1. INTRODUCTION

Purpose

The purpose of this structural narrative is to provide a general description of the structural system and design criteria for the China Beach Rehabilitation project.

General Description

The Bathhouse, constructed in 1954, is a one-story reinforced concrete building with a small second level ‘observatory’ room. Per the original design documents and opening-day photographs, the main roof area is designed for pedestrian use as a plaza.

Gravity Load System

The main building gravity system is composed of reinforced concrete suspended flat plate/strip beam roof construction that is supported on reinforced concrete columns and bearing walls with the exception of the east non-accessible roof area that is supported on concrete-filled steel pipe columns. On the building perimeter, the columns are integrated into the reinforced concrete perimeter bearing walls. The perimeter walls are punched by high strip window openings below the soffit overhang where a reinforced concrete ‘up-turned’ beam spans across these openings.

The roof structure is deemed adequate for the imposed roof plaza gravity loads, with exception of the non-accessible east roof area, on the basis of the historic design live load, or ‘test of time’ usage.

At the second level observatory room, the reinforced concrete flat plate roof is supported on reinforced concrete bearing walls and concrete-filled steel pipe columns which in turn are supported by reinforced concrete girders spanning to the columns or by the first level bearing walls.

The exterior pergolas are composed of wood members spanning between reinforced pre-cast concrete T-shaped bents. The bents are supported on shallow isolated spread foundations that are interconnected by a rectangular grade beam. These elements will be replaced in kind and their design will be in compliance with the IBC provisions for new construction.

Foundations

The foundation system consists of a combination of reinforced concrete shallow isolated spread footings and strip footings.

Lateral Load-Resisting System

The lateral-load resisting system is the gravity load-bearing reinforced concrete shearwalls. The cast-in-place flat plate roof acts as a diaphragm to transfer the seismic demand to the shearwalls.

An evaluation of the lateral load-resisting system will be performed in accordance with the IEBC for existing buildings using the ASCE 41-13 evaluation methodology. New openings are proposed in the east elevation which will impact the lateral load resisting system. These impacts will be mitigated by strengthening the existing remaining east wall with shotcrete.

2. CODES AND STANDARDS

2. CODES AND STANDARDS

Analysis of Code Requirements

The proposed rehabilitation objective for the Bathhouse building is compliance with the 2018 International Existing Building Code, Chapter 12, Historic Buildings. To achieve compliance, a structural assessment, including a seismic evaluation, will be performed and identified deficiencies in the gravity and the lateral-load resisting system will be mitigated where determined necessary. In addition, the Secretary of the Interior’s Standards for Rehabilitation will be utilized for any necessary rehabilitation work.

New structural elements or re-constructed elements will be compliance with the 2018 International Building Code (IBC), new building provisions.

GRAVITY DESIGN – MAIN BUILDING

4.A GRAVITY EVALUATION NARRATIVE

4.A: GRAVITY EVALUATION NARRATIVE

The China Beach Rehabilitation project is oriented to enhance the functionality of the existing structure, as the building shows signs of deterioration in localized areas. There is no change in the use of the building nor major structural changes, as such, no increase in the gravity demand is expected.

The gravity load-carrying system is composed of the concrete slab, beams, and columns. Since there is no change in gravity loads, by inspection, the columns are adequate to carry gravity loads, and the analysis focuses on the concrete slab and beams. The existing structural condition is assessed under gravity demands, per ASCE 7-16.

Load tables for various conditions are developed based upon the existing documentation and the site visit observation by R+C engineers. These tables are crucial in the modeling of gravity loads, and seismic mass for the lateral analysis in the subsequent Sections.

The roof terrace at the Second Floor is modeled and analyzed using SAFE to evaluate the compliance of the serviceability and slab strength requirements. In the software, the material properties correspond to the specified nominal strengths, per the General Notes in the original structural drawings.

The rehabilitation considers a large opening on the exterior West elevation of the building, in which a concrete wall and column are demolished. These changes are accompanied with new elements during the renovation: a shear wall in the North – South direction, two concrete columns at each end of the opening and a tapered concrete beam. The latter is analyzed in detail for serviceability and strength requirements.

Due to the extensive damage in the existing concrete slab at the Second Floor between Gridlines 5-6/B-C, the structural rehabilitation carries out a replacement of the slab, in which the existing sound reinforcement is preserved. The shear friction strength of the existing reinforcement is evaluated to determine the adequacy of the repair.

The observation tower roof and exterior steel pipe columns have extended areas of distress. Thus, these elements are replaced and designed to comply with the requirements for new structures. Analogous to the Second Floor design, A SAFE model is used to evaluate the serviceability and strength requirements.

