I . SUMMARY OF WORK:

Eleven wells in Grand County, previously operated by Northstar Gas Company Inc, have been placed into an orphan status with no idenfiable responsible party. The BLM will be contracng for the plugging and abandonment (P&A) of these orphaned wells under a separate contract, which will be funded by appropriaons from the Infrastructure Investment and Jobs Act (IIJA)/Biparsan Infrastructure Law (BIL).

All wells funded under the BIL are required to test for hydrocarbon emissions before and aer plugging and abandonment acvies.

The purpose of this Statement of Work is to idenfy possible hydrocarbon leaks and obtain emissions rates for those leaks on the eight wells below and provide quantitative estimates of those leaks that meet Federal Program data quality objectives and can be aggregated to meet reporting requirements of the BIL Title VI, Section 40601(f)(2)(B) for methane emissions reduced by plugging and support the calculation of nation‐wide inventory measures and emissions factors Section 40601(f)(2)(A).

Contractor shall perform work in accordance with the atached Federal Orphaned Wells Methane Measurement Guidelines (Atachment 1). The Contractor shall develop an appropriate approach and method of execuon, including proposed equipment, quanficaon procedures, and quality control plans for measuring hydrocarbon emissions rates before plugging and abandonment acvies. This approach must be submited to the Government and approved prior to deploying the field campaign.

Hydrogen Sulfide Gas (H2S) is not known to be present in these wells. Should H2S be detected in concentraons over 100 ppm in the gas stream, operaons will be shut down unl a plan to safely proceed is developed and implemented.

I I . BACKGROUND:

These eight wells were drilled and completed by Belnorth Petroleum Corp between 1960 and 1981. The wells changed hands mulple mes through the 1980s and 1990s before being taken over by Northstar Gas Company Inc in 1994. The wells connued producing unl March 2013 when the first well was shut

in. All eleven wells were shut in by January 2016. Northstar Gas Company has been unreachable for several years and the wells have been classified as orphaned. The BLM has both surface and mineral

| 3 responsibilies for all involved wells. Because the involved lessees/operators failed to properly plug and abandon the wells, the BLM is now responsible for proper plugging of the wells. In order to comply with the BIL, Hydrocarbon leaks must be idenfied and quanfied prior to and post plugging and abandonment of the wells.

1. WELL LOCATION:

The orphaned wells, shown in Figure 1 below, are located in Grand County, Utah approximately 60 miles west of Grand Juncon, Colorado. The orphaned wells can be found at the latudes and longitudes listed in Table 2 below. A locaon map and direcons to each site are atached.

I I I . HYDROCARBON MEASUREMENT PROTOCOL:

The contractor shall idenfy and test for mulple types of hydrocarbon leaks from orphaned wells, as appropriate for each wellsite. The contractor shall verify no hydrocarbon leaks exist at:

1. The open wellbore;

2. The open wellbore and soils around the wellbore due to subsurface fractures in the wellbore;

3. Valves, connections, cracks at the well head or other infrastructure associated with the well;

4. The soil instead of the well head; or

5. Any existing facilities at or on the wellsite.

DETECTION EQUIPMENT AND PROCEDURES

1. The BLM has completed the ‘non detect/detect’ portion for the identified wells (Attachment X).

All wells requiring quantitative hydrocarbon rate measurements are included in Table 1.

2. Sensitive binary instrumentation should have a detection limit of 1 gram/hour or lower. Some high sensitivity binary instrumentation includes:

a. Gas Rover

b. Sniffer

c. Trace Gas Analyzer (TGA)

d. Ring Down Laser Absorption Spectrometer (RDLAS)

FIELD DOCUMENTATION REQUIREMENTS

Using the provided Hydrocarbon Measurement Datasheet (Attachment 2), record the following information for each well:

• Date and time of the measurement(s).

• Well name and number and API number.

• Location, including latitude and longitude (decimal degrees, 5‐7 decimal places) of the wellhead.

• The well class (not detected, detected, or detected + may be high).

• The type of measurement equipment and methodology utilized.

• Weather conditions, including wind speed and wind direction and temperature. Measurements should not be made under high wind, extreme temperature conditions or during precipitation events.

If the well has been classified as ‘detected’ then also record:

• The calculated emissions rate (grams per hour) over a 60‐minute period of hydrocarbons observed.

• The place(s) where the well was leaking.

• Whether a gas smell was detected.

• Whether gas venting was audible.

• Whether gas venting was observed or felt as movement of the air or movement of nearby vegetation.

• Whether gas venting could be observed on nearby surface waters, e.g., as bubbling.

• Whether ambient hydrocarbon concentrations were recorded > 1000 ppm anywhere on the well pad.

The contractor shall also provide a field report folder with:

• Photos;

• Narrative description of the measurement methods used and supporting information;

• Documentation of each method’s performance demonstrated with equipment used in the field;

• Documentation of the most recent calibrations and maintenance of equipment; and

• Documentation of training and experience of measurement specialists.

IV. DELIVERABLES:

The total Period of Performance of this task order shall be 120 calendar days from contract award. The contractor shall provide the following deliverables:

1. Project Schedule – After award, the Government will provide the contractor with the expected schedule for the associated plugging and abandonment contract. The contractor shall develop a

| 5 project schedule detailing the sequence and timing of onsite measurement activities for Government approval.

Timeframe: Within 15 calendar days of contract award
