About this file

This document is a Justification and Approval for Other than Full and Open Competition for a Department of Army contract with North Star Imaging, Inc. (NSI). The contract is for preventative maintenance, emergency services, unlimited telephone support, and software updates for NSI Xray Systems at Crane Army Ammunition Activity (CAAA), with a base year and one option year. The total contract value will be a firm-fixed price with a Time & Materials CLIN for emergency services, anticipated to be awarded in July 2025 using fiscal year 2025 army working capital funds.

The justification emphasizes NSI's unique position as the sole vendor capable of providing these services, primarily due to proprietary software licensing and engineering capabilities. A Request for Information (RFI) was posted from May 8-15, 2025, and received no responses. Market research confirmed NSI is the only vendor with the history and capability to complete this specific requirement. The contract will be awarded under Federal Acquisition Regulation 13.106-1(b)(1), which covers purchases not exceeding the simplified acquisition threshold, with a focus on urgent needs and exclusive licensing agreements.

Contractor: North Star Imaging, Inc. (NSI) Supply/Service: Preventative Maintenance, Emergency Services, Unlimited Telephone Support and Software Updates

Department of Army

Justification and Approval for Other than Full and Open Competition

1. Contracting Activity: U.S. Army Contracting Command – Rock Island (ACC-RI) Rock Island, Arsenal, Rock Island, IL 61299-8000

2. Description of Action: Crane Army Ammunition Activity (CAAA) requested a firm-fixed price contract with a T&M CLIN, W519TC-25-Q-XRAY on 16 April 2025 with North Star Imaging, Inc (NSI). ACC-RI projects award for July 2025 and will obligate fiscal year 2025, army working capital funds (AWCF). An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).

3. Description of Supplies/Services: A base year for preventative maintenance with one option year and a Time & Materials CLIN for emergency services throughout the life of the contract is requested.

4. Authority Cited: Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Purchases not exceeding the simplified acquisition threshold, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reason for Authority Cited: Services necessary to provide a full range of preventative maintenance and support on the NSI Xray Systems. Primarily, services provided will focus on the hardware components but also include software applications/updates as well.

The Software needed controls CAAA's image review and is updated to perform computed tomography and digital radiography. It is a licensed key and the unique software is only available by the manufacturer and can only be made available for upgrades by the engineering team at NSI. The software needed is protected by license and another contractor cannot be used for system upgrades to this specific software.

Contractor: North Star Imaging, Inc. (NSI) Supply/Service: Preventative Maintenance, Emergency Services, Unlimited Telephone Support and Software Updates

6. Efforts to Obtain Competition: Request for Information (RFI) was posted 08 May 2025 and closed 15 May 2025. This RFI received no responses.

7. Market Research: Market research conducted by CAAA indicated that North Star Imaging, Inc. is the only vendor with history and capability to complete this specific requirement.

8. Contracting Officer Certification: I certify that this justification is accurate and complete to the best of my knowledge and belief:
