GOLDEN GATE NATIONAL RECREATION AREA
MICROWAVE RADIO OUTDOOR INFRASTRUCTURE
PROCUREMENT REQUIREMENTS
Prepared : 11/27/23 PSW
BACKGROUND
Golden Gate National Recreation Area (GGNRA or Customer) has a requirement to replace its portion of outdoor infrastructure on a shared AVIAT based microwave radio data link connecting multiple Motorola radio voice sites and supporting thousands of users including public safety first responders.
This microwave network is primarily owned, managed, and serviced by Lawrence Livermore National Security (LLNS) for a shared Motorola Trunked Radio Network. LLNS is also the frequency licensee for the existing microwave radios.
As of July 2021 the microwave radio network consists of AVIAT IRU600 / INUe Eclipse node radios and support infrastructure. The original outdoor infrastructure installed in 2011 to support analog AVIAT(Harris) Constellation radios was not replaced during this project. This acquisition will replace all the outdoor infrastructure and select indoor infrastructure associated with GGNRA’s microwave sites.
The replacement solution should include an installation plan and schedule that allows only one side of the looped bi-directional link to be down at any given time to ensure the radio site network it supports remains operational whenever feasible.
Any problems or errors noted in these performance or technical requirements document should be brought to the immediate attention of the GGNRA Contracting Officer and/or Contracting Officer Rep.
REQUIREMENTS
Propose a compatible solution to replace existing microwave outdoor infrastructure including antennas, waveguides, and all associated support hardware as well as select indoor infrastructure.
DESIGN CONSIDERATIONS
The GGNRA system will interface with LLNS system at the Berkeley and 271 sites. Two M/W links between building 271 and Berkley are shared between both units. The LLNS portion of those links shall not be considered for this acquisition except to note that LLNS is the network manager and hosts the microwave network monitoring and provisioning software.
Each hop should be proposed using space or frequency diversity antenna configurations as indicated with reliability of 99.999%> while maintaining compatibility with all the indoor infrastructure and configurations.
*Please see accompanying Equipment List for details below.
Indoor Radio Units Provided -Each site has been provisioned with two indoor AVIAT IRU600 / INUe Eclipse radios and all supporting hardware and accessories.
-The system is loop protected at each site and is designed using two indoor units facing each path direction.
-At the Berkley and 271 sites the indoor units interface with the indoor units provided on LLNS design to pass TDM traffic and do loop protection using the common shared links.
Wall Passthrough, Building Entry Panels, Penetrations, Waveguide Trays and Ice-Bridges Use Existing where feasible. Propose replacement only where necessary.
EQUIPMENT REPLACEMENT
Outdoor Equipment GGNRA would like to replace the pre-existing antennas, support brackets, hangers, pipe mounts, accessories and waveguides at each site up to and including the pressure window connections to the indoor unit’s waveguide interfaces. Please refer to the equipment list below for specific installed equipment in the current configuration.
* At the B271(Black Mt path) and LBNL(Presidio Hill path) sites, only the path facing Black Mt and Presidio Hill respectively will have the equipment replaced.
If any additional cable management systems or hardware are identified in a site visit prior to award as being suspect due to damage or erosion or other debilitating condition, it will be identified and shared with the Customer so that the requirements may be potentially modified to include replacement hardware or equipment.
* Please note that at the B271 site, the owner will do ALL installation services.
Indoor Equipment GGNRA would like to replace the pre-existing dehydrators and manifolds at each indicated site, the DC Power Supplies/Regulators at each site and any hardware or accessories to link to the existing installed indoor infrastructure.
The sites where dehydrators, manifolds and -48V DC power supplies/regulators will be replaced are ONLY the Mt Tamalpais, Montara Mt, Black Mt and Presidio Hill sites. Do not quote for the B271 or LBNL sites.
Provide a detailed line-item equipment and services list to replace the listed broad categories shown below in the equipment list.
*The Equipment List shall be reviewed by the proposing party for completeness and to ensure it meets the requirements of a ‘complete and operationally viable’ microwave network. Substitutions, additions and deletions where needed shall be reflected in the proposal documentation.
EQUIPMENT & SERVICES SUMMARY NOTES
Antenna System (7Ghz) Performance at least as good as installed Waveguide and Accessories From the proposed antennas to and including the existing pressure windows and mounting hardware as required.
