Combined Synopsis/Solicitation 9th Mission Support Command

Lodging in Kind Blanket Purchase Agreement

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, conducted using FAR 13.5 - Simplified Procedures for Certain Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued.

(ii) Competitive quotes are being requested under Request for Quote (RFQ) Number W912CN-24-Q-ME05.

(iii) This solicitation document incorporates provisions and clauses that are those in effect through Federal Acquisition Circular FAC 2025-03, Effective: January 17, 2025, and DFARS Publication Notice (DPN) 20250117.

(iv) The North American Industry Classification System (NAICS) code applicable to this acquisition is 721110 Hotels (except Casino Hotels) and Motels and the small business size standard is $40.0 million. The product service (PSC) code is V231. This procurement is a competitive, unrestricted action. All qualified vendors will be accepted.

The Government intends to establish and administer a Master Blanket Purchase Agreement (BPA) with multiple vendors and will issue BPA calls on a per-call competed basis.

(v) For the purposes of quoting, the Contract Line-Item Number (CLIN) structure is identified below:

(vi) DESCRIPTION OF REQUIREMENTS: Lodging in Kind

EXTENDED DESCRIPTION: The Regional Contracting Office-Hawaii (RCO-HI), has a requirement to establish a Master Blanket Purchase Agreement (BPA) for commercial lodging accommodations for 9th Mission Support Command (MSC) Army reserve soldiers on the islands of Oahu, Maui and Hawaii in the state of Hawaii for personnel on travel during Battle Assembly (BA) or Rescheduled Training (RST). Required nights of lodging for eligible personnel may occasionally increase or decrease significantly, depending on the mission requirements.

RCO-HI intends to establish multiple BPAs to fulfill the government’s recurring lodging requirement.

1. Lodging facilities must be within ten (10) road miles of the following duty locations:

Oahu - 1557 Suehiro Road, Honolulu, HI 96819 Hawaii - 1304 Kekuanaoa St, Hilo, HI 96720 Maui - 1686 W Kaahumanu Ave, Wailuku, HI 96793

2. These BPAs will have an ordering period of five (5) years from the date of agreement via issuance of call orders issued against the BPA. Refer to the attachments listed below for a detailed description of the requirement:

Attachment 0002 – Salient Characteristics W912CN25QME05, Attachment 0003 – BPA Terms and Conditions LIK, and Attachment 0004 – BPA PRICE LIST – QUOTE SHEET.

3. Please note that a BPA is not a contract but a streamlined method for acquiring services on an as-needed basis from qualified sources readily available, thereby eliminating the need for repetitive and costly re-procurements.

There is no minimum or maximum guaranteed quantity under a BPA. All BPA Call Orders must be acknowledged by the selected vendor to remain on the BPA call list. The government does not intend to pay for any information provided under this notice and is not obligated to notify respondents of the results of this notice. This requirement is for commercial lodging, with the number of personnel requiring lodging fluctuating based on the mission requirements of the government.

4. PERIOD OF PERFORMANCE

Period of Performance: 01 May 2025 – 30 April 2030

5. RCO-HI intends to award multiple BPAs to responsible offerors who are considered technically acceptable. If you are interested in the possible establishment of a BPA for lodging with the RCO-HI please complete Attachment 4:

BPA PRICE LIST – QUOTE SHEET of the single and double room occupancy rates (per night) for Hawaii that your business is offering. Ensure your prices are at or below the Federal Government’s local per diem/lodging rate for Hawaii to be eligible for consideration. If multiple hotels are provided by a third party, please list all hotels.

(viii) INSTRUCTIONS TO OFFERORS

The provision at 52.212-1, Instructions to Offerors – Commercial Products and Services (SEP 2023), applies to this acquisition. The Government intends to award a Master Blanket Purchase Agreement resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation is most advantageous to the Government as defined in the ‘EVALUATION FACTORS FOR AWARD’ Section below.

Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (SEP 2023)

Pursuant to FAR 12.302(d), the provision at FAR 52.212-1 is augmented as follows: Offerors shall prepare their quotations IAW FAR 52.212-1 and this addendum. A complete quote must be received to be considered for award.

