The contractor must obtain and pay for all permits and inspections unless otherwise directed by the Contracting Officer. Upon installation completion, the contractor must perform startup procedures, verify proper operation, conduct simulated utility power outage testing, perform a minimum two-hour operational test under facility load or approved load-bank conditions, and provide on-site operator training covering normal operation, emergency operation, routine maintenance, safety procedures, and warranty procedures. Prior to final acceptance, the contractor must submit manufacturer warranties, equipment and maintenance manuals, startup and commissioning reports, test reports, as-built drawings, and a recommended maintenance schedule. The contractor warrants all labor, installation workmanship, and materials for a minimum of one (1) year from final acceptance, with manufacturer warranties transferred to the Government. Final acceptance occurs only after installation is complete, all testing is successful, required documentation is submitted, training is completed, and the system is fully operational and accepted by the Contracting Officer's Representative. The Park Contact/Contracting Officer's Representative is Chief of Maintenance Joe Pettegrew at (530) 200-3065 or joe_pettegrew@nps.gov. Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform System (IPP) at https://www.ipp.gov/ within 30 days of work completion.
