140P2021R0018 Questions and Answers – Amendment #0009 06/01/2021

The following is a consolidated list vendor questions submitted. All responses are final. All responses in black were answered in a previous amendment. All responses in blue are revised responses to questions previously answered. All responses in red are final responses not previously answered.

1. Please confirm if taxes should be carried in proposals?

Response: Please note offerors are to include in their prices all taxes.

2. Please confirm if any state, local, and/or Federal permits will be required on this project?

Response: Permits will be required for lead based paint and asbestos. For Crane 65, a city permit may be required, however the Park is responsible for a small amount of property outside of the gate, Northeast of the project site. The necessary permits must be secured by the contractor per 01 31 00, Project Management and Coordination, 1.8, A, B, C, and D. Consult with the Park.

3. Please confirm if there are any known hazardous materials?

Response: Construction and contracting documents provided includes a hazardous material survey/report that identified hazardous materials. Please contact the NPS if the documents are missing/incomplete.

4. Spec Section 099713 1.4, C Contractors Qualifications, a. Current SSPC QP-1/2: ** Will NACE Certified Inspection be accepted in lieu of this requirement?

Response: No. NACE certified inspection is not equivalent to the SSPC QP1 and 2 requirements per Section 099713 1.4, C Contractors Qualifications.

The SSPC QP1 and QP2 are contractor certification programs that apply to the painting company and their control and management procedures.

The focus of these quality programs are specifically relevant to this project.

If the SSPC QP1 and QP2 requirements are not able to be met by the bidders, submit previous experience to be considered as an alternative requirement.

5. Please confirm if both cranes can be worked on simultaneously?

Response: Yes. The Contractor is responsible for means and method and work on cranes simultaneously. The work area around both cranes is limited. Please note that the cranes cannot be moved from their present locations.

6. Please confirm the ability to work longer shift days or weekends?

Response: Approval from Contracting Officer in cooperation with the park is required to work hours outside stated times in the specifications. Park operations, location and interaction with the public may influence the availability of hours that can be worked. Work will not be allowed to be performed during special programs at CASSIN YOUNG (Work on Crane 62 would be disruptive).

Alternate work schedules for work Saturday, Sunday, holiday, and night work will be discussed during the preconstruction conference with the selected contractor per 01 31 00, Project Management and Coordination.

7. Please confirm the Finish Topcoat is to be a Polysiloxane (PPG PSX 700) and not an Aliphatic Urethane. ** An Epoxy Intermediate (Amercoat 240) is already being used?

Response: Yes, confirmed

8. Please clarify Staging and Rigging Plans to Access the Area/Surfaces. Will full shrink wrapping be required?

Response: Staging will be located near the cranes. Space for staging and rigging is limited and needs to be as close to the cranes as possible. Contractor to meet all regulatory requirements for the rigging plan and full shrink wrap.

9. Please confirm if doors and windows that will be removed and reinstalled can be taken off site to be painted?

Response: The project requires glazing, louver blades, doors, and hardware to be removed prior to preparation and coating work (Spec 09 97 13 Section 3.3.B). Offsite painting is means and method and is acceptable. Coordinate with Contracting Officer prior to removing from site.

10. Would the Parks Service consider awarding the subject project to a contractor that does not have an active SSPC QP1 & 2 certification and intends to perform the painting scope of work in house?

Response: The SSPC QP1 and QP2 are contractor certification programs that apply to the painting company and their control and management procedures.

The focus of these quality programs are specifically relevant to this project.

If the SSPC QP1 and QP2 requirements are not able to be met by the bidders, submit previous experience to be considered as an alternative requirement.

11. In lieu of the certification would the department consider verifiable past performance of comparable projects, specifically historic in nature that involved surface preparation and painting metal structures?

Response: Yes, must demonstrate “or equal” qualifications/requirements. Refer to question 10.

12. Would the Parks Service consider any other certifications or is the certification requirement sole source?

Response: No. Certification for the project must relate to SSPC. Contractor may breakout certification requirements and submit supporting documentation for relevant experience. The NPS and the A/E of record will review relevant experience to determine “or equal” is met.

