction Document portions of the NPS Project Sustainability Checklist by concisely explaining how each requirement will be met and notify the Contracting Officer if conflicts arise between performance of work and environmental and sustainability requirements specified in the checklist. It is not the intent of NPS to substantially limit alternative means of achieving these requirements.
2.3 Construction Requirements
2.3.1 Environmental and Sustainability Requirements
Specific sustainability requirements generated in design will dictate more stringent environmental requirements for this project. Referring to Part 3 Performance Requirements and NPS Project Sustainability Checklist and the mitigations listed in Appendix D, these general requirements include:
• Site Disturbance: Minimize construction limits of project to reduce impact on site. Construction of the waterline will be approved by the CO and limited to the existing disturbed area
• Toxic Chemicals: Avoid materials that can leach toxic chemicals into ground water. Do not allow toxic chemicals to enter sewers or storm drains or contaminate land or any body of water. Refer to NPS Project Sustainability Checklist for additional requirements.
• Hazardous Materials: Perform a hazardous material analysis during the design development phase and notify the Contracting Officer.

• Soil Erosion: Protect against erosion and topsoil depletion according to Stormwater Pollution Prevention Plan (SWPPP).
• Habitats: Protect natural habitats and ecological systems on facility site by adhering to mitigation measures as identified by NPS.
• Noise: Minimize noise during construction in a way that is consistent with project permits and operate power equipment according to local noise restrictions and Park directives.
• Waste Management: As provided in project specifications, the DB Contractor shall employ processes ensuring minimal waste output and in landfills. Recycling is a requirement of this project. Specific recycling goals were established in NPS Project Sustainability Checklist. Legally dispose materials unsuitable for recycling at authorized dumping areas outside the Park.
• Wildlife Interactions: Manage garbage and food waste as directed by the NPS
DB Contractor shall designate an on-site party (or parties) responsible for instructing workers and overseeing environmental and sustainability requirements of this project. Distribute copies of environmental and sustainability requirements to Job Site Foreman and each Subcontractor. All communications should be thru the CO and Park PM/POC, who contacts the Environmental Protection Specialist (EPS) with questions/requests etc. any reports or compliance related issues, schedule adjustments, proposed changes, etc. go to the Environmental Protection Specialist (EPS).
Waste Management Plan: Prior to scheduled Preconstruction meeting, DB Contractor shall submit draft Waste Management Plan to Contracting Officer for approval. Develop and implement according to ASTM E1609 and as required in contract documents. Plan shall include, but not be limited to:
• List of recycling facilities, reuse facilities, municipal solid waste landfills, and other disposal area(s) to be used. Include name, location, and phone number.
• List of proposed materials to be reused or recycled.
• List of materials that cannot be recycled or reused with explanation or justification.
• Storage and collection methods of waste and recyclables, handling procedures, and means of keeping recyclables free of contamination.
• Describe means of transporting recyclable materials and estimate frequency of emptying bins.
• Identity person or persons responsible for ensuring project recycling goals are achieved.
• Revise and resubmit Plan per Contracting Officer. Approval of DB Contractor’s Plan does not relieve DB Contractor of complying with applicable environmental regulations.
Progress Documentation: Supplemental to Waste Management Plan, document solid waste disposal, diversion, and cost/revenue analysis, and submit completed worksheet monthly.
Use Appendix A - Project Waste Management Plan Worksheet and report totals to date for column headings. Use Appendix B for solid waste volume to weight conversions.
Prior to commencement of work, schedule and conduct meeting with Contracting Officer to discuss proposed Waste Management Plan and develop mutual understanding of details of environmental protection. This may be discussed with the Contracting Officer at the Preconstruction meeting.
Minimize Construction Impacts
Implement following mitigation measures to minimize impacts of construction activities (complete list is provided in Appendix D):

• The DB Contractor shall coordinate with CMR and Park staff to minimize impacts to the visitor experience.
Soil Erosion: Protect against erosion and topsoil depletion. SWPPP is required.
Exotic Vegetation and Noxious Weeds: Prevent introduction and minimize spread of exotic vegetation and noxious weeds. Incorporate following procedures:
• Obtain fill, rock, or additional topsoil needed from a government approved source.
• Use approved native seed and/or plants and revegetate areas disturbed by construction.
Vegetation Salvage and Revegetation Plan: For revegetation efforts, use approved native species and/or native seed and incorporate Park policies regarding vegetation and site restoration. Policy related to revegetation will be referenced in NPS Management Policies 2006 (Section 9.1.3.2).
Special Status Species: To protect unknown or undiscovered threatened, endangered, or special status species, construction contract will include provisions for these discoveries. DB Contractor should contact Park and project permitting requirements for direction to evaluate special species at the site.
