SECTION 01 09 00 – GENERAL INFORMATION AND REQUIREMENTS

PART 1 - GENERAL

1.1 SUMMARY

A. GENERAL DESCRIPTION OF WORK REQUIRED IN THIS CONTRACT: The work shall consist of providing all labor, equipment, supplies and materials:

1. To replace the existing drum filter at the reuse building with a pressurized screen filter;

2. To modify the existing reuse system to include pH adjustment and chiller units for water quality control;

3. To modify the reuse water supply pipe at the existing concrete raceways to distribute water more evenly;

4. To add a reuse water connection to the greenhouse;

5. To replace the existing flow meters in the reuse building;

6. To replace the existing pH meter in the reuse building;

7. To replace the strainer/filter for the existing chlorine analyzer in the effluent pump station & chlorination building.

B. WORK LOCATION: The address of the work is at the San Marcos Aquatic Resources Center, located 2 miles southwest of San Marcos, Texas at 500 East McCarty Lane, San Marcos, TX 78666.

C. SITE VISIT: Contractors may visit project site and inspect existing conditions prior to submitting quotes. One site visit will be schedule thru the Contracting Officer before bidding-See Federal Acquisition Regulation (FAR) clause 52.236-27 “Site Visit”.

Contact Dave Britton - Hatchery Manager, 512-353-0011, to be placed on the list for the scheduled site visit.

1.2 PERFORMANCE TIME: Performance time begins the day after the receipt of the Notice of Award. The performance time will be negotiable and the anticipated time required to complete the project shall be identified in the provider’s performance work statement. The Government would like to have the project completed within 180 calendar days. The performance time shall include submitting the detailed technical performance work statement proposal for approval, material and equipment acquisition, installation, testing, adjusting, reporting, clean-up, final inspection, and project closeout.

1.4 CODE COMPLIANCE: Project shall comply with the following:

A. Appropriate articles of the National Electric Code (NEC) version 2017, also known as

NFPA 70.

B. Appropriate chapters of the International Fuel Gas Code (IFGC) version 2015.

C. Appropriate chapter2 of the International Mechanical Code (IMC) version 2015.

D. Appropriate chapter2 of the National Fire Protection Association 58 (NFPA58) – Liquefied Petroleum Gas Code, version 2017.

E. Appropriate parts of the current version of Occupational Health and Safety Act (OSHA)

1.5 PROJECT SCOPE OF WORK

A. CONTRACTOR QUALIFICATION:

1. Must have successfully completed at least three similar aquaculture projects in the past five years.

2. All HVAC/Plumbing work shall be conducted by a Texas state authorized HVAC/Plumbing service technician.

3. All on-site electrical work shall be performed under the direct supervision of a Master Electrician and shall be authorized to perform electrical work in the State of Texas.

B. DEMOLISH:

1. Drain, disconnect, remove and legally dispose of all part of the existing microscreen drum filter at the reuse building.

2. Housekeeping pads in the Reuse Building.

C. REPLACE:

1. Replace flow meters M-102 and M-103 in the Reuse Building with magnetic flow meters of equal capacity (0 GPM – 300 GPM).

2. Replace pH meter ME-120 in the Reuse Building.

D. ADD:

1. Pressurized self-cleaning screen filter and required piping changes as shown in drawings.

2. Carbon dioxide feed system (CO2 Feed Skid) and required appurtenances.

3. Chiller system and required piping changes as shown in drawings.

4. Tee connection to the Greenhouse for reuse water (RW in drawings) with buried isolation valve.

5. Pipe extensions on the reuse water supply to all eight concrete raceways.

1.6 SITE CONDITIONS

A. Asbestos Survey: An asbestos survey was conducted in 1999 and is available on site for review. The report identifies asbestos on the hot water piping and the old hot water boiler. NOTE: The hot water boiler was replaced in 2003 and currently does not have any asbestos.

B. Non-potable water and electric power for construction is available in limited quantities.

Contractor shall make any arrangements necessary for the use of water and/or electrical power. Contractor shall provide drinking water and sanitary services for its employees.

C. Limited amounts of non-potable water is available for construction purposes.

Contractor shall provide drinking water for all construction crews. All water expenses incurred during contract shall be incurred by the contractor.

D. Provide and maintain appropriate temporary restroom and handwashing facilities for all construction crew use. Contractor shall pay for all expenses for the temporary services.

