About this file
This is a Questions and Answers document for federal contract opportunity BLM AK – 140L6326Q0029 regarding Fire Sprinkler Inspection services.
The document addresses two primary inquiries from potential contractors. The first question requested the most recent annual fire alarm and fire sprinkler inspection reports for the Fairbanks District Office and the Arctic Interagency Visitors Center, along with device counts to support labor estimation. The contracting officer responded that previous reports were published with the amendment as attachment 4. The second question sought clarification on the testing requirements for 10 smoke/fire dampers at the Fairbanks District Office, specifically whether the work involves only functional testing of fire alarm relays or a complete physical inspection and operational test. The contracting officer confirmed that the State Statement of Work, page 4, Section 9, Paragraph B, subparagraph 2 requires complete physical inspection and operational testing of the dampers in accordance with NFPA 105 standards on a 4-year cycle. The dampers were last tested in 2023 and will require testing again in 2027.

Questions and Answers Fire Sprinkler Inspection
Question: Could you please provide the most recent annual fire alarm and fire sprinkler inspection reports for both the Fairbanks District Office and the Arctic Interagency Visitors Center, if available? The previous reports and device counts would assist with accurately determining the required inspection labor.
Answer: Previous reports published with amendment as attachment 4.
Question: Additionally, regarding the 10 smoke/fire dampers at the Fairbanks District Office, could you please clarify the extent of testing required? Specifically, is the requirement limited to functional testing of the fire alarm relays that command the dampers to close, or is a complete physical inspection and operational test of the dampers in accordance with NFPA 105 required?
Answer: The State SOW, page 4, Section 9, Paragraph B, subparagraph 2, states the FDO’s 10 smoke & fire dampers are to be tested every 4 years, per NFPA 105. The Section provides further guidance in that we state that the smoke and fire dampers were tested in 2023 and given the 4 year cycle will need to be tested again in 2027. This is the complete physical inspection and operational test of the dampers required by NFPA 105.
