About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for the Glacier Bay Radio Repeater Replacement project. Amendment 0002, effective 06/03/2025, provides detailed technical clarifications from vendors regarding radio repeater power systems for multiple sites (Althorp, Deception, Idaho, Jackie, and Beartrack). Key technical details include confirmation of battery and solar panel configurations, wiring specifications, and power system characteristics:

The amendment addresses specific questions about the power systems, including battery bank capacity, cable gauges, voltage (12 VDC), battery string configurations, and solar panel installation requirements. The period of performance is set for 07/10/2025 to 07/31/2026, with a firm fixed price structure. The contracting officer is Janet Milson, who can be reached at 253-322-1378 or janet_milson@nps.gov. The amendment recommends adding solar capacity to repeater sites and provides technical specifications for battery wiring, solar panel placement, and electrical system configurations.

14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)

The purpose of the amendment is to answer questions from vendors.

1.The Althorp, Deception, Idaho, and Jackie sites all call for adding a parallel repeater system for Law Enforcement. Beartrack is the only site with both systems currently in place. Will the existing power systems handle the additional electrical loads?

Answer: We added additional solar to the Beartrack repeater site and recommend the same be done to the other sites receiving dual repeaters.

2.Related to question 4; Are the two systems intended to be in a simple parallel with

140P9725Q0047/0002 respect to power?

Answer: Yes, the battery bank can accommodate the two repeater systems.

3.The parts list does not include batteries for the Beartrack site but cabling is to be changed.

Confirm if that site does not need batteries?

Answer: No additional batteries are needed at

Beartrack to accommodate the second repeater; the batteries were replaced in 2023.

4. The RFQ does not provide the cable size or ampacity. Please clarify.

Answer: The battery to battery wiring is 4 gauge Arctic ultraflex approx. 12¿ in length per cable from center to center of eyelet lug.

5. Cabling - the RFQ does not say, but it can be inferred from the charge controllers that it is a

12VDC system. Please confirm.

Answer: The power system is +12 VDC.

6. The pictures seem to indicate that the batteries in the 8-battery string are in parallel. But the RFQ also calls for three

8-battery strings at each site. Are the strings also in parallel?

Answer: Yes, the batteries are in parallel in each string and each string is in parallel to the load.

7. Solar controllers - The RFQ calls for four

ASC12/16 controllers at each site, with one a

"spare". These are PWM controllers so that implies that the solar panels are wired in parallel. What is the panel/controller configuration?

Answer: The Solar panel is wired to 1 ASC12/16 input, with it¿s output feeding 1 string of 8 batteries. This is repeated 3 times.

8. The solar panel description in Attachment E requires that "the solar panels be sealed using manufacturer provided sealant on 3 sides". I do

140P9725Q0047/0002 not understand this. Panels are hermetically sealed at the factory. Do they want additional sealing?

Answer: The sealing is referring to placement against the shelter wall, where the top and sides are sealed to prevent moisture, but the bottom is not sealed, to allow drainage.
