About this file

This is Amendment 0002 to Solicitation 140G0226Q0098, issued by the USGS OAG Denver Acquisition Branch on August 20, 2026. The amendment extends the proposal deadline to September 17, 2026, at 3:00 PM Mountain Time and provides responses to 22 Request for Information (RFI) questions submitted by potential offerors.

The solicitation concerns the procurement of a computer room air conditioning (CRAC) unit replacement, designated DS035, for a data center facility. Key technical specifications include: the unit must operate within room temperature parameters of 68-74 degrees Fahrenheit, humidity of 25-45%, and pressure requirements of 12-25 pascals in the subfloor and 5-12.5 pascals in the overall room. The government is open to factory-certified refurbished units provided they have a minimum 10-year end-of-life and one-year warranty from startup. The replacement unit must use refrigerants with a Global Warming Potential (GWP) below 700, with 454B or R-32 (A2L) preferred per AIM Act and EPA requirements. Technical responses are limited to five pages. The unit must accommodate specified door and window dimensions for delivery and installation. The award type is Firm Fixed Price. The Period of Performance is October 1, 2026, to December 1, 2026, with flexibility for adjustment to accommodate manufacturer lead times and coordination requirements. Technical Point of Contact: Thomas A. Telesha (ttelesha@usgs.gov); Administrative POC: Robin Davis (rmdavis@usgs.gov); Contract Specialist: Philip Robinson (philip_robinson@iod.doi.gov).

The purpose of this amendment is to provide responses to RFIs and to extend the proposal deadline.

a) The proposal due date has been extended to

September 17, 2026, at 3:00 PM (Mountain

Time).

b) Q5: Given the broad nature of the solicitation and current CRAC lead times in excess of 16 weeks, are there any technical acceptance criteria that require a specific

CRAC solution

(factory-new unit versus factory-certified refurbished unit, etc.)?

A5: We are open to considering a factory certified refurbished unit, provided it has a minimum end of life of 10 years and a one year warranty from date-of-startup.

Q6: What are the room temperature, humidity, and pressure requirements (or what class of data center is this location considered)?

A6: Room Temperature: 68 - 74 degrees(F)

Humidity: 25% - 45%

Pressure:

Subfloor: 12-25 pascals

Overall Room: 5-12.5 pascals

Q7. Is the Technical limited to five (5) pages or ten (10) pages?

A7: Please limit the technical response to

5 pages.

Q8. Could you please attach a picture of the breaker that feeds Panel EH7B?

A8: See attachments for the photos.

Q9: Does the government have any specifications for the existing raised floor in case we need to modify or replace any raised floor during the installation?

A9: No other specifications except that any changes be contained to the area occupied

Q10: Does the hot return air extension above the CRAC unit only extend into the drop ceiling, or does it fully duct to the hot aisle containment?

A10: Hot air return extends to the drop ceiling.

Q11: What MERV filters does the government require?

A11: MERV8 - MERV11

Q12: Is the replacement unit required to have 454B/R-32 (A2L) refrigerant, or is it acceptable to supply a unit that uses R410A or another refrigerant?

A12: In accordance with the AIM Act and EPA

Technology Transitions requirements, U.S.

Government data centers must use refrigerants with a GWP below 700. Accordingly, 454B or R 32

(A2L) is the preferred option.

Q13: Is it appropriate to submit a Bid

Option for the second unit that can be exercised in the next year, while understanding the Base Bid is the direct comparison for the

LPTA price analysis?

A13: Unfortunately, we will not be able to accept a bid for an additional unit. This will require a second request for bid in FY27.

Q14: Please identify the

Government-approved equipment path and provide the dimensions of the available doors, windows, corridors, stairs, hatches, and other openings.

A14: The unit will need to be dropped into the basement using existing windows (dimensions

101¿x 56¿) and the unit will need to be passed through two doorways (38¿ wide x 96¿ height ) and the data center doorway

(35¿ wide x 79¿ height).

A15: If the unit can be separated into sections the building elevator (doorway 42¿ wide x 84¿ height with the room 80¿ wide x 63¿ deep) that can be used.

Q16: Please provide the dimensions of the opening and available working clearances within the brick condenser enclosure.

A16: The condenser is located on the south side of the building on a 5ft x 12ft cement pad. Access to this area is currently available via a walkway from 18th street.

Q17: Please confirm whether the existing condenser can be removed and the replacement condenser installed through the existing opening without removing or modifying masonry, fencing, gates, panels, or other portions of the enclosure.

A17: This walkway is being used as a staging area by the current ERMF building construction, we will need to coordinate with current construction companies to ensure there is enough room made available to move the condenser equipment to/from the pad.

Q18. If any enclosure modification is required, please identify whether that work is the responsibility of the Government, the

Colorado School of Mines, or the contractor.

A18: We will need to coordinate with current construction companies to ensure there is enough room made available to move the condenser equipment to/from the pad.

Q19: Please identify the approved location for delivery, unloading, temporary staging, and mechanical handling of the DS035 and condenser.

A19: Delivery will be at the front door of our facility. There is room in the lobby for equipment staging and configuration for movement of indoor equipment if that is what is needed.