Lastly, the west wall located between the Second Floor and the Observation roof shows visible signs of deterioration – the concrete cover is spalled, and the exposed reinforcement is corroded on the northeast corner. Hence, a repair of the element is needed. For this wall, an spColum P-M interaction diagram is created to obtain the axial capacity to carry gravity loads once the repair is completed.

Modeling

The gravity-load carrying system analysis is performed using the computer program SAFE 2014 – The objective in this preliminary study is to assess the current condition of the reinforced concrete second floor slab and beams under gravity loading.

Overall, the slab has a clear cover of 3/4” and typical 7” thickness with three exceptions – the 5” thick slab at the 2’ 6” overhang edges, the localized thickened slab at the observation room (thickness variations from 12” to 14”), and the 4.5” thick slab at the easternmost portion of the building.

Regarding the structural beams, the perimeter curbs function as upturned beams, whereas the interior columns are connected to strip beams in the longitudinal direction. Two 12x24 in beams are located in the transverse direction to better distribute the additional loads due to the observation room.

The horizontal structural elements are supported by walls and columns, which were modeled including a rigid zone at the connections. The vertical structural elements above and below the second floor were included in the model. The punching shear effect did not represent a critical adverse effect.

The material properties of the concrete and steel were based on the structural plans and the existing regulations at that time. A compressive strength of 2.5 ksi was considered for the concrete, and a minimum yield stress of 40 ksi for the reinforcement bars. These values are within the range established by Table 10-2, and Table 10-3 for default lower-bound material properties, per ASCE 41-17.

The gravity load of the observatory roof RC slab is assigned as point loads, as shown in the following Figures for dead loads and live loads, respectively.

Figure 4.D.1: Point dead loads corresponding to Observatory Roof

Figure 4.D.2: Point live loads corresponding to Observatory Roof

The distributed gravity loads acting over the Second Floor are defined as uniform area loads in the following linear static load cases:

• DEAD, self-weight of the structural elements.

• SDEAD, superimposed dead load. This load typically includes the topping slab, roofing layer, MEP, lighting, and miscellaneous.

• SDEAD SLAB THICK, thickened slab self-weight.

• LIVE, live load per ASCE 7-16.

The gravity loads match the flat load tables presented in Section 4.b in these calculations.

Serviceability Requirements

The Second Floor RC slab meets the serviceability requirements in accordance with the 2019 California Building Code. The deflection is computed by performing a nonlinear (cracked) analysis under gravity loading with structural walls unable to take out-of-plane moments. The following Figures depict the deformed shape of the slab for the following conditions:

• Initial Total Load – load case definition, nonlinear deformation including dead and live loads at the same instant of time. This case is for reference only.

• Total Load - Long Term– load case definition, nonlinear deformation including dead and live loads. Long term cracked analysis with creep coefficient of 2 and shrinkage strain of 0.0005. This load case is conservative as the long-term effect is accounted for dead and live load. The Code specifies that the creep component of long-term is applied only to the dead load deflection.

• Initial Live Load – load combination definition, nonlinear deformation after applying live load once the model accounted for the initial dead load.

Per the Table 1604.3 in the Volume 2 of the 2019 California Building Code:

Concrete Framing Layout

The beam centerlines do not match with the centerlines of vertical structural elements; the walls had a slight offset toward the exterior, whereas most of the columns were placed behind the walls. These eccentricities did not lead to a significant torsional effect.

Figure 4.D.6: Second Floor Plan a) hiding concrete beams and b) extruding concrete beams

Concrete Slab Design

Based on the existing documentation, the concrete two-way slab is typically reinforced with intermediate grade (fy = 40 ksi) #5@10” o.c. at the top and #5 @5” o.c. at the bottom. The SAFE analysis indicates that the existing slab is adequate to meet the ACI 318-14 strength requirements.

The following plans show the design of the column strip and middle strip in the North – South, and East – West direction, respectively with their corresponding required rebar. The slab design is performed on a strip basis and imposing minimum reinforcement, as shown below.

Concrete Beam Internal Forces

The strength level of the slab and beams was revised using the gravity load combinations defined Section

2.3 in ASCE 7-16.

The beams’ moment and shear diagrams are shown in the following Figures:

MAJOR MOMENTS

MAJOR SHEARS

Figure 4.D.7: Internal Forces in Existing Structure

The existing longitudinal reinforcement suffices the moment demand corresponding to the critical load combination. Regarding the shear forces, the concrete and stirrups capacity exceeded the demand in all the beams, except for B-24, located on Gridline 1, between B and C. The capacity is bounded by the limited existing transverse reinforcement and the short distance between structural walls increases the demand.