E. The contractor shall provide and maintain all temporary storage facilities for the security of all the contractor’s equipment, tools and materials during the entire construction performance. The Government/refuge will not provide any security and is not responsible for any damage, theft, loss of any contractor’s materials, equipment or tools. The contractor shall coordinate with the refuge manager for proposed sites for temporary storage areas. Refer to Paragraph 3.3 below for additional operational requirements.

F. Contractor shall provide appropriate dumpster for trash removal off Government property and properly dispose of trash in accordance with Texas state statutes.

Contractor shall also provide adequate trash/dumpster maintenance to ensure trash is not blow around the refuge. Contractor shall be responsible for all costs for trash removal. Refer to Paragraph 3.3 D below for additional operational requirements.

G. Burning is not allowed on refuge property.

H. Electrical power for construction purposes:

1. 240/120Vac, 20Amp and 30amp, 1 phase, electrical circuits are available for construction. Contractor shall make arrangements as necessary for its use.

2. Contractor shall make arrangements with the local utility company to provide all additional temporary electrical power needed for construction.

3. Contractor shall pay for all new temporary electrical power fees including monthly electrical charges.

4. Electric power is available adjacent to the construction site. Contractor shall arrange with the local utility if additional power is needed on site for construction.

I. Provide notice to Fish Hatchery Manager for his/her approval at least 72 hours in advance of any requested power outage.

J. UNDERGROUND SURVEYS- Contractor shall conduct the following underground surveys to locate and mark any exiting underground utilities or water lines before performing any earth excavations or earth moving operations around the work site associated with the contract’s work execution:

1. Utility Locator Service: Notify local utility locator serving the Project area to locate and mark known utilities around the work site.

2. Contractor shall perform an underground survey for existing underground metallic pipe-lines, warning tapes, and electrical circuits before beginning any earth excavations or moving operations around the work site.

3. Contractor shall inquire and consult with hatchery personnel to identify any known underground utility, service, electrical, phone, and etc. before beginning any earth excavations or moving operations around the work site.

K. Existing property not indicated for demolition, shall be protected. All damage by Contractor’s activities shall be repaired by the Contractor at no additional cost to the Government.

L. BEFORE PERFORMING ANY ON-SITE MODIFICATION to the existing systems, the contractor shall witness the current operational condition of the system and note any malfunctioning equipment in the building. The Government’s designated construction inspector (CI) shall demonstrate the operations of the various existing systems. This demonstration shall be documented in the CI’s daily log along with documenting any specific operational problems or existing condition issues. Both, the contractor’s designated on-site representative and the Government CI shall sign the daily log agreeing to the current operation conditions. The Government inspector shall provide copies of the signed daily log to the contractor, the Contracting Officer (CO), the hatchery/refuge manager, and the Contracting Officer’s Representative (COR) before disturbing the existing system.

M. PROTECTION OF EXISTING LANDSCAPE: Protect all vegetation inside and outside work limits. All rutting caused by Contractor activities shall be filled and contoured to match adjacent areas. Areas damaged by Contractor activities shall be repaired at no addition cost to the Government.

N. This is a NON-SMOKING facility. Contractor personnel are not allowed to smoke on US Fish and Wildlife Services (FWS) property. Smoking is only allowed in contractor’s personal vehicles and all trash generated from such activities must be removed from FWS grounds.

1.7 SUBMITTALS

A. PROPOSAL SUBMITTAL REQUIREMENTS: “Request for Proposals” shall include the following which will be evaluated for contract award:

1. Qualifications

2. Past Similar Experience

3. Proposed Project Implementation Plan

a. Shop drawing(s) showing equipment installation locations

b. Technical data sheets for major pieces of equipment.

c. General description of changes, modification to existing infrastructure

d. Written description of sequence of operations.

e. List of applicable codes and standards to be followed and incorporated into the required work.

f. List of inspections, and tests that will be performed and submitted to the COR to prove the intent of the contract is satisfactory, reliable and safe.

This shall include providing start-up and commissioning procedure to followed.

g. Proposed Project Schedule.

