1.2 WORK COVERED BY CONTRACT DOCUMENTS

A. Project Location: This project is located in Redwood National Park. See location map in plans.

B. Redwood National and State Parks are removing roads, landings and skid roads to reduce future erosion, restore natural landforms and watershed systems. This contract involves excavating road fill from stream channels, pulling back side-cast road fill, decompacting roads, retrieving buried debris from logging and other activities (culverts, cable, concrete foundations, etc.), and restoring the natural configuration of the land (ridges, stream valleys and swales). Trees and logs encountered during excavations will be spread over finished surfaces. The finished surfaces of all areas disturbed by the equipment shall be left in a manner suitable for the re-establishment of native vegetation and potential trail construction. Reconstruction of failed sections of road is often necessary in order to access the road removal work sites. The ultimate goal of the work is to restore the National and State Park lands to a condition similar to what would have existed without disturbance by humans. The earth moving work that is required in this contract is the critical foundation of this restoration effort.

The work plans have been developed by an interdisciplinary team and address ecological concerns and park service goals. The landforms in most areas to be treated will be fully restored. Some areas have been designated to receive less than full excavation or restoration in order to preserve recovering critical habitat though that habitat may be in a degraded condition. The final configuration of treated areas will range from complete restoration of the topography that existed prior to road construction, to a moderate reshaping of the road bench that will approximate the surface drainage patterns that existed prior to road construction.

Stream crossings will be excavated to original width, depth, and slope to expose natural channel armor and buried topsoil. Removal of roads and skid roads will include retrieval of fill material displaced during road construction. Sidecast fill material will be excavated along road benches to expose buried topsoil. Excavated material will be moved to stable locations, placed against cutbanks, and shaped to blend with the surrounding topography above and below the road to re-

Redwoods Rising – GPC Road Removal 2023 01 11 00 - 2 create the landforms that existed prior to road construction. Occasionally, excavated material may need to be end-hauled to distant fillsites.

The size of excavations associated with this work can range from less than one hundred cubic yards to tens of thousands of cubic yards in volume. The moisture content and type of material to be excavated can vary significantly from one work site to another. Ground conditions and material to be excavated can vary from dry to completely saturated. The type of material to be excavated can vary from fine-grained soil material to large concentrations and quantities of rock, boulders, rootwads, and sections of old growth trees. These variations in excavated material and ground conditions are inherent to the nature of this work.

The terrain in the project area is steep, irregular, and vegetated with 25 to 50 year-old second growth and old growth redwood forest. The nature of the work will require equipment to be used on steep terrain – over 40% slope and in difficult working conditions. Equipment will be required to push fill material up steep inclines as well as shape and finish steep slopes. This will require the equipment to traverse, move around, and sit on steep slopes while performing the work.

Access to some work sites, or portions of work sites, will require operator skill and dexterity to minimize access impacts over steep irregular ground. Large quantities of vegetation will be removed before and during excavation, stockpiled, and then spread over finished surfaces according to the post-excavation erosion control guidelines. Operator planning and forethought will be necessary to manage vegetation and excavated material efficiently.

To ensure that National and State Park restoration goals are met, the Contracting Officer’s Technical Representative (COR) or Site Inspector may adjust specifications and excavation designs as excavations proceed, based on what is encountered and the resources at risk.

Contractors and equipment operators must be able to accurately interpret written and verbal excavation details as stated in the contract or given by the COR. They must be able to visualize and plan all aspects of work required at each site to ensure that access is not cut off inadvertently or prematurely. Skill in operation and coordination of heavy equipment is necessary to ensure cost-effective restoration of National and State Park lands. Adverse impacts to park resources (e.g. old growth trees, natural ground surface, water quality, vegetation, wildlife habitat, etc.)

must be avoided in accomplishing the required work.

Treatments are designed with tentative grades which provide the basis for estimates of volumes to be excavated. As the work progresses, final grades and configuration of the excavation are determined by the COR or Site Inspector monitoring the excavation. The COR or Site Inspector may instruct the contractor to adjust the excavation's grade and alignment to preserve latent boundary conditions including: original topsoil, natural channel armor, bedrock outcrops, or stumps in the growth position. It is extremely important not to remove or disturb these natural boundary features. In some locations, less than full landform restoration may be directed to preserve habitat that has developed since logging. The COR and/or Project Inspector serves as the liaison between park staff and the contractor to ensure that the parks’ goals are met. The limits to excavations are marked in the field, and cannot be exceeded without advance approval from the COR and/or Project Inspector. The COR or Project Inspector must be present during ALL excavations and placement of fill.

The Work consists of furnishing and operating select pieces of heavy equipment to accomplish a variety of tasks according to the project descriptions. The work also consists of furnishing and installing a limited amount of material including gravel and road base.

C. Project will be constructed under a single prime contract.

The requirement to pay overtime wages is at the discretion of the contractor based on their staffing situation. However, overtime shall not be paid separately, or in addition to, the normal hourly rate. Overtime shall be fully considered and factored into the contractor’s line-item hourly rate listed on the proposal form.

The contractor shall establish a baseline schedule and update it on a weekly basis.

1.04 NORMAL WORKING TIME

Normal operating time is defined as when a scheduled piece of equipment is on-site during scheduled work time, operating, staffed, and performing the work as required. Work done outside of scheduled work time shall not be measured. Normal Operating Time shall be measured on an operating hourly basis, measured to the nearest 0.5 hours, at the contract unit rate for the time worked each day as recorded by the COR or Project Inspector.