Visitor Experience: Incorporate mitigation measures as provided by the Park, with input from the Concessionaire, into action alternatives to minimize impacts of construction activities on the visitor experience.
Air and Water Pollution Control: Air and water quality impacts are expected to be temporary and localized. To minimize these impacts, take following actions:
• To reduce tailpipe emissions, do not leave construction equipment idling longer than necessary for safety and mechanical reasons. See Appendix D for related mitigations
• To reduce construction dust, apply water to problem areas. Limit equipment to the previously disturbed footprint and approved construction limits to minimize soil disturbance and dust generation. Park in approved areas.
• Take necessary reasonable measures to reduce air and water pollution with material or equipment used during construction. Keep volatile wastes in covered containers.
• Storm Water Pollution Prevention Plan (SWPPP): Submit a SWPPP, according to applicable State Water Resources Control Board's (SWRCB) requirements, to Contracting Officer for approval. (See Technical Requirements) Before starting construction, DB Contractor shall implement approved SWPPP.
Cultural Resources: Archeological and Cultural/Tribal Monitors on this project are critical to its success. Cultural Resources professionals at the Sequoia and Kings Canyon Park, NPS Regional and NPS National level will be involved in oversight of this project. Materials used must be compatible with both existing materials and aesthetics.
2.3.2 Archeological Monitoring
Scope of Service Requirements
The contractor shall ensure that the archeological monitor meets the requirements specified in 36 CFR Appendix A, Professional Qualification Standards and the Archaeological Resource Protection Act (ARPA) standards for undertaking archeological investigations (43 CFR 7.8).
The Park’s Cultural Resource Specialist/NHPA Coordinator will provide the contractor with the most recent archeological survey information (GIS data, survey reports, site forms) for the project vicinity.

The contractor shall provide all personnel, equipment, and services to perform all tasks necessary to perform the tasks described within this scope of work. All fieldwork scheduling and project logistics shall be coordinated with designated NPS staff and the Construction Management Representative (CMR), to be identified upon project start-up.
Any consultations and/or coordination with the office of the California State Historic Preservation Officer (SHPO) or American Indian tribes traditionally associated with the Park’s lands will be the responsibility of the NPS and is not required of the contractor.
Should human remains, or other objects subject to the Native American Graves and Repatriation Act (NAGPRA) be encountered during monitoring, all work in the immediate vicinity shall be immediately halted at the location and the archeological monitor shall immediately notify the CMR, the Park’s Cultural Resource Specialist/NHPA Coordinator, and the CO.
All notes, sketches, photographs, drawings, specifications, cost proposals, calculations, and other documents produced as a result of this contract shall be and remain the sole property of the Government and may be used on any other work at no additional compensation to the contractor. The contractor may retain copies of all such materials.
COVID-19 Awareness: All work performed by the contractor shall be in accordance with all applicable local jurisdiction orders, federal orders, and the CDC’s guidance and recommendations related to best safety practices during the COVID-19 pandemic. https://www.cdc.gov/coronavirus/2019-ncov/community/index.html.
Archeological Monitoring
The archeological monitor shall perform archeological monitoring to identify and document any archeological deposits or features that may be revealed during ground disturbing construction activities related to the Crystal Cave Utility Repairs project.
The methodology to be employed shall consist of visual observation and monitoring of project activities with the potential to cause disturbance to subsurface soils. The archeological monitor shall be present at all times when ground disturbing project activities are being conducted. Doing so shall require close coordination and communication with the CMR.
The archeological monitor shall be empowered to stop or redirect ground disturbing activities if a discovery of potentially significant archeological resources is made. The NPS will then develop and implement an appropriate course of action. All discoveries shall be documented following the procedures outlined belo
The archeological monitor shall prepare the Application for Permit for Archeological Investigations for submission by the park’s Cultural Resource Specialist/NHPA Coordinator to the Regional Directorate (Pacific West Region) for approval and signature. The form is at https://www.nps.gov/archeology/sites/permits.htm (click on permit for archeological investigations common application form). Because the ARPA permit approval and signature process can take up to a month or more, the monitor shall complete this task immediately upon receipt of the notice to proceed.
Contractor deliverable: Preparation and submittal of the ARPA permit to the park’s Cultural Resource Specialist/NHPA Coordinator.
Participate in Startup Meeting
The archeological monitor shall participate via MS TEAMS in a startup meeting to discuss project logistics, monitoring methodology, site safety, schedule, and any other issues relevant to the successful completion of the
SEKI 332393 Post KNP Complex Fire Replacement of Damaged Structures Page 17 of 32 tasks outlined in this scope of services. Meeting participants shall include at a minimum the DSC PM, CO, and COR; the CMR; the Park’s Cultural Resource Specialist/NHPA Coordinator, and the monitor.
