SCOPE OF WORK

Demolish Structures Old Francis House and RM Office Trailer

PART 1- GENERAL INFORMATION

The intent of this project is to remove all structures, above ground improvements, and miscellaneous debris, and scarify the landscape, at two areas in Pinnacles National Park for the purpose of restoring the landscape to natural conditions. The project sites are the Resource Management (RM) Office Trailer #207 and the Francis House.

1. Location: This project is located in Pinnacles National Park, Paicines, California, 95043. See

Attachment 2 for a map of the area showing the two project sites.

2. Description of Work The Park has made every effort to identify all major elements of the project below. Contractor is responsible for verification of quantities and all miscellaneous, ancillary elements. The intent is that all above ground man-made elements and select below ground elements as described below be removed, and the landscape scarified so it may be restored to natural conditions.

Contracted hazardous materials surveys for all identified properties have been completed and will be provided to the selected contractor. The reports identified the following findings:

RM Office: No Lead-Based Paint (LBP) or Asbestos Containing Materials (ACM) were detected in building or surroundings. *

Francis House: LBP and ACM were detected. ACM was detected in the grey and white tile exterior siding. LBP was detected in the Window Trim. Lead Containing Paint (LDP) was also detected. *

Approximate quantities for removal work to be performed at each site is as follows (See Attachment 2 map for project site locations. Photos are at the bottom of this document.):

SITE 1: RESOURCE MANAGEMENT (RM) OFFICE TRAILER #207

Remove one-story, 756 square foot double wide trailer constructed in 1968 and converted to office use. Also remove add on structure, also approx. 750 square feet and all associated footings, steps, skirting, etc. Utilities will be turned off by the National Park Service (NPS). For electrical, the NPS will coordinate shutoff with the electric company.

SITE 2: FRANCIS HOUSE

Remove 1,239 square foot single-family, one-story wood-framed residence constructed in 1950 and all adjacent sheds, fences and minor structures, except the well (located adjacent to creek).

Work shall include decommissioning of the septic tank as indicated below.

Abate approximately 3,000 square feet of exterior siding containing asbestos. * Abate additional features that contain lead paint. * Window trim * Door trim * Interior walls *

Septic Tank Decommissioning at Francis House

The septic tank at the Francis House shall be properly decommissioned in accordance with best practices and in substantial conformance with San Benito County Environmental Health Department (EH) standards for onsite wastewater system abandonment. The following steps shall be completed:

1. Notification & Permitting:

o NPS shall notify the San Benito County Environmental Health of the intent to abandon the septic system.

o NPS shall submit a Septic System Abandonment permit application and site information as required. NPS will pay applicable fees.

o Contractor shall schedule inspections as directed by the County.

2. Pumping & Cleaning:

o If needed, a licensed septic service contractor shall pump out the tank completely, removing all wastewater and sludge.

3. Disconnection:

o All inlet and outlet piping must be properly disconnected and/or capped to prevent any future use.

4. Tank Abandonment (Collapse or Fill):

o Contractor shall coordinate with NPS and San Benito County Environmental Health

Department, as a County official will need to be present to inspect the abandonment.

o If the material is anything but concrete or wood, it shall be removed completely, and the void shall be backfilled with suitable material per fill instructions below.

o If concrete or wood, the tank may be crushed in place or left intact and filled.

o Acceptable fill materials include clean sand, gravel, or compacted soil, but must be approved first by the park Botanist. No debris or hazardous materials may be used.

5. Seal (If Required):

o If required by local standards, the tank shall be sealed with a concrete cap or equivalent material to prevent future access.

6. Final Inspection & Documentation:

o Contractor shall coordinate final inspection with the NPS and County as required.

o Contractor shall provide documentation to NPS, including:

Pumping and hauling receipts from a licensed contractor (if applicable).

Proof of proper fill and sealing.

Inspection record or correspondence from San Benito County EH (if applicable).

Photographic evidence of completed work.

7. Site Restoration:

o Restore the area to a stable and natural condition, consistent with site-wide recontouring and scarification efforts outlined in this scope.