1.05 STANDBY TIME

Standby time is defined as when the COR or Project inspector directs the Contractor to stop work for more than thirty minutes. The intent of Standby Time is to compensate the contractor for incurred labor and equipment costs due to delays beyond the contractor’s control. During standby time it is anticipated that the equipment may be turned off and not operating. Operators shall generally remain on-site but may be released by the government if the delays are anticipated for a

Redwoods Rising – GPC Road Removal 2023 01 29 01 - 2 prolonged period.

Standby Time is generally not anticipated, and it is the government’s responsibility to limit Standby Time through proper scheduling and worksite coordination. Typical reasons for Standby Time may include, the discovery of previously unknown historic artifacts, unanticipated impacts to sensitive features, the need for expert consultation, government field investigation, and unanticipated government staffing issues.

During Standby Time the contractor may use the time for other tasks typically conducted outside of working hours such as equipment maintenance and fueling, on-site staff meetings, training, and other tasks that would normally be conducted outside of normal working hours.

Standby time shall be measured at 50% of Normal Working Time. For example, if the contractor is placed on Standby for four (4) hours during a ten-hour workday, the recorded time for that day shall be

4 Hours x 0.5 = 2 Hours

6 Hours x 1 = 6 Hours

= 8 Hours Total

1.06 IDLE TIME

Idle time is any time during scheduled work hours in which the equipment is not working and has not been instructed to Standby by the Site Inspector. Idle time shall typically result from conditions that are controllable by the contractor, or uncontrollable by either the government or the contractor. Typical reasons for Idle Time include, equipment breakdowns, contractor staffing issues, and inclement weather delays. Equipment may also be considered Idle at the request of the Contractor, and/or where scheduled.

Idle time shall not be measured, and no payment shall be made for equipment that becomes Idle.

1.07 INCLEMENT WEATHER DELAYS

Inclement weather delays shall be at the discretion of the contractor, except the government may call for an Inclement Weather delay if any one of the following conditions are met:

a) Precipitation greater than 1” in the 24 hours that could pose threats to Park resources or safety.

b) Sustained winds more than 25 mph

c) Roadway closures that prevent access to the site

d) Heavy smoke or AQI ratings greater than 150

e) High fire danger – Relative Humidity below 20%.

f) Other government warnings or restrictions that could pose a hazard

Delays due to Inclement Weather shall be treated as Idle Time.

1.08 PROPERLY WORKING EQUIPMENT

Redwoods Rising – GPC Road Removal 2023 01 29 01 - 3

The Contractor is responsible for having their equipment in sound mechanical condition throughout the duration of the contract. Equipment breakdowns could adversely impact the entire operation at the detriment to the government. For example, if the haul truck is broken down the excavators may not be able to perform meaningful work. Therefore, one of the contractor’s primary tasks is to maintain equipment in sound working order.

At the sole discretion of the COR or Site Inspector, if a piece of equipment breaks down, the government may set additional equipment into idle status if the breakdown negatively impacts the scheduled work. Should this occur, the government will identify the piece of equipment that is required to be brought back to operating status (or replaced with a alternative piece of equipment) as a condition of reinstating other equipment.

Whenever possible, the government shall try to work with the contractor to identify alternative tasks for working equipment should breakdowns occur. However, this may not always be possible, and it is the contractor’s responsibility to ensure that equipment is in proper working order. It is not advantageous to the government or the contractor to have equipment in idle status.

1.09 FUELING, REPAIR, AND MAINTENANCE

All Fueling, Repair, and Maintenance activities shall be completed outside of normal working time. Fueling, Repair, and Maintenance conducted during normal working hours shall be recorded as idle time.

1.10 INTERIM MOBILIZATION, DEMOBILIZATION AND REMOBILIZATION

Initial and final mobilization and demobilization are covered in the bid schedule. Should it become necessary to demobilize a piece of equipment in the interim (either due to breakdown, or at the discretion of the contractor) additional mobilization and demobilization fees shall not be authorized. Equipment walking times associated with initial mobilization, final demobilization, and movement as required to get to various locations within the work site to perform work, shall be recorded as normal operating time. Equipment walking time associated interim mobilization and demobilization shall NOT be recorded as operating time.

1.11 END OF PROJECT HOUR BALANCING

Near the end of the project, it may become necessary or beneficial to the government to adjust the number of hours for any piece of equipment to utilize the full project funding. The contractor shall work with the COR to develop a balanced schedule near the end of the project. This may allow the contractor to demobilize certain pieces of equipment while requiring other pieces to remain on site. This may also involve shifting hours from one piece to another. For example, if dozers are no longer required, the government may set the status of the equipment to idle and allow the contractor to demobilize them. Any remaining hours could then be shifted to other equipment, adjusting for the contract hourly rate. Once a piece of equipment is authorized for final demobilization the government shall not require the equipment to be brought back without additional compensation through a contract modification.

1.11 PAYMENT

The payment shall include full compensation for all labor, equipment, and materials required to furnish and operate requested equipment. No payment shall be allowed for idle time, fueling, lubrication, breakdown, exchange of equipment (including walk time), additional work required

Redwoods Rising – GPC Road Removal 2023 01 29 01 - 4 for reconstruction and removal of roads or crossings to provide access for large service vehicles in case of breakdown, personal breaks other than required by law, lunch, or other reasons. An accurate record in ½ hour increments of any non-operating time shall be kept by the COR or Project Inspector and deducted from the daily totals.

1.12 RAINY SEASON TERMINATION

The contract may be suspended or terminated (termination for convenance) at the onset of the rainy season when ground and weather conditions are not forecast to improve and preclude efficient use of the equipment or may impact park or downstream resources or for other reasons.