Pressurization Equipment & Installation Network and/or browser-based management. Proven reliability and long running life. Manual shut off valves on the manifold side of the supply lines Do Not quote for LBNL and B271 sites. In addition, quote 1 complete dehydrator and manifold system as a field replaceable spare. Wall mountable solutions please.
DC Power Equipment/Charger To power necessary interior equipment propose redundant power supply solutions where possible.
Network based management and monitoring. Proven reliability and long running life. Do Not quote for LBNL and B271 Sites. If power supply is modular, quote 1 spare field replaceable module of each type for each site. If it is not modular quote 1 complete replacement power supply/regulator unit. Rack mountable solutions please.
Design/Engineering Services Original installation/Integration documentation available
Integration/Installation Services LLNS is network owner/manager.
Grounding and Earthquake Installation Services R56 Standards enforced
Go-Live/Quality Control Services Provide Quality Assurance and Testing Plans
Post-Installation/Closeout Services Documentation/Warranty/Post Completion Services
Pressurization Equipment & Installation The individual pressurization lines from the manifold will have a manual shutoff valve that can be used to stop airflow to each of the associated waveguides (this will be an addition to any software or electronic shut off features available to the replacement units). These valves will be installed as close to the manifold side of the line as possible and still be readily usable by field personnel.
The dehydrator and manifold will be able to be controlled and monitored through a dedicated interface available remotely or locally through the network or local port. If possible the dehydrators must be capable of Network Management Protocol (SNMP) and have a complete set Management Information Base (MIB) files to add to the MIB database that will work with Aviats Provision software.
Currently all sites have the pressurization equipment WALL MOUNTED. Please expect the replacement equipment to be similarly installed and quote and plan accordingly.
Quote one complete ‘spare’ dehydrator/manifold unit.
Power Supplies/Chargers To power necessary equipment (ie. microwave radios, AVIAT IRU600’s), propose -48vdc redundant power supply solutions where possible. Network based management and monitoring preferred with SNMP and MIB support. Proven reliability and long running life. Similar in scope and ability as the currently installed Sageon power supply solution, but with better remote network access.
*Do Not quote for LBNL and B271 Sites.
If power supply is modular, quote one spare field replaceable module of each type for each site. If it is not modular quote 1 complete replacement power supply/regulator unit. Rack mountable solutions please.
Any batteries will have accompanying Safety Data Sheets(SDS). Two(2) copies will be provided, one(1) for the site and one(1) for records archive.
Grounding and Earthquake Stabilization Standards The NPS has adopted the Motorola R56 Standards and Guidelines for Communication Sites at all our telecommunications sites and facilities. Compliance with these standards is expected and should be included in the proposal and any quality control process. Awardee will provide necessary materials and services to ensure all applicable earthquake supports and grounding of outdoor equipment and hardware in accordance with the R56 Standards.
Inventory and Equipment Control Customer will be provided with a detailed factory ‘pre-shipment’ inventory of all materials and equipment for the project. Customer will be provided copies of shipping invoices.
All materials and equipment will be inventoried post-shipment by awardee prior to installation. Post-shipment inventories will be provided to the Customer. The Customer will be provided time, opportunity and access to conduct their own inventory process prior to any installation actions and after if deemed necessary.

Responsibilities The Proposer/Awardee shall appoint a representative to be the primary point of contact for the exercise of this contract and the accompanying requirements to act in the roll of Project Manager for the duration of the project. The Project Manager will work with GGNRA and LLNS to facilitate effective resource management, escalations, approval processes, scheduling, communication, and reporting with engineers and other designated vendors as needed. The Project Manager is responsible for maintaining control of the project and assuring compliance with the project and Customer specifications and requirements as adopted within the contract not only for themselves but any subcontractors under their hire.
Although face-to-face communication and on-site meetings with the Customer and LLNS representatives are essential elements of the service, any activities that do not require face-to-face contact can and should be handled remotely or virtually to reduce cost and time.
Project Schedule Any project schedules shall be in a printable electronic format and will identify project deliverables, key milestones, resource assignments, and track project progress against each milestone. All parties will agree to collaboratively review and compare project milestones and deliverable dates prior to the execution of any services on the project. A copy of the project schedule will be available upon request in Adobe Acrobat .PDF, MSWord .doc, MSExcel .xlsx or other pre-agreed upon format.
Communications Plan The plan will involve representatives from the Proposer/Awardee and Customer and any other entities as mutually agreed between the parties for project kickoff meetings, periodic progress meetings, or problem escalations as needed. The plan can include the location and frequency of any such meetings, the format for formal communication and meeting minutes, agendas, attendee or distribution lists with contact details, methods of communication, and escalation and management level lists.