Septic Tank Decommissioning – Local Compliance Clause

The Contractor shall decommission the septic tank at the Francis House in accordance with best practices and in substantial conformance with the requirements of the San Benito County Environmental Health Department. This includes securing and complying with any required Septic System Abandonment Permit, completing the pumping, disconnection, and filling of the tank per county-

Pinnacles National Park Demolish Two Structures at Pinnacles National Park approved methods, and coordinating with the County for any required inspections. Documentation of proper abandonment shall be provided to the NPS, including any county inspection records, contractor pumping receipts, and final site photos.

To the greatest extent possible, all work of the project shall remain within existing road corridors and impacted sites. The contractor shall take great care to avoid impacting any vegetation on site. The contractor will keep park roadways clear of mud, rocks and debris created associated with project work.

Regular Working Hours: Regular working hours at the park are from 7:00 a.m. to 5:00 p.m., Monday through Friday, excluding federal holidays. All work shall be scheduled during regular working hours, with the following additional restrictions below. Requests to work outside of regular working hours must be approved by the Contracting Officer (CO) through the Contracting Officer’s Representative (COR) one week in advance.

Work Restrictions: To protect species such as nocturnal frogs and bats, work shall adhere to the following restrictions:

o Work activities shall be limited to tasks that do not produce sounds louder than ambient noise levels—such as, dismantling structures and hauling away debris.

o Onsite demolition work must be completed between Sept 15 and Nov 14 to protect the sensitive ecology of the area and potential migratory patterns of endangered and protected species of animals that inhabit the area. The best timing for work on the Francis House would be in October.

Care must be taken in not disturbing the California Red Legged Frog, an endangered species.

Plant and Animal Mitigations by Building: Please see below.

Demolish Old Resource Management Office #207 Mitigations: (the following is a complete list of all mitigations that will be incorporated into the above-referenced project)

- Rare, Threatened & Endangered Species: The contractor will receive orientation on the biology and identification of California Red-legged Frog and California Condor, and will be required to immediately stop work and contact a park biologist if either of these species shows up in the project site. Project will not occur during or immediately after rainy weather.

Demolish Old Francis House Mitigations: (the following is a complete list of all mitigations that will be incorporated into the above-referenced project)

- Finish work: Special care shall be taken to ensure that barbed wire and other sharp metals are removed from site. Any metal embedded in trees may be left in place, though barbed wire shall be cut flush to the tree surface.

- Vegetation: Non-native species may be introduced/spread if propagules are transported on tools, equipment, or materials. Tools, equipment, and materials brought in from outside the park will require an inspection prior to entering the park. Once in the park, tools, equipment, and materials used will be free of dirt and debris before moving on to a new area/work site.

- Rare, Threatened & Endangered Species: California Condors are curious animals that may land to inspect novel situations such as found at construction sites. They may ingest small objects such as nails, screws, staples, and trash such as pieces of metal, glass, and plastic. Condors may be seriously harmed by ingesting small objects. Project staff will ensure that any small construction-related objects are cleaned up and stored securely whenever the site is unattended. Additionally, tarps and/or plastic bags will not be left out and unattended at work sites.

- Rare, Threatened & Endangered Species: California Red-legged Frog, Western Pond Turtle, California Tiger Salamander, and Western Spadefoot may be present in the area. These species may be harmed if they take refuge under materials left on the ground overnight, and then the materials are later moved.

When possible, the contractor will not leave materials on the ground overnight in such a way that they could provide shelter for these species. If the contractor needs to stage materials on the ground overnight, they will work with park staff to minimize the likelihood that endangered species will take shelter under materials overnight and will arrange for a park biologist to be on site when these materials are later moved.

-Sensitive resource areas occur near work perimeter and will be identified by park staff for avoidance.

THE FOLLOWING WORK DESCRIPTIONS ARE PERTINENT TO BOTH SITES:

1. Below-ground utilities: Below ground utilities shall be cut off 12 inches below ground at transition point. Wastewater piping shall be properly disconnected and/or capped to prevent any future use. This shall be in conformance with San Benito County Environmental Health Department (EH) standards.

