About this file

This document is a comprehensive set of construction specifications for a National Park Service project to improve Kennesaw Mountain Drive's pedestrian safety and accessibility. The project, designated KEMO 258734, involves redesigning the visitor center shuttle dropoff/plaza, summit shuttle plaza, and road pavement markings at Kennesaw Mountain National Battlefield in Cobb County, Georgia. Key work elements include removing existing pavement, preserving trees, installing accessible concrete paths and plaza areas, adding truncated domes, placing boulders, lowering an existing pavilion slab, constructing a gate, and installing new pavement markings.

The project will be constructed under a single prime contract with multiple contract line items, including pavement markings, visitor center shuttle plaza, summit shuttle plaza, and an optional stone column for gates. The specifications cover detailed requirements for site preparation, concrete work, landscape elements, and accessibility features. The work must comply with National Park Service environmental and cultural resource protection guidelines, with specific restrictions on tree clearing (no removal between March 15-July 15 and December 15-February 15) and careful management of potential archaeological and wildlife resources. The project aims to improve pedestrian and bicycle safety while maintaining the natural and historical character of Kennesaw Mountain National Battlefield.

2. Contractor Use of Site.

3. Public Use of Site.

4. Conduct of Operations

5. Work Restrictions.

6. Special Construction Requirements.

1.2 WORK COVERED BY CONTRACT DOCUMENTS

A. Project Location: Kennesaw Mountain National Battlefield is located in Cobb County, Georgia. The limits of the project are the Kennesaw Mountain Road including the visitor center and summit dropoff.

B. The Work consists of the following:

1. The Work includes updating the visitor center shuttle dropoff/plaza and associated accessible walk, the summit accessibility ramp and pavement markings, and the road pavement markings. This work includes but is not limited to: removal and disposal of asphalt and small areas of concrete, tree protection, erosion control, concrete walks and plaza, concrete shuttle pavement, lowering the FFE of the existing pavilion, placing boulders, installing truncated domes, fabricating and installing a gate to match the existing style, installing a bollard, constructing a curb ramp and installing pavement markers that are bike and pedestrian slip resistant.

C. Project will be constructed under a single prime contract.

1.3 CONTRACTOR USE OF SITE

A. General: Contractor shall have full use of the site for construction operations, with the exception of

Kennesaw Mountain Drive, during the construction period. Contractor's use of the site is limited only by the Government's right to perform work or to retain other contractors on portions of Project.

B. Temporary advanced warning signs shall be installed by the Contractor, as required, to warn of any needed road or other closures during construction and will provide a detour for through traffic.

C. The maximum allowable speed limit during construction activities shall be 10 MPH unless otherwise directed by the CO.

01 11 00 - 5

D. Storage of Materials: Staging and parking for vehicles, equipment and materials shall be confined to paved road area inside road closure. Long-term placement of equipment requires additional clearance by the C.O. Storage of any materials or equipment on site shall be at the Contractor’s own risk. The location of additional construction staging areas will be coordinated by the Contractor in consultation with the Contracting Officer.

E. Avoid Soil Compaction

1. Avoid compaction from heavy equipment to surrounding area by keeping equipment inside the limits of work specified above. If work outside the limits is necessary do so only when the soil is dry.

2. Compacted soils must be ripped or de-compacted post construction to enable vegetation.

3. All disturbances must be returned to grade and any tracks from equipment must be raked out and seeded.

F. Borrow Materials

1. Any fill, rock or topsoil needed from borrow sources shall be obtained from a Government approved source.

G. Check the job site at the end of each day to remove trash, food, and food-related items remaining at the site and disposing of them in an appropriate receptacle.

H. In identifying and determining specific property access limitations the Contractor shall assess necessary clearing activities so that potential specimen trees or other existing resources can be avoided to the extent practical.

I. Handling of woody waste shall be performed as indicated in the Contract Documents.

J. All temporary features installed to access construction areas shall be removed upon completion of the work.

K. Preservation of Natural Features:

1. Minimize ground disturbance to the extent possible.

2. Park waterbodies and wetlands cannot be used as a water source for construction activities.

3. No operations should occur within drip area of any tree designated to remain.

4. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government. Confine all construction activities to within the limits of work shown on the site plans.

5. Maintain appropriate erosion and siltation controls throughout construction, and permanently stabilize all exposed soil or fill material at the earliest practicable date.

6. Provide temporary tree protection fence as indicated on the plans. The final location shall be confirmed by the Contracting Officer.

7. Do not fasten ropes, cables, or guys to existing trees.

8. Carefully supervise excavating, grading, filling, and other construction operations near trees to prevent damage.

Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment.

1. Where the ground is saturated with water or during periods of freezing and thawing, the

CO may impose further load restrictions or suspend hauling. Space posted speed limit at

500foot minimum intervals. Do not operate more than 1 loaded hauling vehicle at a time on a bridge.

2. In order to gain access to the Park, it is the responsibility of the commercial vehicle operator to present adequate documentation when asked by an NPS patrol ranger. Ensure all commercial vehicle operators, including the Contractor, his employees, and any subcontractors, have the following documentation or form(s):

i. Name and address of the company (or independent) owning the vehicle.

ii. Registration of the vehicle, operator's license, and leasing papers if applicable.

iii. Exact location (street address and town or township preferred) of delivery, pickup, or service prior to and/or immediately entering the Park as documented by one or more of the following:

Home office overhead shall contain only allowable, allocable, and reasonable costs per the contract documents and FAR Part 31. Profit percentages are based on risk factors found in FAR Part 31which have been applied to the specific type of work included in this project. Negotiated rates shall not exceed the following percentages for OH&P for contractor selfperformed work:

Overhead………………10%

Profit……………………5%

2. Total aggregate limit of markup (OH&P) for contractor and subcontractors on modification work shall not exceed 25%. The NPS will not be responsible for allocation of percentages between contractor and subcontractors at any tier.

3. If Contractors form a partnership, partnership may only receive home office overhead and profit in same amount as an individual Contractor (refer to paragraph 1.3,E,1 above).

It is the responsibility of the partners to decide on division of revenue.

4. Combined Increases and Decreases: On proposals involving both increases and decreases in the Contract Price, overhead and profit markups are required on net increases and deducted on net decreases.

5. At no time can profit be calculated on Overhead or itself, it must be calculated on direct costs of work only.
