STATEMENT OF WORK
National Park Service
Glacier Bay National Park & Preserve
Radio Repeater and Shelter Replacement
1. GENERAL PROJECT DESCRIPTION:
This project replaces repeater components at four sites and a new repeater installation at a fifth site all within Glacier Bay National Park & Preserve (GLBA, see map in Attachment A).
Representative photos of the repeater site and components can be found in Attachment B. The Contractor shall furnish all labor, supplies, equipment, and material (other than those identified in Attachment C to be provided by the National Park Service (NPS) to install the repeater components as specified in the description of tasks. The Contractor shall provide the NPS all requested reports, and supporting material developed during the period of service. During the performance of work, the Contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness, and progress of work, and fully acknowledge the National Park Service in any published or formally presented material developed or derived from this contract.
The repeater is comprised of various types of equipment, which are summarized in Attachment C. All repeater components currently on site shall be replaced as listed in Attachment C.
Historically transportation to replace similar equipment includes at least two flights for equipment and one flight for installation personnel (round trip). More flights will likely be required if the shelter replacement option is awarded. Contractor is responsible for confirming the number of flights that will be required to complete the work of this contract and options and including all associated costs in their estimate. Other than sealed batteries, no hazardous materials have been identified as part of this project.
2. DESCRIPTION OF TASKS:
A. If the selected contractor has not previously performed work on Alaska National Parks repeater systems, up to 2 representatives from the contractor and one NPS employee shall participate in a site visit to Althorp September 30, 2025, to familiarize the contractor and park staff with general system components. The specific date will be coordinated between the NPS and the contractor to identify a mutually agreeable date and back-up dates, if needed
B. The Contractor and NPS staff shall review the repeaters/modules, duplexers, antennas, and general hardware provided by the NPS to verify functionality at the Anchorage Radio Shop. This will document that any issues with functionality post-installation are the responsibility of the Contractor and that the NPS has provided all necessary components and hardware. All NPS supplied items will be located at the Alaska NPS Radio shop, 5100 Cordova Street, Anchorage, Alaska unless otherwise indicated in Attachment C.
C. Contractor shall package all NPS-supplied equipment and transport the items from Anchorage to the two (3, 4 or 5) repeater sites listed in Table 1 below. Solar panels for the Beartrack site are located at the park headquarters in Gustavus, AK.

D. If the shelter option(s) is awarded: The contractor shall remove old shelter and foundation materials, and provide a new foundation constructed from ground rated pressure treated timbers laid out in sufficient number to properly support the new shelter and as per manufacturer’s recommendations. Install the new hard sided shelter with the appropriate anchoring and grounding methods to ensure compliance with industry standards and manufacturer’s stated warranty of product. The shelter shall be muted in color and meet the specifications as listed in Attachment D. The final shelter location shall be in the same footprint as the existing equipment. The old shelter and foundation materials shall be removed from the site and legally disposed of by the contractor outside of the park boundaries.
E. If the shelter option(s) is NOT awarded: Contractor shall inspect exterior duckbills, anchors, cabling, and turnbuckles and adjust to industry standards, replacing any components that have become comprised and/or show signs of rust or degradation as part of the Base Bid.
F. Install NPS equipment according to industry standards and specifications in:

G. The Contractor must provide a minimum of 72 hours advance notice prior to working on the system and shall notify the park when work is finished and/or stopped for greater than a 12-hour period. The Contractor shall complete work with no break, other than that which is required for weather or safety. The contractor shall organize work to complete all required tasks while minimizing downtime of the repeater to the maximum extent possible.
H. Install NPS-supplied antenna and mast set at height that complies with manufacturers warranted specifications in terms of load/grounding that affords for an effective transmission/signal for GLBA communications. Installation shall meet all Motorola R56 Standards and Guidelines for Communication Sites.
I. Contractor shall verify the functionality of each repeater site following the work to ensure it is functioning properly. The NPS will coordinate with the contractor to provide a handheld radio for testing purposes, if requested.
J. Contractor shall take and provide the NPS with detailed photos documenting the completed installation of required components as outlined in this statement of work.
K. Items Removed: Contractor shall collect all construction-related debris, remove from the site, and dispose of all items in accordance with Alaska DEC requirements and other applicable regulations. All repeaters/modules, and duplexers shall be returned by the contractor to the Radio Shop office in Anchorage. A certificate of recycling shall be provided to the project COR prior to project close out.
3. CONTRACTOR’S USE OF PREMISES
A. Conduct of Operations: The contractor shall conduct their operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent.
