SCOPE OF WORK

FOR THE

INSPECTION AND TESTING

OF

WATER-BASED FIRE PROTECTION SYSTEMS

AT

OLYMPIC NATIONAL PARK

PART 1 - GENERAL

1.1 Description of Work

In accordance with this scope of work and the requirements specified herein, and with National Park Service (NPS) Reference Manual 58 (Structural Fire Management), National Fire Protection Association (NFPA) standards and codes referenced in Section 1.5 of this scope and all other applicable NFPA codes, and Federal, State and local codes and regulations, Contractor shall provide all labor, supervision, equipment, tools, travel, parts and materials necessary to properly inspect, test, maintain and repair as regularly scheduled and as needed, the fire sprinkler systems and components of Olympic National Park, hereinafter known as “Park”, as specified herein, and any additions thereto. Periodicity of inspection, testing, maintenance, and repair shall be in accordance with applicable sections of this scope and applicable NFPA codes and standards.

The contract award will be for the initial year of NFPA required annual inspection and testing with four subsequent option years. Year 2 will include NFPA required annual testing and inspection, as well as NFPA required 5-year inspection and testing.

1.2 Qualifications

Contractor shall be a company specializing in inspection, testing, maintenance, and repair of water-based fire suppression systems, their components and appurtenances.

1.3 Experience

Contractor shall have continuously performed inspection, testing, maintenance, and repair of water-based fire suppression systems, their components and appurtenances for the past five years.

1.4 Definitions

Authority Having Jurisdiction (AHJ): The organization, office, or individual responsible for approving equipment, materials, an installation, or a procedure.

The NPS Regional Structural Fire Management Officer is the AHJ for this project.

Backflow Preventer: A device designed to prevent the flow of water or other liquids, mixtures, or substances into the distributing pipes of a potable supply of water from any source or sources other than its intended source.

CO: Contracting Officer

COR: Contracting Officer’s Representative

Emergency Impairment: A condition where a water-based fire protection system or portion thereof is out of order due to an unexpected occurrence, such as a ruptured pipe, an operated sprinkler, or an interruption of the water supply to the system.

Fire Pump: A pump supplying water at the flow and pressure required by water-based fire protection systems.

Impairment: A shutdown of a system or portion thereof.

Inspection, Testing, and Maintenance Service: A service program provided by a qualified contractor or qualified owner’s representative in which all components unique to the property’s systems are inspected and tested at the required times and necessary maintenance is provided.

This program includes logging and retention of relevant records.

Inspection: A visual examination of a system of portion thereof to verify that it appears to be in operating condition and is free of physical damage.

Testing: A procedure used to determine the status of a system as intended by conducting periodic physical checks on water-based fire protection systems such as water-flow tests, fire pump tests, alarm tests, and trip tests of dry pipe, deluge, or pre-action valves at intervals specified in the appropriate chapter(s) of NFPA 25.

Preplanned Impairment: A condition where a water-based fire protection system, or a portion thereof, is out of service due to work that has been planned in advance.

Private Fire Service Main: The pipe and its appurtenances located on private property between a source of water and the base of the riser for automatic sprinkler systems, that can include supply and distribution piping installed aboveground, in trenches, and inside or outside of buildings.

Qualified: Having knowledge of the installation, construction, or operation of water-based fire protection systems, their components and appurtenances, and the hazards involved.

Sprinkler System:

• Antifreeze Sprinkler System. A wet pipe system using automatic sprinklers that contains a liquid solution to prevent freezing of the system, intended to discharge the solution upon sprinkler operation, followed immediately by water from a water supply.

• Wet Pipe and Antifreeze Sprinkler - A sprinkler system employing automatic sprinklers attached to a piping system containing water and connected to a water supply so that water discharges immediately from sprinklers opened by heat from a fire.

• Dry Piper Sprinkler – A sprinkler system employing automatic sprinklers that are attached to a piping system containing air or nitrogen under pressure, the release of which (as from the opening of a sprinkler) permits the water pressure to open a valve known as a dry pipe valve, and the water then flows into the piping system and out the opened sprinklers.

Standpipe System (to include Dry and Wet Standpipes): An arrangement of piping, valves, hose connections, and allied equipment installed in a building or structure, with the hose connections located in such a manner that water can be discharged in streams or spray patterns through attached hose and nozzles, by means of connections to water supply systems or by means of pumps, tanks, and other equipment necessary to provide adequate supply of water to the hose connections.

System Riser: The aboveground horizontal or vertical pipe between the water supply and the mains (cross or feed) that contains a control valve (either directly or within its supply pipe), pressure gauge, drain, and a waterflow alarm device.

PART 2 - CONTRACT HOURS AND RESPONSE TIMES

2.1 General

All inspection and testing services shall be scheduled to be performed during regular working hours, as described herein. All services shall be performed in a timely and professional manner in order to provide the best possible protection of the building occupants and property of the Park.

2.2 Regular Working Hours

Regular working hours are from 8:00 a.m. to 4:30 p.m., Monday through Friday, excluding federally observed holidays.

