About this file
This document contains answers to questions from offerors on a solicitation for the reconstruction of a taxiway at a national park. The solicitation calls for rehabilitation and repair of approximately 650 linear feet of existing storm sewer, including installation of a new catch basin and 6-inch pipe. Offerors are responsible for conducting their own density testing, and the National Park Service reserves the right to conduct additional testing. Construction equipment may access the site via specified roads. Runway lights must be returned to their original locations. COVID safety protocols include wearing masks when social distancing is not possible, frequent hand washing, and staying home when sick. The contractor staging area is located at the east end of the taxiway. Geotextile fabric is required under the riprap layer. Dual-hatted positions may be maintained by a single individual if qualified. The contractor can obtain water from a fire hydrant alongside the taxiway using a certified backflow prevention device, drawing a maximum of 10,000 gallons per day. The contractor must coordinate dust and noise control during pulverizing and demolition with the park. Excess material and debris will be disposed of in the park's designated bone yard or properly disposed of by the contractor. A possible temporary parking lot is also identified.

Attachment 10: Solicitation Questions and Answers
1. Will storm drains be cleaned throughout length of pipe all the way to drainage ditch? Is there a drawing and what is the length overall for drainage boxes and piping? Where would drainage product be disposed at?
The entire length of the existing storm sewer is approx. 650 L.F. Rehabilitation includes installation of the new catch basin and corresponding 6” pipe. Only the inlets effected by the project (6 to 8 ea.) should be repaired/rehabbed with the assumption that nothing with be replace (basins, risers, grates, etc.). In order to make sure the storm sewer is operational at the end of the project, the system (all 650 L.F.) may need to be cleaned.
Prior to testing the operation of the storm sewer, the NPS will clean the daylighted outlet of the system.
2. Who provides density testing? It is the Contractors responsibility to have the testing done with results given to the NPS. However, the NPS has the right to do its own testing as well.
3. What is the route for construction equipment such as dump trucks, etc. Contractor may use James Davis (2 lane road from Taxiway to Bailey) to enter the site apposed to following the tour route. Contractor may also exist using the inbound lane on Bailey. In either case, this should be designated in the traffic control plan along with the location of flaggers.
4. Are runway lights location specific? Yes, lights need to be returned to original location as closely as possible.
5. Are there any extra Covid restrictions the park requires? Wear a mask when 6’ distance cannot be maintained. Wash hands often. Don’t come to work it you feel sick.
6. Where would the contractor staging area be located? All contractors were shown the location visually. Located at the east end of the taxiway on the southwestern end the runway, no staging is to impede the actual runway at any time.

Attachment 10: Solicitation Questions and Answers
7. Is a geotextile fabric layer required with the riprap? Fabric layer was discussed and should be added to the cost proposal. Fabric should just cover the top of the riprap layer to prevent fines from the base material from mixing in with the riprap.
8. Are dual-hatted positions maintained by one individual okay? Yes, accompanied with the experience and qualifications.
9. Where will contractor acquire water for all construction requirements? Contractor can get water from the fire hydrant alongside the Taxiway. A certified (must be provided) backflow device must be used. A maximum of 10,000 gallon’s per day may only be drawn.
10. Pulverizing and demolition of the taxiway will produce large amounts of dust and debris and high noise levels producing potential safety hazards. Should contractor schedule with park for this evolution? Absolutely, contractor and park will collaborate for specific scheduling requirements.
11. Where will the debris and spoils from project be disposed of? A designated area in the parks bone yard (approximately 2 miles round trip) will be available for the material removed from the dig out areas or excess topsoil from the path, and any spoils for the cleanout of the storm sewer. All other debris and trash must be properly disposed of by the contractor.
12. Where is the Movie Field that is discussed in the SOW as a possible temporary parking lot?