The Customer will make appropriate staff available for regular consultation and meetings with the Proposer/Awardee Project Manager and other team members as needed.
Site Access and Proposer Security Considerations GGNRA sites are controlled spaces and require escort for access and in some cases may require background investigations.
The Proposer/Awardee shall provide the Customer with a complete list of project personnel requiring access to any Customer controlled or managed site or facility associated with the work under contract.
Proposer/Awardee personnel includes subcontractors of the Awardee. This document will include as a minimum the following information.
Name: First, Middle, Last Driver’s License or State ID # Date of Birth Employer Company Name Employment Address of Record (daily work location) Employment Administrative Phone# (unit supervisor or dept head) Cellphone # (work or personal) and work Email address The personnel list shall be provided to the GGNRA Project Manager at least one full work week prior to any scheduled on-site access or work.
Personnel who are not on the Proposer/awardee provided list or that do not pass a background check may not be allowed access to some or all GGNRA sites.
*Mid-project personnel changes are acceptable, though each individual will require the same level of information and vetting as the original team members which may cause some delay in allowed access.
Pre-award, pre-proposal and post-award site visits can be arranged through the Customer C.O./C.O.R.
GGNRA reserves the right to schedule fixed dates for the initial site walk-throughs and reviews that all Proposers may attend at their discretion, though it is HIGHLY recommended that any interested Proposers attend to get a better understanding of the infrastructure as installed at each site.
Change Management Plan Each party will work closely with the other to manage any scope changes through the term of the project and understand their impact on the project performance from a cost, quality, and schedule perspective.
Any changes will be monitored by the Customer’s contracting office for legal compliance with the Federal Acquisition Regulations (FAR).
Quality Standards and Procedures Quality standards and procedures documents for any stage, phase or step of the project may be provided by the Customer that will be adopted into the contract. If no quality control documentation is provided by Customer prior to execution of these requirements, the standards and procedures will default to the Proposer’s/Awardee’s quality control best practices guide/s. In all cases it is expected that the quality control processes will lead to full performance of the requirements as stated in this document.
Billing and Invoicing In all cases billing and invoicing shall be completed through SAM.gov which will require an Awardee to be registered within that system. Where allowed, at the discretion of GGNRA and contracting officials assigned to this contract, billing and invoicing may have a scheduled bench-mark structure. The awardee desiring this invoicing structure will provide a suggested payment schedule. Failing a billing schedule, the Awardee shall be paid for all equipment and services during the final close out activities.
The Customer shall not pay for services or equipment not verified to have occurred in any case.

All microwave paths designs are preliminary, pending final path surveys and frequency coordination. This includes:
• Antenna selections, antenna centerlines, and antenna mounts and location drawings
• Total transmission line lengths.
• Path calculations and profiles.
• The size, type, quantity and configuration of each component.
For the purposes of the Microwave Path Survey and Frequency Planning, LLNS is the frequency manager for the proposed system and transceivers and has obtained the frequency authorizations. LLNS Project Manager should be consulted for frequency assignments when data points are required.
The results of the path survey will be utilized by Proposer for preparation of final performance calculations.
Survey Procedures Proposer shall ensure path calculation sheets are generated for each hop, based upon the recommended centerline heights. Antenna sizes and the choice of propagation protection diversity are chosen to meet the required fade margin and the desired path propagation reliability of 99.999% or better.
Warranty of Path Engineering Services Proposer shall warrant that the installed radio communication path will conform to Customer’s multipath performance reliability objectives when Proposer has performed the path survey, recommended the path design, and implemented such recommendations for at least one (1) year from the date of acceptance of the project completion. This will include any physical mounting and line of site issues during the warranty period.
Documentation All Proposer project documents and records shall be maintained and current and copies, including drawings, illustrations, schedules, Inventories, user and service manuals or quality control records shall be provided to the Customer prior to project completion and sign-off period. All final documents must include any information ‘as-built’ and will include any changes, additions or deletions extant upon completion of installation and quality control actions.
Microwave Site Design The Proposer representative overseeing implementation (“Project Engineer”) will perform field site surveys to verify that telecommunications equipment can be installed, powered and commissioned effectively at each site, antennas, waveguide and accessories can be connected to radios (towers, shelters and buildings), and Customer traffic, alarms and dehydrator lines are fully engineered.