4. Price for the stated work objectives.

5. Refer to Contract FAR Clauses for Proposal Evaluation procedures.

B. SUBMITTAL PROCEDURES AND REQUIRMENTS AFTER AWARD:

1. All Submittals, technical data for materials and supplies to be provided under the contract, Request for Information (RFI), and Request for Contract Changes, shall be delivered to the Government’s designated Contracting Officer (CO) and/or Contracting Officer’s Representative (COR) at U.S. Fish and Wildlife Service, Region 2, Division of Engineering, P.O. Box 1306, Albuquerque, NM 87103- 1306. The designated COR will be assigned by the CO as part of the Contract Award Package along with their contact information.

2. Contractor shall email electronic (PDF) submittal drawings, specification, shop drawings and etc, to the designated Government COR for review, comment, and approval. After reviewing the submittals, the CO/COR will return the appropriate electronic (PDF) comments and approvals by email to the contractor’s designated project manager. Contractor shall be responsible for distributing the Government’s review, comments and approvals to his suppliers and sub-contractors. If submittal files are too large to send via email, Contractor and COR shall find an alternate method of distributing large files, such as the use of cloud storage or file transfer protocols (FTPs).

3. Unless stated otherwise in the individual specification sections, provide 4 copies of submittals, three will be retained by the Government and one copy will be returned to the Contractor. Contractor shall copy and distribute the returned copy to their sub-contractors, suppliers, and/etc.

4. Submittals shall come directly from the Contractor with their stamp and signature of approval; submittals will not be accepted from sub-contractors or suppliers.

5. There will be no approval of technical data submittals prior to contract award.

6. All Technical Product Data, Description and Shop Drawings shall be submitted to the designated Contracting Officer’s Representative (COR) for review and approval before ordering or installing equipment. Submittals will be evaluated based on the contract requirements stated in the specifications and on the drawings. Refer to specification sections for submittals required. Unapproved equipment may not be accepted. Do not commence with work which requires review of any submittals until receipt of returned submittals with an acceptable action. Do not allow submittals without an acceptable action marking to be used for the project.

7. Each Technical Submittal shall have an appropriately filled out USFWS Submittal Transmittal Form (#REN-021) which will serve as a submittal summary and tracking device. The form will be provided as part of the Contract Award Package.

8. Each Technical Submittal shall be highlighted to clearly show contract compliance requirements and what options or features will be provided.

9. APPROVALS: Approval of the technical submittals is an indication that the Contractor's submittals have been reviewed and that there are no exceptions taken, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the Contracting Officer's attention in writing.

10. REVIEW TIME: Allow at least 10 WORKING DAYS for review, plus one day each of transmittal time back and forth.

11. The Technical Submittal process SHALL NOT BE USED for Requesting Information (RFI) or clarification. Contractor shall submit separate written RFI’s to both the CO and the COR in a form which will allow for a formal written response from the CO and/or COR. Each RFI shall have a separate identifying number and date.

12. The Technical Submittal process SHALL NOT BE USED for requesting changes or price changes to the contract. Refer to FAR Clauses for Contract Change procedures.

C. SUBSTITUTIONS

1. Substitution Requests: Submit three copies of each request for consideration.

Identify product or fabrication or installation method to be replaced. Include Specification Section number and title and Drawing numbers and titles.

2. Submit requests for substitution immediately on discovery of need for change, but not later than 15 days prior to time required for preparation and review of related submittals.

3. After an item has received an approval and a substitution is necessary, resubmit the new substitute item for a new approval. Approval of submittals does not

relieve the Contractor of errors, omissions, or from complying with the Contract’s requirements.

D. PROJECT CLOSEOUT SUBMITTALS

1. Test and Inspection Reports: Submit to the designated COR all contract specified inspections/witnessing reports, tests results documentation and/or commissioning test results before requesting final inspection. Refer to individual specification sections for required inspection, test, and reports.

2. Operation and Maintenance Manual: Submit two copies of Operation and Maintenance Manuals to the COR which shall include product approved technical cut sheets and sequence of operations for the new equipment’s maintenance and operating instructions.

3. Warranties: In addition to one year construction warranty, provide standard manufacturer's written warranty, signed by manufacturer agreeing to promptly repair or replace products that fail in materials or workmanship.

1.8 QUALITY ASSURANCE:

A. Qualifications: The contractor shall be a licensed GENERAL Contractor having successfully completed five projects of similar complexity and scope within the past three years.