Quotes that fail to address all requirements or follow all instructions will be considered non-responsive and ineligible for contract award. Respond to each item listed below, if the response is “None” or “Not applicable,” explicitly state and explain. A complete quote includes a response and submission to each of the following:

1. Price List: Offerors shall complete and submit Attachment 0004 – BPA PRICE LIST-QUOTE SHEET, providing all applicable rates for lodging accommodations offered. Prices shall be evaluated for reasonableness and compliance with applicable Joint Travel Regulation (JTR) per diem rates, which can be found at https://www.travel.dod.mil/Travel-Transportation-Rates/Per-Diem/Per-Diem-Rate-Lookup/ , as outlined in the addendum to FAR 52.212-2. The provided price list will remain valid for the duration of the BPA; however, the listed prices are subject to change and are not binding.

2. Technical Capability Submission: Offerors shall submit a brief capability statement demonstrating their ability to provide lodging accommodations that meet all requirements outlined in Attachment 0002 – Salient Characteristics, including required proximity to the mission site. The Government will evaluate this submission to determine technical acceptability on a pass/fail (Acceptable/Unacceptable) basis as described under the evaluation criteria in FAR 52.212-2.

(ix) EVALUATION FACTORS FOR AWARD: The provision at FAR 52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021) applies to this acquisition.

Addendum to FAR 52.212-2, Evaluation – Commercial Products and Commercial Services (NOV 2021)

Pursuant to FAR 12.302(d), the provision at FAR 52.212-2 is augmented as follows:

1. BASIS FOR AWARD: Procedures in FAR 13.106 are applicable to this procurement. The Government intends to establish multiple Blanket Purchase Agreements (BPAs) resulting from this solicitation. Awards will be made to responsible quoters (as defined in FAR 9.104) whose quotes conform to the solicitation and are determined to be the most advantageous to the Government, considering price and non-price factors.

The following factors shall be used to evaluate quotes:

The Government reserves the right to establish BPAs with those vendors whose quotes are determined to be technically acceptable and represent a fair and reasonable price in accordance with FAR 13.106-3.

Individual BPA calls will be competed among all established BPA holders, and award will be made to the best value quote that meets the requirements of each individual call.:

a. Price Factor: Quoted prices will be evaluated for reasonableness and compliance with applicable Joint

Travel Regulation (JTR) per diem rates. Pricing will be evaluated as follows:

Acceptable: All quoted rates are at or below the JTR lodging rates.

Unacceptable: One or more quoted rates exceed the JTR lodging rates.

The Government anticipates receiving competitive quotes for future BPA calls and will determine price reasonableness for each call in accordance with FAR 13.106-3(a). Award of individual BPA calls will be made to the best value, technically acceptable quote received.

Allowable taxes: State Transient Accommodations Tax, General Excise Tax, Oahu Transient Accommodations Tax.

Fees not covered by the BPA: Parking, Resort, Porterage, Meals, and other miscellaneous or non-approved costs.

b. Technical Capability Factor: The Government will evaluate each quote to determine whether it meets all technical requirements as outlined in Attachment 0002 – Salient Characteristics, including required proximity to the mission site. Technical evaluation will be conducted on an Acceptable/Unacceptable basis.

Acceptable: The quote meets all specifications and requirements identified in the solicitation and Attachment 0002.

Unacceptable: The quote fails to meet one or more specifications or requirements identified in the solicitation and Attachment 0002.

Only quotes rated as Technically Acceptable will be considered for BPA establishment.

(x) The Contractor shall include the provisions at 52.212-3, Offeror Representations and Certifications – Commercial Products and Commercial Services (May 2024) and shall be registered in the System for Award Management (SAM) database: https://www.sam.gov/portal/public/SAM/. Failure to comply with SAM registration may deem a vendor ineligible for award consideration.

(xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Products and Commercial Services (NOV 2023), applies to this acquisition.

(xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Products and Commercial Services (MAY 2024), applies to this acquisition.

52.212-1(f) Late submissions.

(1) Offerors are responsible for submitting quotations to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that quotations are due.

(2) Any quotation received at the Government office designated in the solicitation after the exact time specified for receipt of quotations is late and will not be considered unless it is received before purchase order issuance and the Contracting Officer determines that accepting the late quotation would not unduly delay the acquisition.
