Scope of Work

Reconstruct Taxiway Portion of the Texas White House Parking Route 906 Lyndon B. Johnson National Historical Park

29 October 2020

1. Location and Facilities: The Visitor Center/Headquarters (VC/HQ) building is located at 100 E. Ladybird Lane, Johnson City, in Blanco County, Texas. Ladybird Lane is two blocks South of Main Street (US 290) and can be accessed via F Street or G Street. The LBJ Ranch, from park headquarters, can be accessed by taking Highway 290 westbound for fifteen miles towards Stonewall, in Gillespie County, Texas. Turn north (right) on Ranch Road 1 to Klein road and Park Road 49. For more information see the Park website at http://www.nps.gov/lyjo.

The Airstrip (and Taxiway) was built in stages beginning in April 1953 with a grass strip for small airplane takeoffs and landings. Sometime later (date unknown) the grass landing strip was replaced with a gravel strip. The first asphalt-surfaced strip was built in 1960/61, and in 1964, the present configuration was designed to allow use by larger aircraft. In 2012 the Taxiway was micro-sealed.

The windrow pick-up equipment shall be operated in such a manner that substantially all the mixture deposited on the roadbed or prepared surface is picked up and loaded into the finishing machine without contamination by foreign material. The windrow pick-up equipment will also be so operated that the finishing machine will obtain the required line, grade and surface without resorting to hand finishing. Any operation of the windrow pick-up equipment resulting in accumulation and subsequent shedding of accumulated material into the HMA mixture will not be permitted.

v. When approved by the COR, level-up courses may be spread with a motor grader that meets the requirements of this specification item.

PMIS 228351 Reconstruct Taxiway RT 906 Page 14

vi. The spreading and finishing machine shall be operated at a uniform forward speed consistent with the plant production rate, hauling capability and roller train capacity to result in a continuous operation. Stopping of the spreading and finishing machine between trucks is to be held to a minimum. If, in the opinion of the COR, delivery of material is adversely affecting the condition of the HMA layer (excessive stopping of the spreading and finishing machine, loss of mixture temperature, etc.), the COR may require paving operations to cease until acceptable methods are provided to minimize starting and stopping of the spreading and finishing machine.

vii. The hopper gates of the spreading and finishing machine shall be adjusted to provide an adequate and consistent flow of material. This shall result in enough material being delivered to the augers so that they are operating approximately 85 percent of the time or more. The augers shall provide means to supply adequate flow of material to the center of the paver. Augers shall supply an adequate flow of material for the full width of the mat being placed, as approved by the Engineer or designated representative. Augers should be kept approximately one-half to three-quarters full of HMA mixture at all times during the paving operation.

viii. When the HMA mixture is placed in a narrow strip along the edge of an existing pavement, or is used to level up small areas of an existing pavement or is placed in small irregular areas where the use of a finishing machine is not practical, the finishing machine may be eliminated when permitted by the

COR.

ix. The paving material adjacent to castings and flush curb and gutter and structures shall be finished uniformly high so that when compacted, it will be slightly above but not more than 1/8 inch (3 mm) above the edge of the casting or gutter lip.

1. Compaction: The pavement layers/lifts shall be compacted thoroughly and uniformly to obtain the compaction and cross section meeting the requirements indicated in this specification item. Final density shall be 95% of mix design maximum density.

i. Regardless of the method used for compaction, all rolling to achieve specified density shall cease before the temperature of the HMA mixture drops below 175F (80C).

ii. Rolling with a pneumatic tire roller shall be used to seal the surface. Rolling with a tandem or other steel-wheel roller shall be provided if required to iron out any roller marks. Surface sealing and removal of roller marks may be accomplished at HMA temperatures below 175F (80C).

iii. Vibratory rollers shall not be allowed in the vibrating mode on layers with a plan thickness less than 1-1/2 inches (37.5 mm).

iv. The motion of the rollers shall be slow enough to avoid other than usual initial displacement. If any displacement occurs, it shall be corrected to the satisfaction of the Engineer or designated representative.

PMIS 228351 Reconstruct Taxiway RT 906 Page 15

v. The roller shall not be allowed to stand on pavement, which has not been compacted to minimum density requirements. In order to prevent adhesion of the surface mixture to the steel-wheel rollers, the wheels shall be thoroughly moistened with water; however an excess of water will not be allowed.

Necessary precautions shall be taken to prevent the dropping of diesel, gasoline, oil, grease or other foreign matter on the pavement, either when the rollers are in operation or when standing.

vi. The edges of the pavement along curbs, headers and similar structures, and all places not accessible to the roller, or in such positions as will not allow thorough compaction with the rollers, shall be thoroughly compacted with lightly oiled tamps.

vii. Rolling with a trench roller will be required on widened areas, in trenches and other limited areas where satisfactory density cannot be obtained with the approved rollers.

6. MEASUREMENT AND PAYMENT: Incorporated into the lump sum of the lime item to which this work is associated with.

Excavation

a. Excavate to the lines and grades shown on the plans or as directed. Provide slopes, benching, sheeting, bracing, pumping, and bailing as necessary to maintain the stability and safety of excavations up to 5 ft. deep.

i. Keep any topsoil that has been removed separate, and replace it, as nearly as feasible, in its original position when excavating for installation of structures across private property or beyond the limits of the embankment. Restore the area to an acceptable condition.

ii. Dispose of material not incorporated into the final project at a designated area with the park as directed by the COR.

b. Culverts and Storm Drains. When the design requires special bedding conditions for culverts or storm drains, an excavation diagram will be shown on the plans. Do not exceed these limits of excavation. Construct pipe structures in an open cut with vertical sides extending to a point 1 ft. above the pipe unless otherwise shown on the plans. When site conditions or the plans do not prohibit sloping the cut, the excavation may be stepped or laid back to a stable slope beginning 1 ft. above the pipe. Maintain the stability of the excavation throughout the construction period. Construct the embankment for pipe to be installed in fill above natural ground to an elevation at least 1 ft. above the top of the pipe, and then excavate for the pipe.

PMIS 228351 Reconstruct Taxiway RT 906 Page 16

c. Unstable Material. Remove the material to a depth of no more than 2 ft. below the grade of the structure when unstable soil is encountered at established footing grade, unless the Engineer authorizes additional depth. Replace soil removed with stable material in uniform layers no greater than 8 in. deep (loose measurement). Each layer must have enough moisture to be compacted by rolling or tamping as required to provide a stable foundation for the structure.

Backfill

a. General. Backfill the excavation after placement of the permanent structure as soon as practical. Use backfill free from stones large enough to interfere with compaction;

large or frozen lumps that will not break down readily under compaction; and wood or other extraneous material. Backfill material shall be similar to the material gradation shown or approved by the COR.

b. Place backfill in layers no greater than 10 in. deep (loose measurement) in areas not supporting a completed roadbed, retaining wall, or embankment. Place backfill in uniform layers no greater than 8 in. deep (loose measurement) in areas supporting a portion of a roadbed, retaining wall, or embankment. Compact each layer to meet the density requirements of the roadbed, retaining wall, embankment material, or as shown on the plans.

c. Bring each layer of backfill material to the moisture content needed to obtain the required density. Use mechanical tamps or rammers to compact the backfill. Rollers may be used to compact backfill if feasible.

d. Use approved bedding material for storm piping and inlets. Use marking tape to designate pipe location. Backfill using approved base material.