Microwave Site Survey The microwave site survey is intended to gather data and identify the gap(s) between the site’s present state and the site readiness for equipment installation, document any visible issue with the existing infrastructure and equipment that would pose a quality or safety issue during installation, gather environmental data and requirements for telecommunication equipment to function properly (including but not limited to HVAC, temperature, humidity, the general state of the facility as well as seismic evaluation and compliance if required), record flooring, ceiling, grounding, racking data and requirements to mount new equipment (including floor plans, relay rack profiles, aisle numbering plans, and ceiling hangers, ladders, and anchor materials required to meet quality and safety standards.
The survey is also intended to record AC, DC, grounding (as is and to be), and breaker assignments and ensure power and grounding standards are met, identify demarcation types and location between new and existing equipment as well as the type of termination and the details required to terminate to the Customer provided equipment, identify existing radio equipment (fixed and mobile) as well as their operating frequencies, record existing waveguide, dehydrator component and their associated cabling, identify all required or existing tower structures, mounting structures, antenna mounting types, waveguide ladder systems, entryway into telecom shelters, and energy sources.
The results of the Proposer’s survey will be published and released in a site survey report to Customer and Proposer and will be utilized by Proposer for preparation of final power calculations, waveguide requirements, field OEM requirements, installation specifications, field test plans, and traffic cutover plans.
In the event where Proposer will not be performing the site survey, Customer can provide available As- Built documents needed to Proposer to complete the site engineering and final system design.
Field Installation Management Awardee will manage the day-to-day activities of the field installation and installation team with support from Customer to quickly resolve issues and ensure the project remains on schedule as per the agreed project schedule.
Awardee is responsible for providing any health and safety mitigation equipment, PPD, transport, tools, materials and support during the installation process.
Installation, Integration and Testing The Proposer’s installation, integration, and testing services should include design-supported methodologies, product expertise, and field-proven processes to help ensure a quality installation and testing of critical system paths and hardware so that the network performs according to its design. The Awardee will designate a primary point of contact to answer any Customer questions, provide guidance, and address issues specific to this service.
• Please note that plastic tie wraps for cable management are considered unacceptable. Use of hook and loop fastening strips or something similar that does not pinch or damage cables is desired.
Scope Delivery of this service will utilize the design documentation developed as part of the planning and design phase. Field crews will utilize this (Installation Plan or Checklist) documentation to:
• Install indoor and outdoor microwave equipment, accessories, and components
• Perform system integration
• Perform system testing and quality control documentation
An inspection will be performed with the Awardee and Customer representatives after completing the physical installation. Workmanship deficiencies will be noted on a punch list for correction. This inspection is not intended to verify operation of the new system or suitability of components, but rather to inventory and document that all equipment and materials from the schedule of values are installed to acceptable workmanship quality standards. Site drawings will be reviewed and red-lined to reflect the installed condition.
Testing Test crews will begin work as soon as feasible after installation is complete. A Test Plan will be provided to the Customer. Testing, based on a standard set of Awardee test cases, will be performed on all provided equipment to confirm configuration, operation, and manufacturer’s specifications. Any test procedures or ‘Test Plans’ provided will be reviewed and possibly changed by the Customer prior to implementation and scheduling. Test data will be recorded on field test sheets, and/or electronically by technical field personnel who will also be responsible for documenting test results and any changes made to the design documentation. Copies in electronic format of all test and quality control documentation shall be provided to the Customer prior to final project acceptance.
The Awardee’s test crews will be trained on the infrastructure equipment and utilize appropriate test equipment to perform all tests. Test equipment will have valid calibration certifications, which can be verified prior to commencing any tests.
Commissioning tests will consist of a set of standard Awardee’s test cases and include turn-up and performance verification tests and circuit tests to verify end-to-end continuity and equipment operation as well as any other tests documented in the field acceptance test plan. The field acceptance test plan shall be approved and agreed to by the Awardee and Customer prior to test execution. Test results will be recorded on field test data sheets and/or electronically and submitted to the Customer.
The Field Acceptance Test Plan will be expected to include the following, but does not exclude other data points...
- Inclusion/exclusion of any specific test or quality control element listed here on the final Test Plan will be considered on a case-by-case basis. The Test Plan is an effort at quality control, proof of operation and baselining operational data for future preventative and corrective actions and whatever testing is required to achieve those goals will be considered.