2.3 Overtime Hours

Only emergency repairs shall be authorized during overtime hours (4:31 p.m. to 7:59 a.m.). All overtime work must be approved by the AHJ and the COR prior to being initiated.

2.4 Weekends and Federally Observed Holidays

Only emergency repairs shall be authorized during weekends and holidays. All weekend and holiday work must be approved by the AHJ and the COR prior to being initiated.

Part 3 - Reports

3.1 Written Reports

Contractor shall prepare written reports of all inspection and testing results. These completed reports shall be presented to the Park after work is completed. The contractor may use their own form or may request the forms below from Park.

• NPS Wet Pipe ITM Form (Form AS-1)

• NPS Dry Pipe ITM Form (Form AS-2)

• NPS Backflow Prevention Assembly Test Form (Form BF-1)

Part 4 - Inspection and Testing; Maintenance and Repairs

4.1 Inspection and Testing

Counts specified below are projections based on the Park’s most current information available at the time of bid release, and may vary depending upon contract award date, service history, and other factors. At a minimum, the contractor shall perform all required annual inspection, testing and maintenance as defined in and by NFPA 13 and 25, and this scope of work.

Per the Regional NPS AHJ, only annual and five-year inspections are required.

The inspection and testing of backflow prevention devices are not required in this scope of work.

4.2 Collection and Disposal of Fluids

The Contractor shall make provisions for the proper collection and off-site transportation and proper disposal of any antifreeze solutions, and other fluid additives, used during flushing or testing of the systems and components identified herein. Diversion of antifreeze solutions and other fluids onto the ground or into drains or waterways is not approved. The collection, transportation and disposal of antifreeze solution and other fluids used during flushing and testing shall be in accordance with applicable Federal, State, and local wastewater collection, transportation, and disposal standards and procedures.

4.3 Wet Pipe Fire Sprinkler Systems

Wet pipe fire sprinkler system inspection and testing shall be performed in accordance with this Scope of Work, and NFPA 25 (2011).

4.4 Dry Pipe Fire Sprinkler Systems

Dry pipe fire sprinkler inspection and testing shall be performed in accordance with this Scope of Work, and NFPA 25 (2011).

4.5 Backflow Prevention Assemblies

Inspection and testing of backflow prevention assemblies is not included in this scope of work.

4.6 Obstruction Investigation

The Contractor shall perform obstruction investigations in accordance with NFPA 25.

4.7 Repairs

Deficiencies discovered or required repairs beyond the work authorized under this scope of work, shall be documented and provided to the park as an itemized proposal of services. No repair, beyond what is allowed by this scope of work, shall be performed without being first reviewed and approved by the COR and/or AHJ. Repairs shall be performed by certified and/or licensed contractor personnel.

In no event shall parts or equipment removed from service be abandoned at the work site.

4.8 Parts and Materials

Parts and materials furnished by the Contractor shall be new, unused, and un-refurbished, unless otherwise required or permitted by the Contract. Replacement parts shall be of the same type and characteristics by the same manufacturer as the parts being replaced or shall be fully compatible and functional within that fire detection and notification system, equipment, or component.

4.9 Impairments/Emergency Impairments/Preplanned Impairments

The Contractor shall perform all impairment procedures in accordance with NFPA 25, to ensure that increased risks are minimized and the duration of the impairment is limited.

Part 5 - DELIVERABLES

5.1 Protection of Persons and Property

The Contractor shall take all necessary precautions for the protection of persons and property, including the Park’s employees, park partners, concessionaires, park visitors, and the general public. Any damages to Park property resulting from the Contractor’s performance of the contract shall be repaired to the Park’s satisfaction at the Contractor’s expense. All repairs must be approved by the Park prior to being initiated.

5.2 Inspection Schedule

After contract award, the Contractor shall coordinate a fire protection system inspection and testing schedule with the Park.

5.3 Ownership of Information

All professional and technical information developed under this contract, and all work sheets, reports, and related data shall become the property of the Park, and the contractor agrees to deliver reproducible signed copies of such documents to the Park on completion of the services hereunder, or at the Park’s request.

5.4 Contacts

The NPS CO shall designate a COR who shall have authority to direct the Contractor’s performance in matters relating to policy, information requirements and procedural requirements related to the contract work. The COR will monitor the contract and the performance of the Contractor, and any subcontractors. COR contact information will be provided to the Contractor at the time the contract is awarded. The Contractor shall provide telephone and/or cellular telephone numbers whereby the Contractor may be contacted during regular working hours, as defined herein..

5.5 Acceptance of Work

Completion of all work performed under the contract shall be subject to final acceptance by the Park.

The Contractor shall promptly correct all work rejected by the Park as faulty, defective, or failing to conform to the contract, whether observed before or after substantial completion of the work, and whether or not inspected, tested, or completed. The Contractor shall bear all costs of correcting such rejected work.

5.6 Right to Add or Delete Sites

The Park reserves the right to add or delete fire suppression systems, or related components, during the contract period. Contractor agrees to extend bid pricing to any fire suppression system or related component added to the contract.

5.7 Invoices

Invoices shall include:
