Solicitation no. 140P8322Q0043 – Attachment 1, Combined Synopsis/Solicitation
WATER BASED SPRINKLER SYSTEM ITM - OLYM
For this solicitation, please substitute the words “quote” and “Quoter” for “offer” and “Offeror.”
01 - DESCRIPTION. The National Park Service, Olympic National Park has a requirement for a single contractor to preform annual NFPA inspection and testing of park fire alarm and fire sprinkler systems. National Fire Protection Association (NFPA) standards and codes referenced in Section 1.5 of this scope and all other applicable NFPA codes, and Federal, State and local codes and regulations, Contractor shall provide all labor, supervision, equipment, tools, travel, parts and materials necessary to properly inspect, test, maintain and repair as regularly scheduled and as needed, the fire sprinkler systems and components of Olympic National Park, hereinafter known as “Park”, as specified herein, and any additions thereto. Periodicity of inspection, testing, maintenance, and repair shall be in accordance with applicable sections of this scope and applicable NFPA codes and standards.
NOTE: This description does not contain all the information. Quoters shall refer to Attachment no. 4, Statement of Work, as well as review all other attachments that comprise the complete solicitation package.

03 – PERFORMANCE PERIOD. The awarded contract will include a base year and the option for the Government to exercise up to four additional option years. For the base year of the contract, the contractor will have from date late August or early September 2022. For the option year periods, if option year periods are exercised, the contractor will be required to perform the annual testing and inspection and submit the required report for each option year.
PLEASE NOTE: The contract award will be for the initial year of NFPA required annual inspection and testing with four subsequent option years. Year 2 will include NFPA required annual testing and inspection, as well as NFPA required 5-year inspection and testing.
04 - PRICE SCHEDULE.
Quoter shall submit a lump price for all line items below. Failure to do so may render the quote ineligible for further consideration. In case of error in summation, the total of the corrected line-item amount governs. Quoters are strongly encouraged to double check their figures and totals.
All work shall be performed in accordance with these terms and conditions, the attached Department of Labor Service Contract Labor Standards wage rates, the attached Statement of Work and attached list of Alarm Locations. The contractor is responsible for all work required under this contract, including the work of all subcontractors.

05 – INSPECTION and ACCEPTANCE. The Contracting Officer will delegate inspection and acceptance to a Contracting Officer’s Representative (COR), who will be responsible for monitoring contractor’s performance, ensuring annual inspection and testing is completed timely each year, and reviewing the final report submitted each year. This same individual will also be responsible for reviewing and approving Contractor’s invoices.

6.1 The provision at 52.212-2, Evaluation-Commercial Items (Nov 2021), applies to this solicitation, and is incorporated into this solicitation by full text as follows:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Technical and past performance, when combined, are approximately equal when compared to price. The following factors shall be used to evaluate offers:
(i) RELEVANT PAST EXPERIENCE. Experience is differentiated from past performance in that it is factual, documented information about specific work the quoter has performed, which demonstrates the quoter’s technical ability to accomplish the work, including the relevant experience of Quoter’s key personnel. Quoter shall have minimum of 5 years’ experience in conducting annual inspections and testing of fire alarm and water based fire sprinkler systems in accordance with NFPA codes and standards.
(ii) PAST PERFORMANCE. Past performance is the measure of the degree to which a contractor has satisfied its customers in the past. Past performance includes projects of comparable size and scope. Quoter shall provide at least three references for contracts in the past 5 years for conducting annual testing and inspection of fire alarm and sprinkler systems.
Reference information shall include business name/customer name, job name, brief description of job performed, start and dates, and point of contact name with phone number and email address. The Government will evaluate past performance as a measure of the degree to which the quoter satisfied its customers in the past and complied with Federal, State, and Local laws
52.252-2 Clauses Incorporated By Reference (Feb 1998) One more provisions and clauses are incorporated by reference with the same force and effect as if they were given in full text. Provisions are applicable only to this solicitation and will not carry over into the awarded contract.
Clauses are applicable to the solicitation and will carry over into the awarded contract. Upon request, the Contracting Officer will make their full text available. In the case of a quoter who states they have no record of relevant past performance or for whom information on past performance is not available, the quoter will not be evaluated favorable or unfavorably on past performance. Quoter are permitted to provide information on any problems encountered on the identified contracts and the Quoter’s corrective actions. The Government may contact sources listed by the quoter and/or other sources of information including, but not limited to, Federal, State and Local governments, better business bureaus, published media, and electronic databases to determine if they believe that the Quoter:
a. Demonstrated the ability to maintain cost control, stay on schedule, and successfully meet project deadlines, including timely submittals and complete pay requests;
b. Has an excellent safety record;
c. Was capable, reasonable, and cooperative during the performance period;
d. Demonstrated high quality workmanship and performance conforming to the terms and conditions of the contract.
(iii) PRICE. Fill in prices for all line items in the price schedule provided in Section B.
(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

6.2 The Department of Interior (DOI) clause, “DOI Electronic Invoicing and Payment
Requirements - Invoice Processing Platform (IPP) (Apr 2013)” is applicable to the awarded contract only (this is a post-award electronic invoice and payment requirement).
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice:
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.

6.3 The Department of Interior Clause, 1452.201-70, Authorities and Delegation (Sept 2011)
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
1. Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
2. Waive or agree to modification of the delivery schedule;
3. Make any final decision on any contract matter subject to the Disputes Clause;
4. Terminate, for any reason, the Contractor's right to proceed;
5. Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The Contractor need not proceed with direction that it considers to have been issued without proper authority. The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the COR's appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer's response issued under paragraph (e) of this clause.
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the
COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor's risk.
7 – SITE VISIT. An organized site visit is not scheduled for this solicitation.
8 – EVALUATION OF QUOTES. Award shall be made using Federal Acquisition Regulations Part 13, Simplified Acquisition Procedures*, award based on price and non-price factors. Non price factors are detailed above, in Section 6.3, and include Technical Capability and Experience, and Past Performance. * Evaluation shall be in accordance with FAR 13.106-2. Quotations shall be evaluated in an impartial matter, in accordance with the basis established in the solicitation and all quotations shall be considered. NPS intends to evaluate the quotations in an efficient and minimally burdensome fashion. NPS will not conduct a formal evaluation, will not establish a competitive range, and will not score the quotations. NPS intends to make a single Best Value award in response to this solicitation. NPS reserves the right to award the contract to other than the lowest cost quotation, thereby allowing for acceptance of a technically superior quotation based on the stated evaluation criteria. NPS intends to make award upon initial quotations without clarifications or discussions. NPS reserves the right to clarify or discuss a contractor’s quotation if necessary.
9 - WHAT TO SUBMIT - - CONTENTS OF QUOTE:
9.1 The Standard Form 1449 (SF-1449) is optional. Quoter has the choice of using the SF-
1449 form. If electing to use the SF-449, Quoter shall fill in items 17a (business name, address, phone number), and 30a through 30c (print first and last name, sign, and date). If electing to use a cover page/letterhead, Quoter shall include the RFQ number, date of quote, company name, company address, phone number, printed name and signature of person authorized to sign quotation.
NOTE: There is no page limit to the quotation. However, overly elaborate quotes are not desired. The quotation should be clear and succinct, addressing all the items in the solicitation.
9.2 Fill in prices and additional information using the Price Schedule in Section 04, above, and submit with quote.
9.3 Acknowledge any amendments issued by printing/signing each amendment form (SF-30) and submitting with quote.
9.4 Active SAM.gov registration, including completed reps/certs. Refer to the provisions in
Section 06, above, 52.212-3 and 52.204-7. Quoter’s SAM registration status must read “active” and reps/certs must be completed, in order for quote to be considered eligible.
9.5 Fill in and submit with quote, Attachment no. 6, which is a new representation that will be added to SAM.gov Reps/Certs section. Quoters are required to fill out the representation within the clause. Attachment no. 6 is the full text version of the clause, 52.204-24.
9.6 For the evaluation factor “Relevant Past Experience,” provide written narrative outlining technical capability to perform the work as described in the Scope of Work. Refer to the evaluation factors in Section 6.1, above.
9.7 For the evaluation of “Past Performance,” provide at least three references for similar work completed. Reference information shall include name of client, active phone number, e-mail address, description of job/project, start/end dates, and price.
10 - QUESTIONS REGARDING THIS SOLICITATION must be submitted in writing via email (phone or fax questions will not be accepted). Send email question(s) to Mickey_Chisolm@nps.gov, and reference the solicitation number in the subject line of the email, e.g., “140P8322Q0043/QUESTION.”
11 – WHEN TO SUBMIT QUOTE (RESPONSE DATE): Quote shall be submitted by 5 pm (PST) on Wednesday, June 22, 2022.
12 - HOW TO SUBMIT QUOTE: Quote shall be submitted by email. Reference the solicitation number (140P8322Q0043) in the subject line of the email. Send to Mickey_Chisolm@nps.gov. It is the Quoter’s responsibility to ensure that the entire quote package submitted is fully received.