13. There are two CLIN's: #4 OPTION B, Maintenance Contract- CRANE 62 and #6 OPTION D, Maintenance Contract- CRANE 65. Please clarify the scope of work for each of those options.

Response: Scope of work should be the same for each crane, to maintain cables after work is completed.

14. In Section 09 97 13 - STEEL COATING, page 16, Item 3.4.C. Initial Preparation, paragraph 1.b) states:

"Before the cleaning solution dries on the surface, remove contaminants, cleaner/degreaser solution, all loose mill scale, loose rust and other corrosion products, and loose coating by thoroughly pressure washing and preparing surfaces in accordance with SSPC SP WJ-2 using Surface Preparation Water at a stand-off distance and pressure range established in mock-up testing."

Further below Item D.1 states: "Prepare surfaces in accordance with SSPC-SP10." Please note that WJ-2 is not a standard used to remove contaminants, cleaner/degreaser solution, all loose mill scale, loose rust and other corrosion products, and loose coating. WJ-2 just like SP-10 fully removes all coatings at same level of cleanliness. The difference is water vs. abrasive media. If the intent is to create a profile on the steel, then after SSPC SP-1 Cleaning, abrasive blasting to an SSPC SP-10 Near White Blast Cleaning as you state is what it should be required not WJ-2 and then SP-10. Please clarify.

Response: Refer to updated specification 099713, Steel Coating, for additional information. Pressure wash between 3,000 to 5,000 PSI.

15. Please confirm the Park Service will be moving Crane 65 prior to construction and the entire length of the boom will be accessible from Park Service property. Where will the crane be moved to?

Response: No. The cranes cannot be moved from their present position. If the contractor plans to work from Boston City property during or part of this time, note that the necessary permits must be secured by the contractor per 01 31 00, Project Management and Coordination, 1.8, A, B, C, and D.

16. Is it acceptable for the contractor to remove the booms and lower to the ground for repairs/painting?

Response: No. The booms are inoperable. The design of the project was not intended for the booms to be lowered or removed from their position. See Summary of Work, 01 11 00, 1.5, A, 3 which indicates the use of scaffolding and lifts.

17. Spec section 09 91 13 para 1.10 refers to a 5 year no dollar limit warranty for manufacturer and contractor and a 10 year warranty from the manufacturer for the coating system. Please confirm this is required in addition to the standard 1 year warranty of construction.

Response: Yes, the additional warranties are required.

18. This is a unique project and projects of this nature do not come around very often. Would the Government be willing to extend the 7 year limit for past experience to 10 years?

Response: Yes, the past experience limit has been extended to 10 years.

19. As a follow-up question to answer #15, note 4 on G-003 states in part “Confine Construction Activities to NPS Property” For purposes of this bid are we to assume the crane will be able to be moved enough to accommodate contractor scaffolding, etc to be on Park Property? Please keep in mind the entire length of the boom will require scaffolding to the ground to allow for safe access and containment. If crane cannot be moved completely onto Park property work will cause impacts to pedestrian and vehicle traffic on Baxter road and may cause permitting issues with the City of Boston. In addition, the cranes current close proximity to the building is not conducive to scaffolding/containment.

Response: The cranes cannot be moved from their present position. If the contractor plans to work from City of Boston property during or part of this time, note that the necessary permits must be secured by the contractor per 01 31 00, Project Management and Coordination, 1.8, A, B, C, and D.

20. Section 3/S500 is shown through both Crane 62 and 65 booms, however the number of these repairs per boom is not quantified. Is the contractor to assume this repair is only needed at this one location at each boom? If not, can a quantity of repairs or assumed linear feet of cracked weld repairs be provided for each crane for bidding purposes. The scope of this work is unclear and depending on how this is interpreted by each contractor, the cost for this work could vary greatly.

Response: At the boom please assume repair locations PER CRANE. Assume each repair location to be 2-inches in length. Total length approximately 150 LF (each crane).