2. Site Fill: Removal of the structures may leave large voids in the landscape which shall be filled. Concrete from the demolition may be utilized to fill the voids within the following constraints:

If concrete rubble is used, the larger pieces (2’ minus) would be used as a base layer (below 5’ from the finished grade), smaller concrete (8” minus) mixed with topsoil (50% by volume) would serve as an intermediate layer (from 5’ to 1.5’ below the finished grade, and 18” of topsoil covering that. This will permit the successful long-term establishment of trees on the site. No demolition material other than concrete shall be used for fill material. Concrete and asphalt not required to fill on-site voids will be removed by the contractor.

All soil utilized for fill and for the top layer must be obtained from a NPS approved source, meaning it must be from either an in-park source approved by the park Botanist, or from external sources that have been approved by the park Botanist.

3. Re-contour: Re-contour will involve moderate relocation of materials to smooth transition between surrounding land and previous building site. Re-contour activities shall be under the direction of the designated NPS representative.

4. Finish Work: Ensure that all project areas have been thoroughly cleaned of project debris following the removal of the specified elements, to include sweeping of each area with a magnet to ensure the removal of all nails and screws. De-compact and scarify all previous building sites, driveways and parking areas at the very end of the project.

5. Scarify: All areas on each property, including building sites and access roads, shall be de-compacted via scarification 6” minimum depth up to 12” maximum depth. Scarification activities shall be under the direction of the designated NPS representative.

6. Tree Removal: The contractor must obtain approval from the park regarding any tree removal or removal of limbs greater than 4” in diameter. Tree removal may be considered in cases where a tree poses a safety hazard during removal activities or where no other access route is feasible. Contractor should take action to mitigate tree damage such as limb and trunk damage, and, to the extent possible avoid unnecessary stress on root systems.

7. Equipment: The Contractor will pressure wash and/or steam clean all construction equipment, except hauling vehicles, before entering the Park to ensure that all equipment, machinery, rocks, gravel, or other materials are cleaned and weed free. Running motors/engines will not be left unattended. Equipment will be free of any fluid leaks (fuel, oil, hydraulic fluid, etc.)

upon arrival to the work site and will be inspected at the beginning of each shift for leaks.

Leaking equipment will be removed off site for necessary repairs before the commencement of work. Equipment will be refueled at least 100 feet away from streams and waterways to prevent fuel spills from contaminating water sources. All machinery operating on site must be equipped with a spill kit appropriate for the type and volume of fluids used, and operators must be trained in its use to ensure rapid containment and cleanup of any leaks or spills.

8. Notification: The Contractor shall provide a project schedule that identifies all phases of the project and includes a 72-hour window during which the park’s wildlife biologists may perform site surveys prior to project work at each site in the area.

9. Waste Disposal: All structures and refuse removed from the sites must be disposed of, recycled, or salvaged, outside of the park’s boundaries in accordance with federal and state regulations. The method of removal may be determined by the contractor. The contractor shall legally recycle or dispose of all project materials outside of the park boundary. Materials should be diverted away from landfills to the greatest extent possible. Tickets identifying load weight shall be provided to the Contracting Officer (CO) for all disposed materials whether recycled or sent to a landfill.

10. Traffic Control: If contractor anticipates that completion of work will impede traffic on roadways, they must provide traffic control and one-week advance notification to the park Contracting Officer’s Representative (COR).

11. Overnight Camping in the Park: The Contractor, subcontractors, suppliers or others directly or indirectly involved with the project will not be allowed to camp or stay overnight at the construction site.

12. Inspection: All work shall be inspected on an ongoing basis by NPS personnel. The Contractor shall provide for and allow complete and unobstructed access to all work areas, processes and elements of the project.

PART 2- SUBMITTALS

The Contractor shall complete and submit the following submittals in a timely fashion (as soon as feasible after award) to the Contracting Officer at alanna_gardner@nps.gov and the NPS contacts listed below:
