SCOPE OF WORK

Sewer Line and Manhole Cleaning

1.0 Project Descriptions/ Summary

A. It is the intent of this specification to provide for the cleaning of debris, roots, grease, scale (mineral deposits), and obstructions from all sewer lines and manholes at the Elk Creek Area of Curecanti National Recreation Area. The CONTRACTOR will furnish all labor, materials, equipment and incidentals required to perform high pressure water jetting, augering, brushing, and flushing of designated sewer lines and manholes. In total, this will equal approximately 14,817 LF (2.81 miles) of sewer line ranging in diameter from Four (4) inches to Eight (8) inches including the following:

• 5800 LF of 4-inch diameter Cast Iron Pipe

• 8,300 LF of 6-inch diameter PVC Pipe

• 130 LF of 4-inch diameter PVC Pipe

• 587 LF of 8-inch PVC Pipe

Based on a 2020 video inspection conducted on all Curecanti sewer lines, it is estimated that all sewer lines will need general cleaning to remove/flush debris deposits and facilitate the removal of roots that have infiltrated the pipes in many locations. Additionally, the interior walls and floors of 51 manholes will be thoroughly scoured using high pressure water jetting equipment. At the completion of work, a new video inspection will occur to confirm that debris and root infiltrations have been removed. Video shall be provided to the park. All operations will initiate from existing manholes and sanitary sewer cleanout. No excavation will be permitted. Work must be carried out while park facilities are open and in operation. Closure of facilities to complete the work should not be necessary.

2.0 Equipment

A. High Velocity Jet (Hydro-Jetting) Equipment

1. All high velocity sewer cleaning equipment shall be constructed for ease and safety of operation. The equipment shall have a selection of two or more velocity nozzles. The nozzles shall be capable of producing a scouring action from 15 degrees to 45 degrees in all size lines to be cleaned. Equipment shall also include a high velocity gun for washing and scouring manhole walls and floor. The gun shall be capable of producing flows from a fine spray to a long-distance solid stream. The equipment shall carry its own water tank, auxiliary engines, pumps and hydraulically driven hose reel. All controls shall be located so the equipment can be operated above ground. Equipment shall be either truck or trailer mounted and must be mobile to reach manhole/cleanout locations not directly on roads.

Equipment must be capable of travelling across uneven terrain for distances up to 300 LF with minimal crushing or destruction of vegetation. Care will be taken to minimize damage to grasses, brush and shrubs. All equipment shall be washed/cleaned prior to arrival at the park to ensure that seeds and other plant parts of non-native vegetation are not present and will not be spread by equipment. The COR will inspect all equipment for cleanliness and absence of seed and other plant material prior to equipment being used.

2. In pipes with known defects such as cracks and fractures, the contractor will adjust pressure accordingly to avoid further damage to these pipes. The Park will provide data regarding the approximate locations of damaged piping sections in attached maps and photos from the 2020 camera inspection.

B. Mechanical Cleaning Equipment

1. Although hydro-jetting is the preferred method for removal of all obstructions including roots, it may be necessary to employ a drain auger machine with root cutting attachments. Attachments shall be appropriately sized for sizes and types of pipe.

3.0 Objective(s)

This project will increase the life-span of a portion of the park’s aging utilities infrastructure and help ensure more reliable long-term operation and less potential for failures such as clogs, breaks and other potential issues that could not only cause the closure of facilities but could also create environmental and public health implications in the case of a major failure.

4.0 Background

Utility infrastructure at Curecanti National Recreation Area is quite old with some components installed as early as the 1960s. Sewer systems are no exception. While some lines have been replaced over the years, the overall age of sewer systems remains high. Elk Creek is the highest visitor use area of the park and is a priority for maintenance of water and wastewater systems. Cyclic cleaning of sewer lines and manholes will enable the park to improve the operational efficiency and longevity of sewer systems and will remove obstructions such as debris and mineral scaling as well as eliminate root infiltration. In the Summer of 2020, a closed circuit TV video survey of the park’s sewer lines was conducted. This survey confirmed the presence of deposits of minerals, grease and other debris and also revealed a serious need to remove root infiltration from sewer lines in many locations. This project is intended to address these issues to improve system reliability and lessen the chance of clogs and other failures within the sewer system at Elk Creek.

5.0 Project Work / Tasks (Primary Proposal)

1. Provide high-pressure hydro-jetting/cleaning of approximately 14,817 LF of sewer lines ranging in diameter from four (4) to eight (8) inches including the following:

• 5800 LF of 4-inch diameter Cast Iron Pipe

• 8,300 LF of 6-inch diameter PVC Pipe

• 130 LF of 4-inch diameter PVC Pipe

• 587 LF of 8-inch PVC Pipe

All pipes shall be cleared of sludge, minerals, grease and other deposits as well as plant roots that have infiltrated the pipes.

2. Provide root removal from sewer piping through the use of augering with appropriate cutting attachments in cases where hydro-jetting is inadequate for removal or in cases where hydro-jetting would further damage cracked piping. It is estimated that approximately 10% (1,481LF) or less of piping will require augering.

3. Provide high pressure cleaning and scouring of 51 manholes located throughout the sewer system.

4. Upon completion of jetting/augering/cleaning activities, the contractor shall conduct video inspection of all lines cleaned to confirm that lines have been cleared. Video shall be provided to the park via electronic format.

6.0 Government Furnished Equipment / Materials

The NPS will provide maps and data regarding the locations of manholes and cleanouts as well as the approximate locations of cracked or otherwise damaged pipe sections where extra care should be taken to prevent further damage. Upon request, access shall be given to 2020 video survey and data collected during that survey as it is pertinent to this project.

7.0 Special Conditions/ Requirements

1. All equipment shall be washed/cleaned prior to arrival at the park to ensure that seeds and other plant parts of non-native vegetation are not present and will not be spread by equipment. The COR will inspect all equipment for cleanliness and absence of seed and other plant material prior to equipment being used.

8.0 Place of Performance

Curecanti National Recreation Area – Elk Creek District 102 Elk Creek Gunnison CO, 81230

9.0 Performance Period / Schedule Requirements

1. All on-site work must be completed between August 1, 2022 and August 30, 2022

10.0 Maps/ Drawings/ Photos

This section includes maps and drawings of the Elk Creek Area Wastewater System. This section also includes photos acquired form the 2020 video-inspection. These are intended to highlight trouble areas and also indicate the approximate locations of these areas as well as areas where pipes are showing damage. In these areas, care shall be taken to adjust pressure of jetters and aggressiveness of augers to prevent further damage to pipe sections.
