Statement of Work

Part 1: Scope/Background/Objective

1.1 Scope of Work

The contractor shall source and deliver an extended arm mini excavator with a track width of 61.8 inches. The mini excavator should have an extendable arm of a multi-attachment coupling that allows for the equipment operator to switch attachments on and off in the safety of the operator’s cab. The delivery location is 74485 National Park Drive, Twentynine Palms CA, 92277.

1.2 Background

Joshua Tree National Park’s trail division and sign division have a requirement to provide the 3 million park visitors with a trail system that can be navigated safety and recreated on sustainably. Trail maintenance staff are required to build trail structures with rock weighing up to 300+ lbs. most projects require the park to purchase rock from an outside source. This forces trail staff to manually hand load and unload rock at project locations. The mini excavator will drastically reduce repetitive motion injuries and speed up project timelines.

The parks sign division is required to provide directional information along the roadsides and at all trailhead locations to guide and inform visitors with the park’s rules and regulations, trail specifications, and directional information. To accomplish this task, the sign team have drilled signpost footings with a gas and or battery power auger, this works only in sandy locations. Where most of the signpost footing locations are off the roadside shoulder or trail side corridor in uneven, rocky terrain making the use off a hand operated auger unpractical since it will get bogged down with rocks and bedrock in the earth.

1.3 Objective

The objective of this contract is to provide Joshua Tree National Park Trail staff with a mini excavator with an extendable arm capable of a multi-attachment coupling that allows for the equipment operator to switch attachments on and off in the safety of the operator’s cab. The equipment specifications are based on a Bobcat E32 R2-Series with the cab deluxe package with the extendable arm feature. All units submitted for quote shall meet or exceed the minimum salient characteristics per the bellow specifications. An example of an acceptable product is Bobcat E32 R2-Series with the cab deluxe package with the extendable arm feature. The contractor will provide delivery to the park in Twentynine Palms CA.

Part 2: Contractor Tasks & Supplies The contractor will provide a compact mini excavator with extendable arm that conforms with the following minimum requirements.

I. Arm configuration that is a clamp ready telescoping arm with a quick attachment mounting system, quick couplers, clamp mounts, port releases and fingertip controls.

II. Max dig depth of 153.2 inches.

III. Maximum reach at ground level of 225.3 inches.

IV. Max dump heigh of 154.2 inches.

V. A Lift radius of 118 inches.

VI. A rated lift capacity of 2733 lbs.

VII. A bucket digging force of 7,284 lbf.

VIII. Arm digging force 4,592 lbf.

IX. A left boom swing of 75 degrees.

X. A right boom swing of 55 degrees.

XI. An operational weight of 8,497 lbs.

XII. A high travel speed of 2.9 mph.

XIII. A low travel speed of 1.6 mph.

XIV. A hydraulic system with auxiliary pressure of 2,987 psi.

XV. A length of the mini excavator of 187.6 inches.

XVI. Total height of the excavator with an operator’s cab of 96.2 inches.

XVII. Standard rubber tracks with a track width of 61.8 inches.

XVIII. A dual flange roller system.

XIX. A diesel engine able to produce 24.8 horsepower.

XX. A conventional trail swing.

XXI. Arm breakout force of 4,690 lb. (20,861N).

XXII. A bucket breakout force of 7284 lb. (32,402N).

XXIII. Windshield wipers for the cab operator.

XXIV. A deluxe cab package option that provides the operator with:

a. An enclosed cabin.

b. A HVAC system.

c. Keyless start up system.

d. A high back suspension seat.

e. A 7-inch touch display with the ability to provide fault code information.

f. A system to track the overall equipment’s health via blue tooth device or a computer synced up to track operation hours, receive maintenance reminders, track maintenance intervals.

XXV. An undercarriage designed for increased ground clearance.

XXVI. Automatic slew brakes for easer loading and position the equipment on a trailer.

XXVII. Greaseless boom swing cylinder pin joint.

XXVIII. Sealed bushing in the boom cylinder pin joint.

XXIX. Swing castings and cylinders remain within the tracks when the digging in the offset position.

XXX. Straight hydraulic lines in the service bay, 90-degree hydraulic lines in the service bay will NOT be accepted.

Part 3: Contract End Items

Upon delivery of the mini excavator and final inspection and approval of the trail supervisor the contract will be complete. At the park headquarters located at 74485 National Park Drive, Twentynine Palms CA, 92277.