B. All work shall be conducted by a Texas state authorized HVAC/Plumbing service technician.

C. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual specification sections. This contract incorporates materials, applications, and tests by reference, with the same force and effect as if they were given in full text.

D. Conflict: Where a conflict occurs between reference documents, drawings, and project specifications, refer to the FAR’s and the Contracting office for resolution.

E. Product basis: Where specifications or drawings call out a specific product or manufacturer, it is understood that an equal or better product is acceptable, as approved in the submittal process.

PART 2 - PRODUCTS – NOT USED- REFER TO SPECIFIC TECHNICAL SPECIFICATIONS

FOR ALL NEW EQUIPMENT AND MATERIALS

PART 3 - EXECUTION

3.1 PROJECT MEETINGS:

A. Preconstruction Conference: Telephone conference call is anticipated.

1. Agenda: Discuss items of significance that could affect progress, including the following:

E. Inspections:

1. Contractor shall perform and maintain records of their construction inspection to ensure their own construction quality assurance and contract compliance. Refer to FAR 52.246

2. The Government’s on-site construction inspector (CI) and/or COR will conduct routine inspections to monitor the contracts progress. Inspection of items of work by the CI will not relieve the Contractor of the requirement to meet project specifications. The CI shall be informed 24 hours in advance of work requiring his observation. After being informed in advance the CI’s non-attendance shall not prohibit the Contractor from proceeding with work in the CI’s absence.

3. For final inspection, notify the COR in writing at least 14 working days before the completion date so the Government can schedule final inspection. The superintendent shall be present during the final inspection.

4. Notify COR and CI ten working days in advance of anticipated date for equipment start-up and operational tests.

5. Notify COR and CI ten working days in advance of anticipated date for final inspections.

3.2 PROJECT COORDINATION, SEQUENCING AND SCHEDULING

A. WORK COORDINATION

1. COMMUNICATION: At all times, when any on-site construction activity is being conducted by any employee of the contractor’s personnel or his sub-contractor personnel, the contractor shall have his designated superintendent present on-site who is capable of communicating with the designated COR and/or CI in the English language.

2. PROJECT COORDINATION: The on-site project superintendent shall direct all project operations with all construction trade personnel to ensure all the project’s contract requirements are complied with. The contractor’s superintendent shall also be capable to communicate clearly with all the contractor’s employees and sub-contractors to deliver instructions in the English language, and who can explain the work all operations to his designated workers in a language that they are capable of understanding.

3. GOVERNMENT COORDINATION: The project superintendent shall inform/coordinate with the designated on-site CI/COR of all anticipated or required inspections before enclosing any concealed construction activities.

B. WORK SCHEDULE:

1. The project work schedule shall be submitted at the pre-work conference. When requested, submit an updated schedule within 3 calendar days. As a minimum, the estimated start and completion dates shall be shown on the schedule.

2. The normal On-Site work schedule shall be 7:30 a.m. to 4:00 p.m., Monday through Friday unless previously approved changes are requested and approved

by the CI/COR. No work shall be performed on Saturdays, Sundays, or federal holidays, unless authorized in writing by the Contracting Officer.

3.3 WORK SEQUENCING:

A. SECURITY:

1. The Contractor’s designated, On-Site, superintendent shall ensure all contractor personnel carry photo identification (i.e. driver’s license) at all the times.

2. On a daily basis and before performing work, the contractor and subcontractors must check-in at the refuge main officer to notify they will be performing work on-site.

B. SAFETY:

1. PLAN: Contractor shall submit, for approval before any work is conducted on site, a safety and a quality assurance plan for the project. Plans shall be site specific for this project. The safety plan shall address all OSHA personnel safety equipment and clothing to be worn on the construction site.

2. RESPONSIBILITY: Contractor’s on-site superintendent shall ensure all personnel (including all sub contactors) comply with the approved safety plan/manual. In addition, the Superintendent shall ensure compliance with all applicable state and local safety codes and regulations including but not limited to Occupational Safety and Health Administration regulations, 29 CFR, Part 1926.

3. SAFETY DATA SHEETS (SDS’s): Contractor shall maintain copies of all the SDS’S for all materials use on the construction site for the duration of the contract. Ensure all construction personnel are appropriately trained of the required safety actions associated with the various materials used on-site.

4. Work areas shall be roped off to alert unauthorized personnel to work in progress.

C. WORK SITE CLEANLINESS:

1. Demolition debris and construction waste shall be removed from the project site and disposed of in a legal disposal site by the Contractor.

