ADDITIONAL QUESTIONS RECEIVED/ANSWERED BY THE CONTRACTING OFFICER TO DATE:
32. Question: On the Project Experience Questionnaire, Line 2.0 “Identify which Project Experience elements listed in section L of the solicitation each contractor’s work addresses.” What info should we enter there? Answer: Refer to page 41 of the Solicitation (found within Section L) for detailed instructions, which provides specific experience elements in bullet point format. Each
Project Experience Questionnaire you fill out should cover one relevant project your firm has completed. The instructions state to complete a minimum of three (3) and up to five (5) projects, which means you will complete anywhere from 3‐5 project experience questionnaires.
For each project, under #2, address which elements (such as demonstrated earthwork construction experience within remote natural areas, etc.) address each contractor’s work
(prime, sub, etc.) for the particular relevant project.
33. Question: What amount do we submit for our bid bond (proposal guarantee)? Answer: The amount of the bid bond/proposal guarantee shall be 20% percent of the total proposal price.
This is a firm‐fixed‐price contract so when you complete your pricing on the bid schedule for the fixed quantity of hours listed, you would go off your total proposed amount to determine the
20% amount of proposal guarantee required with your proposal.
34. Question: Which form is the Subcontracting Percentage Worksheet that we need to include with our proposal? I found a spreadsheet that mentions the “Report on Limitations on
Subcontracting” ‐ do we submit that form? Answer: Yes, the “Report on Limitations on
Subcontracting” form should be used for this purpose. The instructions read:
SUBCONTRACTING PERCENTAGE WORKSHEET: Complete and submit the attached "Limitation on
Subcontracting Report" form (available in Attachment 4). The form itself requests input of amounts paid; however, for solicitation purposes, input projected amounts based on your proposed pricing and that of your anticipated subcontractors. Refer to Clause 52.219‐14, Limitations on Subcontracting (OCT 2022) for associated information.
35. Question: Looking at the "Limitation on Subcontracting Report" form, what does the Type of Set
Aside mean? Answer: The set‐aside for this solicitation is “total small business” meaning only small businesses can bid (as opposed to large business). For this solicitation, your firm is considered a small business if you’re actively registered in SAM.gov and listed as a small business under the solicitation NAICS code 237990. For this solicitation, the term “Similarly
Situated Subcontractors (SSS)” on the form means proposed subcontractors who are also small businesses (under NAICS 237990). For this solicitation, the term “Non‐Similarly Situated
Subcontractors (NSS)” on the form means proposed subcontractors who are not small businesses (under NAICS 237990).
36. Question: I printed our Reps & Certs out of SAM.gov. Do I include this and section K? Answer:
You do not need to include a copy of your printed “Reps and Certs” (from SAM) with your proposal as long as it’s available online in your active SAM profile at the time you submit your proposal. You do have the option to include it with your proposal only if you needed/wanted to make specific changes to the Reps and Certs for this particular project.
