PMIS 308539

1.0 Overview

The existing underground storage tanks fuel storage tanks (USTs) are double walled tanks (2,000 and 1,000 gallon), with a leak detection system (Veeder-root), and dated dispenser. In order to comply with new State of Colorado testing requirements, the spill buckets were tested. One of the spill buckets failed the test. Therefore, at this time the Park legally may not take delivery of fuel to this tank, and the nearest fueling station is a 1-hour round-trip drive away.

This situation has necessitated the need to replace the USTs with new above ground fuel storage tanks (ASTs) and pumps. A location has been chosen by the Park for the new dual compartment AST. The existing USTs will be removed and disposed of. The void left from the removal of the existing USTs will be filled with native backfill and paved over with asphalt. Accessibility, space, availability of power and a nearby computer with internet access are primary constraints.

2.0 Proposed Location

The project location is at Great Sand Dunes National Park, 11999 State Highway 150 Mosca, CO 81146. The specific Park location is the maintenance area, and the new tanks will be located on the North side of the facilities compound adjacent to the welding shop (outlined in blue). Existing USTs outlined in yellow.

3.0 Scope

• Remove and dispose of existing unleaded and diesel UST’s, piping, and appurtenances, and fill void with native fill. Compact to 95% of maximum density, provide compacted roadway base layer, and re-pave with asphalt.

• Take samples of existing soil around USTs for fuel compounds such as benzene, toluene, ethylbenzene, and total xylenes (BTEX); total volatile petroleum hydrocarbons (TVPH) as gasoline, total extractable pertoleum hydrocarbons (TEPH) as diesel by EPA Method 8260B.

Submit test results to Contracting Officer and fotify Park if remedial actions are required.

• Remove existing fuel dispensers, bollards, and shade structure

• Contractor to prep site for new tanks, strip and grub, grade, compact, pour concrete pad

• Furnish and install new dual compartment (1,000 gallon unleaded, 500 gallon diesel) concrete

AST complete with all piping, vents, pump, conduit, level sensor, clock gauge, alarm, spill box, interstitial space monitoring, and all other appurtenances.

• Furnish and install bollards per NFPA code

• Furnish and install new pin code key system serving new AST

• Furnish and install shade structure over new AST to match the style of existing buildings in maintenance area

• Furnish and install emergency shutoff for gasoline tank

• Replace existing fuel management system with Veeder-root tank monitoring system

• Furnish fuel control panel to disconnect electrical circuits including neutral to gasoline equipment.

• Disconnect, remove, and install new conduits, electrical cabling, communication cabling, circuit breakers and associated electrical devices to enable connection to fuel dispensing equipment.

• Furnish trenching, backfilling, concrete saw cutting, and patching for electrical and fuel dispensing equipment installation.

• Move existing 36” high retaining wall back approximately 12’ to the east

• Furnish and install underground conduit for data cabling to be run around the rear of the welding shop to the FM computer room.

• New lines will be painted delineating clearance zones around tanks and equipment

• Park will contact San Louis Valley Power (SLV) to have power meter pedestal installed.

Contractor will furnish the underground feed to the new panel for the AST's and provide all materials for the project. The Fire Cache and the main panel at the FM building are both fed from the same pole where the new pedestal needs to be. To eliminate the aerial drop and the pole there needs to be a three or four meter pedestal placed by the SLV to accommodate the shop, cache, and new panel for the AST's. The main panel upgrade and underground feed from the new pedestal will be finished in house.