B. On-site work hours: Work shall be generally performed during normal business working hours of 8 a.m. to 5 p.m., Monday through Friday.
C. Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the CO and COR. Submit requests for work outside of the stated normal business hours to the CO and COR for approval at least 48 hours in advance of the work.
4. SCHEDULE OF WORK AND SUBMITTALS:
The contractor shall complete the installation as identified in Attachments C, D & E after the site visit in 2025 and before July 31, 2026.
The NPS shall conduct post-installation inspections to verify functionality the repeater site to specification before contract close out.
5. NPS FURNISHED MATERIALS:
The NPS shall provide only the materials listed in appendix C to be collected by the Contractor from the Alaska NPS Radio shop located at 5100 Cordova Street, Anchorage, Alaska. All programming shall be completed by the NPS before the repeaters are given to the contractor. Prior to final acceptance, the NPS shall perform a pre-acceptance inspection once the contractors work is complete. The NPS shall be responsible for acquisition of their own helicopter transportation to the site for pre-acceptance inspections at each site.
6. CONTRACTOR FURNISHED EQUIPMENT & MATERIALS:
The contractor shall provide all tools and equipment (for example and not limited to, drills, wrenches) to complete the tasks listed above. The contractor shall provide components as listed in Attachment C and any other materials and components that are not listed but are required to complete the work.
Aviation Requirements: The contractor shall be responsible for acquisition of the helicopter for their contractor staff site visit, installation, and for any contractor inspection flights prior to the completion of work. Should additional pre-acceptance inspections be required due to incomplete or insufficient work as found during the NPS’s initial pre-acceptance inspection, additional flights for NPS-personnel shall be at the expense of the contractor.
For all flights where NPS personnel are on-board, pilot and aircraft must be OAS certified and all NPS policies and OAS IDIQ requirements (available upon request) must be followed (including PPE, PASP, flight manager, flight following, fuel etc.).

F. OPTION 5: Supply and install new Radio Repeater Equipment and Shelter with Foundation at the Jackie Point site.- Fixed Price/Lump Sum Price
G. OPTION 6: Haul out and dispose of old repeater components and batteries from the
Althorp site and dispose of in accordance with Alaska DEC requirements as shown in the pictures of Appendix B, “Removal of Debris at Althorp” - Fixed Price/Lump Sum Price

9. SUBMIT INVOICE(S) TO:
Submit an invoice into Invoice Processing Platform (IPP) with a copy of the invoice to the COR (see FAR 32.905 for proper invoicing), and a copy to the Contracting Office.
10. PERIOD OF PERFORMANCE (POP):
Period of performance is from the date of the award until July 31, 2026.
11. CONTRACTING OFFICER’S AUTHORITY:
The Contracting Officer is the only person with the authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to:
(1) direct or negotiate any changes in the Statement of Work or specifications.
(2) modify or extend the period of performance;
(3) change the delivery schedule; or
(4) otherwise change any terms and conditions of this contract.
The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract and not withstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change shall be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.

Althorp
Althorp is located approximately 34.5 miles southwest of Gustavus.
• Repeater is located at approximate GPS: N 58.093288 W 136.415473 - decimal degree, Elevation 2,336 FT
• Work at this site includes replacing the existing Park Operations (Park Ops) repeater equipment and installing a second and new parallel Law Enforcement (LE) repeater system so that when work is done Park Operations and Law Enforcement communication can occur independently on separate channels. When work at Althorp is complete if shall function similarly to the Beartrack site.
• Equipment is housed in a standard radio repeater shelter. Work shall include replacing all equipment as listed in Appendix C; NPS furnished equipment is highlighted in grey.
• Option 1 of this contract covers the replacement of the existing shelter with one (1) new shelter capable of housing all repeater equipment, a new treated lumber foundation, and removal of the old shelter and timber foundation.
• If Option 1 is not awarded then duckbills, anchors, cabling, and turnbuckles shall be checked for integrity and replaced if there are any signs of degradation.
Beartrack
Beartrack is located approximately 14 miles north-northwest of Gustavus.
• Repeater is located at approximate GPS: N 58:36.771 W 135:52.009 - degrees minutes seconds, Elevation 2,368 FT
• At Beartrack independent Park Operations and Law Enforcement repeater systems already exist. Work at this site shall replace UHF/VHF repeater modules for both repeaters and all other system equipment.
• Equipment is housed in a standard radio repeater shelter. Work shall include replacing all equipment as listed in Appendix C; NPS furnished equipment is highlighted in grey.