2. Contractor shall pay all fees required for disposal.

D. DELIVERY, STORAGE, AND HANDLING:

1. Delivery: Protect products incorporated into the work from damage while in transit to the site. Products must be delivered in original unopened containers with manufacturer’s name, brand designation, and contents legibly indicated.

The packaging containers shall bear the referenced specification number, type, and class as applicable.

2. Contractor shall be responsible for providing all equipment and labor required for offloading/unloading all equipment and supplies to be provided under the contract. Contractor shall also inspect and accept all equipment and supplies

delivered to the site. The Government will not perform any offloading, inspection and accepting for the contractor.

3. Storage: Provide temporary storage facilities for products. Storage shall comply with the manufacturer’s instructions. The storage area shall permit access for inspection and handling. Materials and equipment shall be stored in a manner which prevents weather including, but not limited to rain, snow, hail or wind from damaging materials and equipment.

4. Handling: Loading and unloading of products shall be protected from damage.

Damaged products shall be replaced with new products; repairs shall not be acceptable.

3.4 PROGRESS PAYMENTS:

A. Payments shall be made in accordance with procedures outline in FAR 52.232-27.

B. Construction progress payments will be made on a monthly basis based on the work completed per the approved Schedule of Values, as agreed to by the Construction Inspector and the Superintendent or Project Manager.

C. Retainage will not be implemented unless the Contracting Officer determines that construction progress and/or quality are not satisfactory.

3.5 PROJECT ACCEPTANCE:

A. COMMISSIONING TEST:

1. Submit final test and commission reports (which shall include completed equipment Start-up check-list) to the COR for review and acceptance before requesting final payment. The submitted documents shall demonstrate the new equipment is operating in accordance with the contract requirements, manufacturers performance ratings and the approved equipment submittal.

2. As a minimum, submit test result:

a. Date and time test was performed.

b. Name, contract information and qualification of person performing commissioning test.

c. Name of FWS on-site personnel witnessing the commissioning test.

d. Outside Air Temperature in in degrees Fahrenheit (°F). at time tests were performed

e. Chilled Water Flow Rates through the chiller in gallons per minute (GPM).

f. Entering Water Temperatures in degrees Fahrenheit (°F).

g. Leaving Water Temperatures in degrees Fahrenheit (°F).

B. PROJECT OPERATION AND MAINTENANCE MANUALS.

1. Submit two copies of the required Operation and Maintenance Manuals for all new equipment provided in the contract in a three-ring binder for review and acceptance. Submit one copy to the contract’s designated on-site CI and the other to the designated COR. Submit a bookmarked PDF file version of the Operations and Maintenance Manual(s) as well.

C. FACILITY OPERATORS TRAINING: The contractor shall provide on-site training to the facility operations personnel on the operation, monitoring and required maintenance of all new equipment provided and installed under this contract. The training shall include review of the approved Operations and Maintenance Manual and answer questions any questions. The training session, length of training and the trainers name and contract information shall be documented on the contract’s daily report.

D. PROJECT WARRANTEES:

1. All project work/construction shall be provided with a one-year warranty in accordance with FAR 52.246-21.

2. With respect to warranties, expressed or implied, from manufacturers or suppliers of materials or equipment furnished under the contract, the Contractor shall:

a. Obtain the most favorable warranties that would be given by the Contractor in normal commercial practices, but in no case less than called for by the specifications.

b. Require warranties to be executed, in writing, for the benefit of the Government.

c. Submit warranties to the COR prior to the final inspection.

E. PROJECT AS-BUILT RECORD DRAWINGS: A complete set of full-sized prints, furnished by the Contracting Officer for this purpose only, shall be kept by the Contractor. As the job progresses, continuously maintain as-built drawings of the work.

