Questions and Answers #1
1)Q: Can BLM share any on-the-ground photos, maps, and survey reports from the area (well pads)? The RFQ does show some maps and survey reports, but the text for some sites suggests possible conditions that are not represented in the aerial photos.
A: Yes, additional information is included in this amendment in Attachment 5.
2)Q: Can BLM share information and photos about the general topography and access roads in the region (e.g., if some sites are more remote and difficult to access and the current state of the roads shown in the aerials)?
A: All available information about general topography and access roads is provided in Attachment 4.
3)Q: Can BLM share the initial measurement survey results, and identify all the leaking components and measured concentrations? The RFQ cited "Attachment X" but that was not included.
A: Yes, additional information is included in this amendment in Attachment 5.
4)Q: Would BLM be open to exploring advanced techniques like drones and infrared imaging cameras or other advanced techniques for (a) as a complementary tool for general screening surveys, (b) as a supplementary tool for total well pad flux quantification for some wells with more diff used emissions where flux chambers may not be able to capture all emissions without a large number of samples, or (c) as the primary and only tool for screening and quantification of the total well pad emissions for all well pads.
A: All work under this requirement must occur in accordance with the Federal Orphaned Wells Methane Measurement Guidelines. Technical approaches that meet the parameters of these guidelines may be utilized.
5)Q: Given the remoteness and the possible difficult access, does BLM have any assumptions about level of effort on a per well basis, such as one day per well or otherwise?
A: There are not any BLM assumptions about the time required per well. The Calvinco 31-12 is the well that is currently not accessible, however, a separate contract for the plugging and abandonment work will be awarded and includes road repair. The BLM will coordinate with the successful contractor to ensure that access to the Calvinco 31-12 well is coordinated with the completion of the road repair work.
6)Q: Does the BLM want soil testing if a leak is found to be emitting from the ground?
A: No.

7)Q: Is an OGI camera with associated algorithms to calculate leak rate an acceptable method for this project? Or does BLM want a more traditional method used?
A: All work under this requirement must occur in accordance with the Federal Orphaned Wells Methane Measurement Guidelines. Technical approaches that meet the parameters of these guidelines may be utilized.