• The shelter is not being replaced at this site. Duckbills, anchors, cabling, and turnbuckles shall be checked for integrity and replaced if there are any signs of degradation..
Beartrack
When contract is complete, all repeater sites shall have a 2 repeater/2 duplexer rack installed in a neat and orderly manner as shown above.
Deception Hill
Deception Hill is located approximately 101 miles northwest of Gustavus.
• Repeater is located at approximate GPS: N 59:05.825 W 138:12.449 - degrees minutes seconds, Elevation 2,320 FT
• Work at this site includes replacing the existing Park Operations (Park Ops) repeater equipment and installing a second and new parallel Law Enforcement (LE) repeater system so that when work is complete Park Operations and Law Enforcement communication can occur independently on separate channels. When work at Deception Hill is complete it shall function similarly to the Beartrack site.
• Equipment is housed in a standard radio repeater shelter. Work shall include replacing all equipment as listed in Appendix C; NPS furnished equipment is highlighted in grey.
• The shelter is not being replaced so duckbills, anchors, cabling, and turnbuckles are not applicable for this sight but shall be checked for integrity and replaced as necessary.
Idaho
Idaho is located approximately 39 miles northwest of Gustavus.
• Repeater is located at approximate GPS: N 58:53.640 W 136:19.296 - degrees minutes seconds, Elevation 3,774 FT
• Work at this site includes replacing the existing Park Operations (Park Ops) repeater equipment and installing a second and new parallel Law Enforcement (LE) repeater system so that when work is complete Park Operations and Law Enforcement communication can occur independently on separate channels. When work at Idaho is complete if shall function similarly to the Beartrack site.
• Equipment is housed in a standard radio repeater shelter. Work shall include replacing all equipment as listed in Appendix C; NPS furnished equipment is highlighted in grey.
• The shelter is not being replaced so duckbills, anchors, cabling, and turnbuckles are not applicable for this sight but shall be checked for integrity and replaced as necessary.
Idaho
Jackie Point
Jackie Point is located approximately 57 miles northwest of Gustavus.
• The new repeater site is located at approximate GPS: N 58.941832 W 136.946314 -decimal degree, Elevation 2,602 FT. Currently the NPS has a small portable repeater at the site as shown in the pictures below.
• Work at this site includes installing all new equipment for new Park Operations (Park Ops) and Law Enforcement (LE) repeater systems. When work is complete this new repeater site shall be similar in the configuration to the Beartrack site. Equipment shall be housed in a new standard radio repeater shelter with treated timber foundation.
• Work shall include installing all equipment as listed in Appendix C; NPS furnished equipment is highlighted in grey.
• Anchoring with duckbills is anticipated but the contractor may need to use rock anchors which shall be contractor provided.
Jackie Point
Removal of Debris at Althorp
Option 5 of the contract is to remove all debris from the Althorp site. Items to remove are primarily shown in the pictures below but there may also be some minor debris that is not shown.

Attachment D GLBA Radio Shelter Specifications
GENERAL DESCRIPTION: The shelter shell shall be molded fiberglass reinforced polyester laminated foam cored construction. Alternative type shelters may be acceptable if the contractor can demonstrate the proposed alternative is of sound weather tight construction and is suitable for this application with a minimum 10-year warranty.
MINIMUM DIMENSIONS: 6 feet (L) x 6 feet (W) x sufficient height to accommodate an internally mounted 70 inch vertical antenna with mast. Alternately the shelter internal height shall be a minimum of 6’ high with an external mast on the outside of the shelter to mount an antenna.
GENERAL SHELTER CONSTRUCTION: Walls and roof shall be sandwiched construction with no less than 1/8 inch Fiberglass Reinforced Polyester (FRP) laminate with a minimum of 15 mills polyester gel-coat applied to exterior and ½” 4# density PVC foam bonded to the exterior laminate. 1/16” FRP laminate shall then be applied over entire interior of shelter. Gel-coat shall then be applied over the entire interior of shelter.
The shelter shall have a minimum 6 inch flange at the base to support added ballast for ground anchoring.
FLOOR DETAIL: Floor shall be made of ¾” plywood and shall be completely wrapped with Fiberglass Reinforced Polyester before being bonded to shelter.
INTERIOR SHELVES: Two shelve units shall be constructed in an “L” arrangement. Shelving shall have a ½” upward flange. Each shelf shall be capable of supporting 750lbs.