Prepare Safety Plan
The archeological monitor shall prepare a safety plan that identifies procedures to be followed in the event of injury or other situation that requires consideration of personal safety. The plan shall include all emergency contact information and a process for notifications. A copy of this plan shall be submitted to the CO and CMR.
Additionally, appropriate clothing, footwear, and personal protective equipment shall be worn by the archeological monitor during the performance of all monitoring tasks.
Contractor deliverable: Preparation and submittal of the safety plan via email to the CO and CMR no later than seventy-two (72) hours prior to commencement of monitoring tasks.
Archeological Monitoring During Construction
The archeological monitor shall observe ground-disturbing site work from a safe location mutually agreed on by the CMR and the monitor. As ground disturbance occurs, the monitor shall examine excavated materials.
The archeological monitor shall document daily activities through the use of standardized field forms and a field log to detail each day’s time on site and record any other information relevant to describing project activities, as well as to document any discoveries of potentially significant archeological resources. Digital photographs shall be taken to document each day’s field conditions and activities. Select photographs shall be included in the monitoring report.
If during construction potentially significant archeological resources that require documentation are discovered, the monitor shall immediately stop all work activity in the vicinity of the discovery and implement interim measures to protect the site of discovery from further disturbance. The archeological monitor shall notify the CMR, COR and the park’s Cultural Resource Specialist/NHPA Coordinator of the discovery. The COR and the Park’s Cultural Resource Specialist/NHPA Coordinator will coordinate with the monitor and the CO via phone or video conference call to make a determination as to how long activities shall be paused at the site of the discovery, or where work can be redirected to allow adequate time for the monitor to record the discovery. Immediately following the conclusion of the meeting, the CO will coordinate with the DSC PM and CMR to pause or redirect work until the discovery is documented and/or collected. Newly discovered resources shall be recorded by the monitor on the California Office of Historic Preservation form (https://ohp.parks.ca.gov/?page_id=28351).
Digital photographic documentation of archeological resources encountered shall include but not be limited to an appropriate scale, north arrow, and signboard describing the date, location, trinomial site number if associated with a recorded site, and soil horizon if known. All photographs of archeological resources shall meet the National Register of Historic Places 2013 Photo Policy (https://www.nps.gov/subjects/nationalregister/upload/Photo_Policy_update_2013_05_15_508.pdf).
It is not anticipated that any artifacts or other archeological materials will be collected during the monitoring. If unusual or particularly significant diagnostic artifacts are discovered, the park’ Cultural Resource Specialist/NHPA Coordinator shall be consulted and their approval secured prior to collection.
An accession number will be assigned to the archeological monitor by the Park’s Cultural Resource Specialist/NHPA Coordinator no later than seven (7) calendar days following the initial startup meeting. This accession number shall appear on all field forms, photographs, field notes, etc. All data, archival or artifactual, shall bear this number from the point of collection in the field.
Contractor deliverable: Complete archeological monitoring of ground disturbing construction activities.

Prepare and Submit Archeological Monitoring Report
Within thirty (30) calendar days of completion of the archeological monitoring, the contractor shall prepare and submit a draft monitoring report. At a minimum the report shall include a detailed narrative of the results of the archeological monitoring, and any steps taken to identify, document, and protect archeological resources. The report shall include a map showing the general location of the project area and more detailed maps showing the actual locations where ground disturbing construction activities were monitored and the location of any discovered archeological resources.
The field forms and daily field log shall be included as an appendix to the report and, as necessary, the report shall be illustrated with photographs and supplemented by scale drawings. In addition, the contractor shall ensure that the draft monitoring report conforms, as appliable, to the reporting standards of the Archaeological Resource Management Reports (ARMR): Recommended Contents and Format (ARMR Guidelines) (https://ohp.parks.ca.gov/pages/1069/files/armr-remediated.pdf).
Any newly discovered sites shall be recorded by the monitor on the California Office of Historic Preservation form (https://ohp.parks.ca.gov/?page_id=28351). Any site forms shall be included as an appendix in the draft and final archeological monitoring reports.
The Contractor shall submit one (1) copy the draft archeological monitoring report in Adobe Acrobat PDF to the NPS for a fifteen (15) calendar day review.
Prepare and Submit Final Archeological Monitoring Report
Upon receipt of the NPS consolidated review comments, the contractor shall make revisions as required by the NPS review and submit a final monitoring report. as appliable, to the reporting standards of the Archaeological Resource Management Reports (ARMR). The contractor shall ensure that the final monitoring report conforms, as appliable, to the reporting standards of the Recommended Contents and Format (ARMR Guidelines) (https://ohp.parks.ca.gov/pages/1069/files/armr-remediated.pdf).
