Laboratory Water Testing Services for Management of Ranch Operations
Statement of Work
Water Testing: The National Park Service (NPS), Point Reyes National Seashore (the Park) has a requirement for laboratory water testing. A base year purchase order with two (2) option years is contemplated. The contractor shall furnish personnel, materials, equipment, and services to successfully provide various water analyses on samples collected by Government personnel from surface waters, lagoons, and potentially ocean waters. The Lab shall be available to run and read samples collected Monday through Friday during normal business hours (excluding Federal holidays) and provide afternoon courier service to pick up samples.
The following chart represents the annual Lab analyses that may need to be performed, including the annual approximate number of each test that may be submitted (additional samples may be required depending on results received):

The Lab shall be responsible for any additional fees such as handling and disposal per sample or per site, courier service fees, etc., and should reflect any such fees on the quote sheet.
Regulations: This requirement results from CA Coastal Commission conditional concurrence with the General Management Plan Amendment Environmental Impact Statement for Point Reyes National Seashore and North District Golden Gate National Recreation Area. A condition of the concurrence was a requirement for a detailed Water Quality Strategy for Management of Ranching Operations, which was approved by the CA Coastal Commission in September 2022. For certain parameters to be evaluated against San Francisco Bay Regional Water Quality Control Board regulatory objectives and benchmarks, the laboratory must be certified through the California State Environmental Laboratory Accreditation Program (ELAP) for the desired constituents listed above (except Chlorophyll-a).
Sample Pick-Up & Courier Service: The Lab will pick up the samples at Point Reyes National Seashore, Building 533, 1 Bear Valley Rd, Point Reyes Station, CA 94956. The samples will be left in a cooler on ice with the chain of custody for transfer to lab courier supplied cooler on ice. Exact sample pick up dates and times will be determined by the park in coordination with the selected lab, based on the requirements described in detail below.
The requirement is anticipated to include:
For 6 consecutive weeks in winter (approximately January-February) and 6 consecutive weeks in summer (approximately June-July): afternoon sample pickup (at ~1:00-2:00 p.m.)
one (1) day a week and for up to two (2) days a week;
Additional weeks with afternoon pickup in winter and summer depending on timing of concurrent 5 consecutive week fecal coliform sampling;
Handling of up to 25 E. coli, 2 Enterococci, 8 Ammonia as N and 6 fecal coliform samples per week during peak winter work.
Potential of up to three (3) additional storm sample pickups based on rainfall (must be within 24-hours of a >1 inch storm event) in winter (approximately November-March);
Additional assessment monitoring pickups as needed based on/triggered by sample results.
Optional afternoon (e.g. Tuesdays at 2 p.m.) sample pickup one (1) day per month excluding the scheduled 6 weeks in winter and 6 weeks in summer described above.
During peak sampling times, depending on storms and additional assessments based on results, this could result in several pickup days per week.
As this requirement calls for NPS staff to collect of a sufficient number of samples at remote locations in the Park for processing on a given day, and to meet fecal indicator bacteria hold times required by laboratory tests, the successful Lab must be able to transport the samples to arrive at their testing facility within a maximum of approximately one (1) hour thirty (30) min transport time from Point Reyes National Seashore headquarters at 1 Bear Valley Road, Point Reyes Station, CA 94956. This assumes an afternoon pickup time in most cases (e.g. 2 p.m.) to allow for field collection of samples.
The Lab must provide Chain of Custody and appropriate sample handling procedures.
The Lab must provide and coordinate delivery of sample bottles needed per testing parameters in the chart above. Labels and labelling instructions for bottles must be included.
The Lab must be able to schedule courier and processing within 24-hour notice due to the unpredictability of rainfall for storm samples, and results for certain assessments. Samples may be delivered to the lab by NPS staff as negotiated in infrequent situations where there is not sufficient advanced notice to obtain courier services (e.g. less than 24-hour notice given by NPS staff).
Reports and Notifications:
Under routine conditions, the Lab shall submit a copy of test results electronically to the Park Range Program Manager within two (2) weeks (ten working days) of test completion.
The Lab must also provide the ability for rush processing of samples upon NPS request. Due to the time-sensitive need to be responsive to certain observed water quality conditions (e.g. very high Ammonia as N results indicative of potentially toxic conditions), the Lab must be able to provide the option for occasional 1-day (or approximately 24-hour) turnaround time for results, as well as turnaround within the same week of collection (i.e. 3-day or approximately 72 hours) for certain results (e.g. to follow up on weekly assessments of fecal indicator bacteria). These should be indicated on the quote sheet as option items under each parameter as indicated.

Period of Performance: The period of performance will run from date of award (currently estimated April 2026 through March 2027). Future option years may be exercised at the sole discretion of the Government (e.g. April 2027 – March 2028 and April 2028 – March 2029). The total duration of this contract, including the exercise of any option years, shall not exceed three (3) years.
Payment: Prior to invoicing in www.IPP.gov, the lab shall provide the Park contact with test results, copy of chain of custody, and copy of invoice.
Invoicing shall be submitted via IPP payment system, and the Contractor must upload their business invoice as an attachment to the IPP invoice before they click “submit” in IPP.
Payment will be made by electronic funds transfer generated by the U.S. Treasury.