SHELTER DOOR: Frame for shelter door shall be molded into shelter walls. The door shall be sufficiently large to allow for easy entry and exit by NPS staff. The door shall have heavy duty support hinges, a freezer style latch with holes for a padlock, and contain a neoprene seal.
SHELTER VENTILATION: The shelter shall contain ventilation tubes at the top and bottom to support proper ventilation.
SHELTER SIDEWALL: The shelter sidewall shall be reinforced for solar panel mounting.
ANTENNA MOUNT: The NPS provided antenna & mast shall be installed vertically in the shelter to via cross supports. Alternately the shelter shall be manufactured such that the antenna and mast can be installed on the outside of the shelter with sufficient support to withstand wind loads of 125MPH.
SHELTER ENVIORMENTAL REQUIREMENTS: The shelter shall support wind loads of 125MPH and snow loads of 150lbs PSF.
GROUNDING REQUIREMENTS: The shelter shall have a 5”x7” ground plate mounted inside the shelter.
HARDWARE REQUIREMENTS: Shelter hardware shall consist of non-corrosive material.
SHELTER TRANSPORTATION: The shelter shall have a total of 4 each 1.5“ eyebolts installed on each corner to facilitate transportation by helicopter via slingload.
Attachment E GLBA Replacement Specifications
Note: The pictures that follow are of typical NPS repeater sites and not necessarily the GLBA sites.
Anchors/duckbills (if applicable) Some corners are held down by easy hook anchors (“duckbills”), such Model 88 Earth Anchors, which are power hammered into the ground. Contractor shall inspect the existing duckbills and new duckbills shall be installed if any rust or degradation is present.
Cabling and turnbuckles The anchors are tied to the shelter via ¼” aluminum cabling with 1”X12” turnbuckles. The contractor shall inspect existing cabling and if any rust or degradation is present, replace the cabling. The turnbuckles shall be installed in a manner to support future tightening due to cable stretch and shall be zip tied upon completion to prevent them from listening in inclement weather.
Solar Panels 100W 12vdc panels, such as Go Power brand or equal; there are 4 panels to be replaced. The contractor shall inspect existing solar panel rack and if compatible with the new panels and there is no rust or degradation, the solar panel rack may be reused for mounting the new panels. Alternately the panels may be mounted to the new shelter exterior if Option 1 is awarded with the new shelter oriented for optimal solar exposure.
The solar panels shall be sealed using manufacturer provided sealant on 3 sides: the top and sides (NOT the bottom edge). Old panels shall be removed and disposed of according to Alaska DEC specifications and a certificate of disposal provided to the COR.
Solar batteries Replace current batteries with 31 AGM 12vdc batteries, such as Trojan brand. There are 24 per site, weighing approximately 65 lbs each. Old batteries shall be disposed of according to Alaska DEC specifications and a certificate of disposal provided to the COR.
Battery wiring Connect batteries as shown in the figure below. Batteries are typically strung in 3 rows of 8 batteries.
Typical lengths of battery connectors used between batteries in the same string are 10.5”. Typical lengths of battery connectors used to connect battery strings are 2’. Spare connector cables are recommended to be brought on site.
Charge Controllers (if applicable) Replace charge controllers and mounting panel. Bolt in place and wire as shown in picture below. Bolt 4th charge controller in place, but leave the 4th controller un-wired (NOT as pictured below, which shows all 4 wired) as a spare.
Interconnecting 12vdc wiring Replace and mount all interconnecting wiring between charge controllers, solar panels, batteries, and repeater as shown in photo below. Run cabling in clean runs along shelves to batteries and charge controllers. Wire runs shall be zip tied to walls and shelves of shelter.
Repeater rack All sites except Jackie Point should have a repeater rack equivalent to TESSCO Bud Industries Inc. 24in X 19in Table Top Rack. Ensure rack is securely fixed to shelves with ½” hardware.
Repeater and duplexer At Althorp, Deception Hill and Idaho replace UHF/VHF Park Operations (Ops) repeater modules and duplexer and install a secondary Law Enforcement (LE) repeater and duplexer system.
At Beartrack replace the UHF/VHF Park Ops and LE repeater modules and duplexers.
At Jackie Point install new Park Ops and LE repeaters and duplexers.
If duplexer is too large to be rack mounted, two holes shall be drilled in the lip of the upper shelf and the duplexer secured upright (connectors facing straight up) with large zip tie. Repeaters and duplexers removed from the sites shall be returned to the Radio Shop office in Anchorage.
Once all awarded site installation/replacements are complete, all repeater racks should look like this:
