About this file
This is a Statement of Work (SOW) for the replacement of a faulty Computer Room Air Conditioner (CRAC) system at the GHSC Data Center. The project is being solicited by the Department of the Interior US Geological Survey Office of Acquisitions and Grants under solicitation number 140G0226Q0098.
The contractor shall remove the existing CRAC unit, install a new unit connected to the existing chilled water or direct expansion system and electrical infrastructure, and perform integration and testing to validate airflow, cooling capacity, and compliance with ASHRAE standards for temperature and humidity. The contractor must provide qualified technicians, all necessary equipment and tools, and ensure safe and efficient completion while minimizing disruption to critical systems. Deliverables include a fully operational CRAC unit meeting manufacturer specifications, comprehensive testing documentation confirming cooling performance and environmental compliance, and updated system diagrams, inventory records, and detailed installation and configuration reports. Acceptance criteria require the unit to be installed and tested per manufacturer specifications with formal certification of operational readiness provided by certified technicians, no disruption beyond agreed-upon downtime, and delivery of approved documentation. The GHSC/NEIC Facilities and IT Team will coordinate data center access, manage required downtime, validate installation, review test results, and provide formal sign-off upon successful project completion.

Statement of Work (SOW)
Project Title:
Computer Room Air Conditioner (CRAC) Upgrade – GHSC Data Center
1. Purpose The purpose of this project is to replace an existing faulty Computer Room Air Conditioner (CRAC) system in the GHSC Data Center improving cooling efficiency, maintaining optimal environmental conditions, and ensuring reliable operation of mission-critical IT equipment.
2. Scope of Work The scope of work includes the following activities:
· Removal of Existing CRAC Unit
· The contractor shall remove the existing Computer Room Air Conditioner (CRAC) unit. This process includes safely disconnecting and decommissioning the current system and ensuring its proper disposal in compliance with all environmental and safety regulations.
· Installation of New CRAC Unit
· The Contractor shall ensure the new CRAC unit will be delivered and positioned in the designated location within the data center. The installation will include connecting the unit to the existing chilled water or direct expansion (DX) system and electrical infrastructure. After installation, the unit will be configured and calibrated to achieve optimal cooling performance.
· Integration and Testing
· The contract shall ensure integration and testing will be conducted to validate airflow and cooling capacity. Environmental testing will be performed to ensure that temperature and humidity levels meet ASHRAE standards and comply with operational requirements.
· Documentation
· The contractor will update documentation to reflect the changes. This includes revising system diagrams, updating inventory records, and providing detailed installation, configuration, and maintenance documentation for future reference.
3. Deliverables
· The contractor will deliver a fully installed and operational CRAC unit that meets all manufacturer specifications and environmental requirements. Comprehensive testing will be performed to confirm cooling performance, airflow capacity, and compliance with temperature and humidity standards. In addition, updated documentation will be provided, including system diagrams, inventory records, and detailed installation and configuration reports to ensure proper maintenance and future reference.
4. Responsibilities
· Vendor/Contractor:
· The vendor or contractor will provide qualified technicians to perform the removal of the existing CRAC unit and the installation of the new system. They will also supply all necessary equipment, tools, and materials required to complete the project safely and efficiently.
· GHSC/NEIC Facilities & IT Team:
· The GHSC/NEIC Facilities and IT team will coordinate data center access and schedule any required downtime to minimize disruption to critical systems. They will also validate the final installation, review test results, and provide formal sign-off upon successful completion of the project.
5. Acceptance Criteria
· The CRAC unit must be installed and tested according to manufacturer specifications. Startup and commissioning will be completed by certified technicians, and a formal certification of operational readiness will be provided. There should be no disruption to critical systems beyond the agreed-upon downtime. All documentation must be delivered and approved as part of project completion.