To address this deficiency, a redistribution of the load in the members is assessed by eliminating the beam B-24 of the structure. The results show that the exterior wall and adjacent beams on Gridline 1 could resist the moment and shear demands.

4.E NEW WALL OPENING BEAM

4.E: NEW WALL OPENING BEAM

For the China Beach Rehabilitation project, there is an open boat storage on the West wing of the Building, as shown in the Architectural drawings.

Figure 4.E.1: First Floor Partial Plan after Renovation

The access for the boats in this new configuration is located on the West elevation; thus, part of the exterior concrete wall on Gridline 1 between B and C requires to be demolished.

Figure 4.E.2: First Floor Demolition Partial Plan

A new reinforced concrete beam is placed where the demolished walls were located. The objective of the new beam is to have sufficient capacity as part of the gravity load-carrying system, and to limit the vertical deflection of the existing slab.

Figure 4.E.3: West Elevation after renovation

SHEAR STRENGTH CALCULATIONS

The shear strength of the reinforced concrete beam is calculated in accordance with Section 22.5 in

ACI 318-14.

The beam is tapered as it is casted on the underside of the concrete slab.

Three Sections are selected for the analysis:

Section 'A': Near Gridline 'B', beam section with the minimum depth.

Section 'B': Between Gridline 'A' and 'B', critical end beam section with maximum shear demand.

Section 'C': Between Gridline 'B' and 'C', beam with average depth.

BENDING MOMENT STRENGTH CALCULATIONS

The bending moment capacity of the beam is calculated following the ACI 318-14, and using spColumn.

The beam is tapered as it is casted on the underside of the concrete slab.

Two Sections are selected for the analysis:

Section 'A': Near Gridline 'B', beam section with the minimum depth, critical for positive moment.

Section 'B': Between Gridline 'A' and 'B', critical end beam section for negative moment.

5 Warnings

• The anchor design methods in PROFIS Engineering require rigid anchor plates per current regulations (AS 5216:2018, ETAG 001/Annex C, EOTA TR029 etc.). This means load re-distribution on the anchors due to elastic deformations of the anchor plate are not considered - the anchor plate is assumed to be sufficiently stiff, in order not to be deformed when subjected to the design loading. PROFIS Engineering calculates the minimum required anchor plate thickness with CBFEM to limit the stress of the anchor plate based on the assumptions explained above. The proof if the rigid anchor plate assumption is valid is not carried out by PROFIS Engineering. Input data and results must be checked for agreement with the existing conditions and for plausibility!

• Condition A applies where the potential concrete failure surfaces are crossed by supplementary reinforcement proportioned to tie the potential concrete failure prism into the structural member. Condition B applies where such supplementary reinforcement is not provided, or where pullout or pryout strength governs.

• Design Strengths of adhesive anchor systems are influenced by the cleaning method. Refer to the INSTRUCTIONS FOR USE given in the Evaluation Service Report for cleaning and installation instructions.

• For additional information about ACI 318 strength design provisions, please go to https://submittals.us.hilti.com/PROFISAnchorDesignGuide/

• An anchor design approach for structures assigned to Seismic Design Category C, D, E or F is given in ACI 318-14, Chapter 17, Section

17.2.3.4.3 (a) that requires the governing design strength of an anchor or group of anchors be limited by ductile steel failure. If this is NOT the case, the connection design (tension) shall satisfy the provisions of Section 17.2.3.4.3 (b), Section 17.2.3.4.3 (c), or Section 17.2.3.4.3 (d). The connection design (shear) shall satisfy the provisions of Section 17.2.3.5.3 (a), Section 17.2.3.5.3 (b), or Section 17.2.3.5.3 (c).

• Section 17.2.3.4.3 (b) / Section 17.2.3.5.3 (a) require the attachment the anchors are connecting to the structure be designed to undergo ductile yielding at a load level corresponding to anchor forces no greater than the controlling design strength. Section 17.2.3.4.3 (c) / Section 17.2.3.5.3

(b) waive the ductility requirements and require the anchors to be designed for the maximum tension / shear that can be transmitted to the anchors by a non-yielding attachment. Section 17.2.3.4.3 (d) / Section 17.2.3.5.3 (c) waive the ductility requirements and require the design strength of the anchors to equal or exceed the maximum tension / shear obtained from design load combinations that include E, with E increased by w0.

• Installation of Hilti adhesive anchor systems shall be performed by personnel trained to install Hilti adhesive anchors. Reference ACI 318-14, Section 17.8.1.