The changes shall be noted legibly in red pencil or red ink. These drawings shall be submitted to the COR prior to final inspection. Should final inspection reveal changes in the Project not so noted on the As-Built Drawings, the Contractor shall record these changes on the As-Built Drawings within 3 working days. Deliver completed As-Built Drawings to the COR at final inspection and before requesting final payment

F. FINAL PAY REQUEST: Submit the following for final Payment request to the contract’s designated COR

2. Final Pay request approved by the contract’s designated on-site construction inspector (CI).

SECTION 01 74 30 - PRESSURE PIPE TESTING

PART 1 - GENERAL

1.1 THE SUMMARY

A. The CONTRACTOR shall test water pipelines and appurtenant piping, in accordance with the Contract Documents.

1.2 CONTRACTOR SUBMITTALS

A. Furnish submittals in accordance with Division 1.

B. Furnish:

1. A testing plan and schedule, including method for water conveyance, control, and disposal shall be submitted in writing for approval.

PART 2 - PRODUCTS

2.1 MATERIAL REQUIREMENTS

A. All test equipment, temporary valves, bulkheads, and other water control equipment shall be as determined by the CONTRACTOR. No materials shall be used which would be injurious to the WORK.

PART 3 - EXECUTION

3.1 GENERAL

A. Coordinate with the Government to locate a suitable water source for testing water pipelines. The CONTRACTOR shall provide any temporary piping necessary to convey water from the Government-designated source to the points of use.

B. All new pipelines shall be tested.

3.2 HYDROSTATIC TESTING OF PIPELINES

A. Prior to hydrostatic testing, pipelines shall be flushed or blown out as appropriate. The CONTRACTOR shall test pipelines in sections. Sections to be tested shall be defined by isolation valves in the pipeline. Where such valves are not present, the CONTRACTOR shall install temporary bulkheads or plugs for the purpose of testing. Sections that have a zero leakage allowance may be tested as a unit. No section of the pipeline shall be tested until field-placed concrete or mortar has attained an age of 14 Days. The test shall be made by closing valves when available or by placing bulkheads and filling the line slowly with water. The CONTRACTOR shall be responsible for ascertaining that test bulkheads are suitably restrained to resist the thrust of the test pressure without damage to or movement of the adjacent pipe. Unharnessed sleeve-type couplings, expansion joints, or other sliding joints shall be restrained or suitably anchored prior to the test to avoid movement and damage to piping and equipment. Remove or protect any pipeline-mounted devices that may be damaged by the test pressure. The CONTRACTOR shall provide sufficient temporary tappings in the pipelines to allow for trapped air to exit. After completion of the tests, such taps shall be permanently plugged. Care shall be taken that air relief valves are open during filling.

B. The pipeline shall be filled at a rate which will not cause any surges or exceed the rate at which the air can be released through the release valves at a reasonable velocity. The air within the pipeline shall be allowed to escape completely. The differential pressure across the orifices in the air release valves shall not be allowed to exceed 5 psi at any time during filling. After the pipeline or section thereof has been filled, it shall be allowed to stand under a slight pressure for at least 24 hours to allow the concrete or mortar lining, as applicable, to absorb water and to allow the escape of air from air pockets. During this period, bulkheads, valves, and connections shall be examined for leaks. If leaks are found, corrective measures satisfactory to the COTR shall be taken.

C. The hydrostatic test shall consist of holding the indicated test pressure on the pipeline segment for a period of 4 hours. The test pressure for buried piping shall be 50 psi, measured at the lowest point of the pipeline section being tested. Visible leaks that appear during testing shall be repaired in a manner acceptable to the COTR. Add water to restore the test pressure if the pressure decreases 5 psi below test pressure during the test period.

D. The maximum leakage for buried piping shall be be 0.02 U.S. gallons per hour per inch of diameter per 100 feet of pipe. Exposed piping shall show no visible leaks and no pressure loss during the test. In the case of pipelines that fail to pass the leakage test, the CONTRACTOR shall determine the cause of the leakage, shall take corrective measures necessary to repair the leaks, and shall again test the pipeline, repeating as necessary until the pipeline passes.

SECTION 01 75 00 - INSTALLATION AND PRE-COMMISSIONING

PART 1 - General

1.1 GENERAL

A. This Section provides requirements for Installation and Pre-Commissioning of individual equipment and systems. Installation, Pre-Commissioning, and subsequent Commissioning are a prerequisite to satisfactory completion of the contract requirements and shall be completed within the Contract Times.

1.2 DEFINITIONS

A. Pre-commissioning is the systematic demonstration through testing and extended operation that major equipment and auxiliary systems, including related components, sub-systems, and systems operate properly and consistent with their intended function.

