Attachment 6: General Requirements, Proposed Equipment Specifications, and Design Drawings
General Requirements:
1. Solar Panel Requirements
a. Contractor shall be responsible for the removal and disposal of existing 12 Lorentz LC120 solar panels. See attachment 7 for existing panel manufacturers specifications for all existing equipment.
b. Contractor shall propose, provide, and install new solar panel array capable of providing equivalent power generation for the following existing well features according to the manufacturer specifications in Attachment 7 and as detailed below:
i. New panels shall be solar panels compatible with all the existing Lorentz equipment, or equal panel array capable of providing minimum 1.44 kW solar capacity generation at each campground.
ii. The panels shall be installed and wired to power the existing well controller and submersible pump and provide sufficient power for the overall water system.
1. The well controllers are as specified below at each campground.
a. Tuttle Creek Campground’s existing Lorentz (ECDRIVE 4000-C) well submersible pump and a Lorentz Controller PS2-4000 are currently installed with max power of 4.0kW, Max input voltage of 375 V, Optimum Vmp of less than 238 V (see attachment 7 for the equipment specifications)
b. Horton Creek Campground’s existing Lorentz (ECDRIVE 4000-C) well submersible pump and a Lorentz Controller PS2-4000 are currently installed with max power of 4.0kW, Max input voltage of 375 V, Optimum Vmp of less than 238 V (see attachment 7 for the equipment specifications
c. Crowley Lake Campground’s with existing Lorentz (ECDRIVE 4000-C) well submersible pump and a Lorentz Controller PS2-1800 are currently installed with max power of 1.8 kW, Max input voltage of 200 V, Optimum Vmp of less than 95 V (see attachment 7 for the equipment specifications)
iii. The panels shall be installed following the manufacturer's installation instructions and requirements.
2. Solar Panel Mounting Requirements
a. Contractor shall remove and dispose of the existing single pole UTRF 120
Alum Tracker Wrack tilting structure at ground elevation. The single pole is expected to be cut off at ground elevation. Contractor to verify existing structure and propose removal or modifications to fit their proposed structure meeting the requirements below.
i. The single pole is expected to be cut off at ground elevation. The existing concrete foundations may remain in place.
b. The contractor shall provide and install a minimum double pole static ground mounted solar mounting structure with the following specifications:
i. The structure shall be compatible with proposed solar panels.
ii. Static at a 10-degree angle, with cross bracing, capable of holding a minimum of 30 pounds per square foot (psf) snow load and 120 mph wind load,
iii. Footings shall be cylindrical 16-inch diameter, 4 feet deep and composed of reinforced concrete as detailed below.
iv. The system must be mounted within the well fenced area.
1. Exact location to be proposed by the contractor and approved by the COR prior to installation.
2. Approximate area between the fence and well head is 10-feet by 20 feet, contractor is responsible for site verification.
c. The Contractor shall follow the manufacturer's installation instructions and requirements.
3. Tank Liner Requirements
a. The Contractor shall prepare the existing water tanks, valves, and fittings as required by the liner manufacture installation specifications for the new liner application.
b. Materials and Structure
i. Contractor shall provide and install Warren 301-01 epoxy interior lining, or equal, for the exiting above ground drinking water tanks at each of the three campgrounds.
1. The proposed liner shall be:
a. compatible with chlorine (5-10 ppm dose) and
b. have a current NSF 61 certification to meet drinking water standards.
ii. All interior surfaces and coatings shall comply with ANSI/NSF
Standard 61. This requirement applies to any pipes and fittings, protective materials (e.g., paints, coatings, concrete admixtures, concrete release agents, or concrete sealers), joining and sealing materials (e.g., adhesives, caulks, gaskets, primers and sealants) and mechanical devices (e.g., electrical wire, switches, sensors, valves, or submersible pumps) that may come into contact with the drinking water.
c. Openings in the roof and sidewalls shall be kept open and include the follow and as shown in Exhibit 10 photo log and as-builts in attachment 5:
i. 2-inch Inlet near the top of the tank wall and approximately 6-inches above the overflow elevation (6-inches of freeboard).
ii. 2-inch overflow, approximately 6-inches below the inlet elevation
iii. 8-inch downturned candy cane style or glove vent fine screened vent
iv. 4-inch drain outlet
v. 2-inch outflow outlet
vi. 24-inch square shoebox style lid with locking hinge framed at least 4 inches above the surface of the roof at the opening. The frame of any roof access opening shall be provided with a close-fitting, solid shoebox-type cover that extends down around the frame at least 2 inches and is furnished with a gasket(s) between the lid and frame.
