STATEMENT OF WORK

Annual Fire Sprinkler And Fire Alarm Inspections

Fairbanks District Office (FDO), and Arctic Interagency Visitors Center

1. GENERAL

A. The BLM buildings listed in the Purchase Order require annual fire sprinkler and fire alarm inspections at the Fairbanks District Office (FDO), and the Arctic Interagency Visitors

Center (AIVC). The contractor shall provide all necessary labor, equipment, and materials to perform the required inspection, and testing.

B. The work includes an internal pipe inspection that is required every 5 years, fire damper inspection required every 4 years, with all other requirements annually at the cited locations.

2. OVERVIEW

A. The Contractor shall prepare a written schedule, broken down by facility. This schedule shall be submitted to the AFS Facility Supervisor for review and approval a minimum one week prior to the inspection date.

B. Vendor will be responsible for scheduling, booking, purchasing of any technician’s travel.

3. DEFINITIONS

4. SUBMITTALS

A. Copy of Field Supervisor's current Alaska State Fire Marshal issued permit.

B. Copy of Field Supervisor's current NICET certification.

C. Copy of technician's Backflow Prevention Device Tester Certificate.

D. Work Schedule

E. Reporting. Final Fire Sprinkler System and Fire Alarm Inspection Report including all test and sprinkler system inspection results, fire pumps, backflow prevention devices and fire alarm devices shall be submitted prior to contract payment.

5. REFERENCES

6. QUALIFICATIONS

A. The Contractor shall be regularly employed in the business of installation, inspection, testing, maintenance & repair of water-based fire protection systems and fire alarm systems.

B. The Contractor shall have on staff a Field Supervisor possessing current permit issued by the Alaska State Fire Marshal according to 13 AAC 50.13 in the appropriate classifications for the type of work required.

-- The Supervisor shall sign all forms used for inspection, testing, & maintenance

C. All workmen shall be able and competent to perform the duties assigned to them. Skilled labor shall be technicians trained and experienced in the trade, with two or more years cumulative experience in the trade

D. The Contractor shall have on staff, or employ the services of, a technician possessing a

Municipality of Anchorage Backflow Prevention Device Tester Certificate, or equivalent certificate recognized by AWWA.

E. All workers shall be under the direct supervision of the Field Supervisor.

7. SPECIAL CONDITIONS

A. The Contractor shall coordinate with AFS Facility Maintenance Supervisor as necessary to confirm that the Contractor has access to, is aware of, and is able to inspect and test all required components, devices, and portions of the water-based fire protection and fire alarm systems at each facility listed.

B. Nothing in this statement of work shall be construed as relieving the Contractor of the responsibility upon the completion of each series of inspections, for the correct operation of all portions of the fire protection and fire alarm systems at the inspected facilities.

C. The Contractor shall perform the services described herein for facilities identified within this SOW regardless of their current compliance with NFPA 13 and NFPA 72

D. The Contractor shall NOT perform tests of any systems, equipment, or components that may result in any of the following:

Water damage to government property or hazardous conditions at Fire Service facilities

8. WORK SCHEDULE

A. The Contractor shall prepare a written schedule, broken down by facility. This schedule shall be submitted to the AFS Facility Operations Maintenance Supervisor for review and approval one week prior to the inspection date.

B. Fire alarm inspections at the AIVC shall be completed prior to August 31, but not before

July 01, of the Contract year. FDO can be completed anytime between June 01 & August 31.

This visit must be coordinated with the WFS maintenance shop.

C. Facility maintenance personnel will need to be onsite during FDO inspections.

D. Vendor will be responsible for scheduling, booking, purchasing of technician’s travel.

9. INDIVIDUAL SITE SCOPE

A. The contractor will provide their employees with ground transportation to and from the

Fairbanks District Office (FDO) and the Alaska Interagency Visitors Center (AIVC)

B. The FDO is located at 222 University Ave, Fairbanks, AK

1) FDO is approximately 50,297 ft2. The facility is equipped with a wet pipe system and backflow preventer. The fire alarm system is a Simplex 4100ES.

2) Contains 10 smoke/fire dampers which are to be tested every 4 years, per NFPA 105

a) The smoke and fire dampers were tested in 2023 and will need to be tested in 2027.

3) This facility also includes a Kidde Fire System with Novec 1230 and an AEGIS 2.0 panel in the computer room to be inspected/certified per applicable code.

C. The Alaska Interagency Visitors Center in Coldfoot, Alaska is 255 miles from Fairbanks and is adjacent to the Dalton Highway. Take the Elliot Highway to Dalton Highway, AK‑2 and AK‑11. This is approximately 255 miles (410 kilometers) one‑way.

1) AIVC is 6,500 ft2 & is equipped with a wet pipe system

2) Sprinkler heads exist in the attic, the crawl space and heads in the public access space

3) The AIVC is a dry pipe system using a 250 gpm fire pump, & a 15A Fire Pump. This system contains two (2) backflow preventers, and one (1) jockey pump. The facility’s fire alarm system is a Siemens MXL-IQ.

D. If maintenance or repairs are necessary prior to performing tests or inspections, immediately notify AFS Facility Maintenance Supervisor so repairs can be made and tests and inspections continued.

10. HOURS OF OPERATION

A. Contractor work will occur from 8:00 AM - 4:00 PM, Monday through Friday, excluding federally recognized holidays, or inclement weather that closes roads.

B. Work shall be completed within the agreed upon timeframe specified at contract award.