Pre-commissioning involves balancing, adjustments, calibration, loop checks, and loop validation. Pre-commissioning shall simulate shutdown conditions, failure conditions, power fail and restart, bypass conditions, and failure resets. Pre-commissioning will not be considered complete until successful results and documentation of tests and manufacturer’s certifications required by the Contract Documents are submitted and accepted by the COTR. Pre-commissioning of all portions of the WORK shall be successfully completed prior to starting Commissioning.

B. Commissioning is the verification that the complete WORK functions on an extended basis in full conformance with the Contract requirements. See Section 01 75 10 Commissioning for requirements.

C. Installation Assistance

D. Before commencing installation of the equipment, the SUPPLIER shall provide instructions to the CONTRACTOR in writing of all the methods, techniques, precautions, and any other information relevant to the successful installation of the equipment.

E. The SUPPLIER shall provide advice and instructions to the CONTRACTOR on the installation of the equipment, but shall not be responsible for the detailed supervision of the installation of the equipment or of the workers installing it. The Supplier shall notify the COTR in writing, immediately in the event of any disputes with the CONTRACTOR concerning installation of the equipment.

F. The CONTRACTOR shall inform the Government, in writing, of the attendance at the site of any Manufacturer's Representative for installation training at least fourteen (14) days prior to arrival.

G. When the Manufacturer's Representative is satisfied that the Contractor is aware of all installation requirements, the Manufacturer’s Representative shall so certify by completing Form 101 that is attached to the Specification.

H. The completed form shall be delivered to the COTR prior to departure of the Manufacturer's Representative from the site.

I. Installation of the equipment shall not commence until the COTR has advised that the completed Form 101 has been delivered.

1.3 Installation

A. If necessary, or if so directed by the Government during the course of installation, the Contractor shall contact the Manufacturer to receive clarification of installation procedures, direction, or any other additional information necessary to continue or complete the installation in an appropriate manner.

B. If it is found necessary, or if so directed by the Government , the Contractor shall arrange for the Manufacturer's Representative to visit the site to provide assistance during installation, all at no additional cost to the Government.

C. Prior to completing installation and where required, the Contractor shall inform the Manufacturer and arrange for the attendance at the site of the Manufacturer's Representative to verify successful installation.

D. The Contractor shall advise the Government in writing, at least seven ( 7 ) days prior, of the Manufacturer's Representative's scheduled arrival.

E. The Manufacturer's Representative shall conduct a detailed inspection of the installation including alignment, electrical connections, belt tensions, rotation direction, running clearances, lubrication, workmanship and all other items as required to ensure successful operation of the equipment.

F. The Manufacturer's Representative shall identify any outstanding deficiencies in the installation.

G. In the presence of the Manufacturer's Representative, the Contractor, and the COTR or designated representative, the equipment shall then be given a one (1) hour trial run.

H. If deficiencies noted by the Manufacturer's Representative or which become evident in the trial run prejudice the successful completion of the trial run, the deficiencies will be rectified by the Contractor and the Manufacturer's Representative will be required to re-inspect the installation, at no additional cost to the Government.

I. On successful completion of the trial run in the second or subsequent attempt, the Manufacturer's Representative will certify successful installation by completing Form 102 that is attached to the Specification.

J. The completed Form 102 shall be delivered to the Government prior to departure of the Manufacturer's Representative from the site.

K. Tag the equipment with a blue card stating "Equipment Checked. Do Not Run."

1.4 Operation and Performance Verification

A. Both Government supplied and Contractor supplied equipment will be subjected to a demonstration, running test, and performance tests after the installation has been verified and any identified deficiencies have been remedied.

B. The Contractor shall inform the Government at least fourteen (14) days in advance of conducting the tests and, where required, arrange for the attendance of the Manufacturer's Representative. The tests may be concurrent with the inspection of satisfactory installation if mutually agreed by the Contractor and the Government.

C. The Manufacturer's Representative will conduct all necessary checks to the equipment and, if necessary, advise the Contractor of any further checking, flushing, cleaning, or other work needed prior to confirming the equipment is ready to run.

D. The Contractor shall then operate the equipment for at least one (1) hour to demonstrate the operation of the equipment and any required ancillary services. Any remedial measures required to ensure satisfactory operation shall be promptly undertaken.

E. The Contractor shall then notify the Government of the readiness to demonstrate the operation of the equipment. The COTR shall attend, as expeditiously as possible.