The horizontal surface of the tank lid shall not have any openings, cracks, or penetrations, such as a lock, keyhole, or bolted handle that would allow contaminants to enter the tank.
vii. 1-inch conduit entry on roof
viii. 1-inch sample tap near the bottom, see Photo Log-Photo 14
ix. 24-inch diameter side-shell manway with bolt-on cover.
x. A locking ladder, meeting OSHA requirements, to access the hatch shall also be included, see Photo Log-Photo15
d. Once the tank liner is installed, the tank shall be filled to complete a tank leak tested to ensure all piping modifications are functioning. All leaks found during the test will be repaired/sealed by the contractor.
4. Valves
a. All pipe, fittings and materials that may come in contact with drinking water, shall conform to ANSI/NSF Standard 61, and applicable sections of AWWA Standards C104-A21.4-08 through C550-05 and C900-07 through C950-07..
b. The contractor’s proposal shall incorporate the provisions of the manufacturer's recommended installation procedures and the following applicable standards:
i. For PVC pipe, ASTM D2774, Recommended Practice for Underground Installation of Thermoplastic Pressure Piping and PVC Pipe and AWWA Manual of Practice M23;
ii. For HDPE pipe, ASTM D2774, Recommended Practice for Underground Installation of Thermoplastic Pressure Piping and AWWA Manual of Practice M55;
c. All valves shall be placed in an appropriately sized Polyolefin valve box with a locking lid to maintain access from the surface.
d. Pipe Bedding & Backfill
i. Backfill material shall be tamped in layers around the pipe and be sufficient height above the pipe to adequately support and protect the pipe. The material and backfill zones shall be as specified as a minimum for plastic pipe, backfill material with a maximum particle size of 3/4 inch shall be used to surround the pipe.
e. Sealing Pipe Ends During Construction.
i. The open ends of all pipelines under construction shall be covered and effectively sealed at the end of the day.
f. Leak Test
i. The Contractor shall complete leak and pressure tests to ensure all modifications are secure prior to any backfill.
1. The tests shall include filling the distribution system to operating pressure and allowed to sit for 2 hours.
2. The well shall be shut off and the system left on lockout to prevent any use.
3. After 2 hours the volume of water dropped in the tank shall be measured to determine the volume of any leaks.
4. Any leak shall not exceed the standards outlined in AWWA Series C600.
5. Warranty
Materials and equipment furnished under this Contract shall be covered by the most favorable commercial warranties given to customers for such materials or equipment. The rights or remedies provided herein are in addition to and do not limit rights afforded to the Government by other clauses of this Contract. With respect to warranties, expressed or implied, from manufacturers or suppliers for materials or equipment furnished under the Contract the Contractor shall:
i. Obtain warranties that would be given in normal commercial practices.
ii. Require warranties to be executed, in writing, for the benefit of the Government.
iii. Submit warranties to the Contracting Officer prior to the final inspection.

APPLICATION SYSTEM
Warren epoxy products are applied by a patented heated meter/mix plural-component spray, trowel, brush, pour, and squeegee. Warren Environmental products are applied by trained/approved applicators.
SPECIAL SAFETY AND HANDLING
Component are hazardous materials before being mixed. Consult the corresponding Safety Data Sheets before using.
STORAGE AND USE
Shelf life is one year from the date of shipment. Materials are to be kept dry, protected from weather, stored under cover, and stored between 33oF and 120oF.
Return to Service: After installation, wait until epoxy is cured to touch, then 1 hour flush the system with clean water. Certified for use on pipes intended for immediate return to service.
SURFACE PREPARATION GUIDELINES
Concrete: SSPC-13/NACE No. 6 with a clean substrate profile of CSP 4-6 per ICRI No. 310.2R-2013
Steel: SSPC-SP 10/NACE No. 2 Near White Blast Cleaning. A minimum angular profile of 3-5 mils.
Ductile or Cast-Iron: NAPF 500-03, solvent, hand tool, power tool, and or abrasive blast to remove all oil, grease, asphalt, cement or other loosely adherent deleterious contaminants and achieve a minimum angular surface profile of 3- 5 Tightly adherent annealing oxide can remain.
