1. Executive Summary
On October 8, 2019 representatives from the National Park Service and the Architectural / Engineering team met at the Park to review project scope, objectives and preliminary cost estimates. A mini Value Assessment review was conducted which focused on multiple Schematic Design alternates. Issues of near term stabilization and long term conservation were discussed.
Four Schematic Design alternates were presented for each Crane, each with itemized scope tasks identified individually, each with varying alternate corrective measures and associated cost.
The Alternates were documented and presented as follows:
BASE: Minimum scope required to address ongoing continued deterioration ALT 1: Removal and minimum repairs using modern nonhistorical materials and methods.
ALT 2: Repairs using modern nonhistorical materials and methods.
ALT 3: Replacement inkind with historically appropriate materials and methods.
For the discussion and the VA assessment the individual scope items were identified as items 1 through 20. Dollar values were assigned to each, with variations per each alternate. These values were determined by the team cost estimator from Hanscomb Consulting.
In all cases near term stabilization has been recommended to address issues which could risk public safety. Beyond these items of public safety the team evaluated the individual items based on long tern conservation, ongoing and future maintenance, historic importance and cost. The result of the discussion introduced the Preferred Schematic Design Alternate. This Preferred Alternate and its associated estimated cost has been documented on the following pages.
In attendance at the park or via phone for the discussion included:
Steve Carlson, Preservation Specialist, National Parks of Boston Rani Guram, Project Manager, Denver Service Center, National Park Service (participation by phone) Mike Soliday, National Park Service (participation by phone) Mark Wagner, Davis Brody Bond Architects David Schnerch, Wiss Janney Elstner Associates, Engineers Nikki Bly, Wiss Janney Elstner Associates, Engineers

The VA meeting took place at the NPS office at the Navy Yard with the Denver Service Center attendees calling in. After briefly discussing the project history the sequence of the topics discussed followed the memorandum prepared by WJE dated September 26, 2019 for Near/Long Term Conservation
Recommendations for Cranes 62 and 65. The discussion also included review of the Class C estimate.
Discussion Items:
Items 1-4 include the near-term stabilization of the cranes. Steve confirm the budget for these repairs is separate from the overall project and will be based on a sole-source contract.
Item 1, Backstay Stabilization – NPS agreed that backstay repairs could be performed by adding an additional steel plate or angle. NPS agreed that it is not desired to replace large members of the boom in kind.
Item 2, Backstay Weeps – No options are possible.
Item 3, Stabilization of Broken Glass – NPS requested that plywood coverings would be the base with
Lexan as an alternate.
Item 4, Stabilization of Loose Conduit, Signage, and Electrical Boxes – NPS was not concerned about the removal and disposal of conduit or electrical boxes. Replacement and reattachment of the signs should be incorporated into the longer-term project
Item 5, NPS discussed the possibility of moving Crane 62 before installing track clamps. Crane 62 may also be relocated to make the repairs more feasible. NPS will confirm the location.
Item 7, NPS discussed that they were looking for documentation and photos to determine the appropriate color for the new coating (period of significance). All elements that are safety yellow should remain so.
Item 8, DBB/WJE reiterated that hazardous materials testing (2017 ATC Report) was performed as part of the previous phase.
Item 9, Repair section loss at House (Cab) Walls – Repair with similar materials is the preferred option

VA Meeting - WJE Notes
MEETING MINUTES NO. 1 | WJE No. 2017.6551.1 | October 8, 2019 Page 2
Item 10, Repair section loss at House (Cab) Roofs – Sealing and waterproofing the roof is considered by NPS to be important as long as it does not affect the appearance.
Item 11, Repair of House (Cab) Floors – No option.
Item 12, Repair of Windows – Preferred option by closing.
Item 13, Repair of Doors – Provide a door where missing. Inoperable doors should be made operable.
Item 14, Cab Controls – Stabilization of the controls was selected.
Item 15, Steel Repairs – Replace fractured welds with new welds. Rivets replaced with bolts and nuts.
Caps should be used to retain the rivet appearance.
Item 16, Steel Coating Surface Preparation – NPS would like mechanical paint removal and removal by grit blasting to be retained as options. NPS requested that WJE provide recommendations regarding life-cycle costs.
Item 17, Steel Coating – Coatings used will depend on the level of surface preparation (Item 16).
Maintain options consistent with the recommendations for Item 16. Replication of the crane numbers should be included in the repairs.
Item 18, Cable Maintenance – The first cycle of cable maintenance will be performed as part of the repair documents. NPS will perform annual lubrication of the cables and hardware thereafter. Cables to provide a redundant means of supporting the boom and to allow installation of the hook should be included in the long term repairs.
Item 19, Inspection – The first inspection will be performed as part of the current repair project. NPS will coordinate annual inspections of the cranes or inspections after lightning strike or other significant events.
Item 20, Installation of Salvaged Elements – Crane capacity chart will be replicated and installed. The original will be retained by NPS. Installation of ladders with a lockable cage will be included in the scope for Crane 65. For Crane 62, locking of the existing ladders will be included in the current repair scope.
NPS requested the estimate be updated with the selected scope.
NPS suggested a separate meeting to discuss how best to approach the bidding, contractor selection, and contracting for the long term repair work. That meeting should include the contracting officer.
Division 1 specifications will be obtained by NPS from another project for use in the stabilization repairs.
Drawings for the long term repairs should be formatted using the NPS title block and layout.
