Statement of Work

NPRA 2023 Seismic 3D AVO Reprocessing

UNITED STATES DEPARTMENT OF THE INTERIOR

BUREAU OF LAND MANAGEMENT

Summary

The contractor(s) shall provide reprocessed AVO 3D class volumes to BLM Alaska for up to 900 square miles of previously obtained 3D seismic in the National Petroleum Reserve-Alaska. Work shall be undertaken with specific direction from the BLM. Specifically required, are the following tasks:

• Task 1: Create AVO class volumes from angle stacks, intercept, and gradient volumes of seismic data in NPR-A without having to process gathers. This processing will enable better evaluation of oil potential and facilitate lease oversight in the 23 million-acre federal NPRA.

• Task 2: Prepare complete processing report to include documentation of the processing strategy and the processing flow.

• Task 3: Provide BLM with final AVO class volumes of reprocessed 3-D seismic data. Reprocessed data shall be furnished to the BLM in Seg-y format on a hard drive with navigation data.

• Task 4: Prepare final reprocessed data to Seg-y format on a hard drive with navigation data. Deliver one (1) copy to BLM in Anchorage, Alaska.

Period of Performance will be 1 year after notice of award.

The Contractor(s) shall return to BLM all provided hard drives and Thumb drives.

All hourly tasks shall be broken down by hourly rate per task.

Background

Many areas of NPR-A Alaska remain undeveloped by oil drilling and production facilities. Direct observations and samples of subsurface rock formations contain petroleum resources and are common throughout areas in NPR-A. Seismic reflection data is the main tool for interpreting subsurface geology and for evaluating petroleum resource potential. Across much of NPR-A, including explored, unexplored, or lightly explored areas, seismic reflection data ranges from vintage 2D seismic to state of the art 3D seismic, which has been processed to enhance AVO properties. BLM relies on these data to independently define proposed oil developments and to approve Units and Participating Areas. BLM often contracts services to reprocess vintage 2-D and modern 3D seismic reflection data with the objective to enhance the resolution of the data and facilitate improved interpretation of subsurface rock formations.

NPRA 2023 Seismic 3D AVO Reprocessing

Scope

The BLM Alaska State Office requests a procurement action to reprocess recent 3D seismic reflection data in NPR-A. Work to be completed during the period of performance will include reprocessing of 3D angle stacks volumes and intercept and gradient volumes into interpretable AVO (Amplitude vs. Offset) seismic volumes.

There are special challenges to improving the imaging of seismic data in onshore Alaska areas that must be considered during data processing. For example, permafrost with unique properties affects the signal travel path in survey areas. Areas are also affected by shallow lakes which affect signal strength. Seismic anisotropy and AVO must be carefully measured, and variations accounted for in seismic processing. The subsurface is significantly complex with thin beds and slumping associated with Cretaceous sediment deposition.

BLM will deliver to successful bidder(s) input data for all 3D seismic reflection data to be reprocessed, along with relevant well control upon contract award.

The primary products of the reprocessing will be interpretable AVO Class volumes delivered as digital data in SEGY format in both time and depth domains.

Deliverables 3D Seismic, AVO Class Volumes in Time and Depth or other prepared volumes that differentiate AVO Class I, II and III anomalies. Results will be tied to at least 3 relevant wells. The AOI or Area of Interest will be determined by the BLM COR.

Final processing reports.

Data in SEGY format (time and depth domain).

All data will be delivered on external electronic storage device.

Supporting Information

All reprocessing will be performed in facilities of vendor.

Special Considerations

Contractors must demonstrate expertise in all aspects of state-of-the-art reprocessing techniques as specified in Technical Requirements.

All specific techniques mentioned in the Technical Requirements are standard geophysical techniques used by the industry. Published references to these techniques can be provided on request.

Contractors must demonstrate experience in reprocessing and producing PSTM, PSDM and AVO data in sedimentary basins similar or including the types of geology that are present in subject area.

Technical personnel from BLM Alaska will be involved during all phases of this AVO reprocessing to provide technical input based on geological expertise in subject areas.

Experience in processing in the NPR-A onshore environment is preferable.

Security/Privacy issues: 3-D seismic data to be reprocessed is proprietary and may not be disclosed by vendor to any third party without written approval by the Alaska State Office of BLM.

BLM will require regular status meetings during critical reprocessing phases.

Scientific Integrity

Scientific integrity is vital to Department of the Interior (DOI) activities under which scientific research, data, summaries, syntheses, interpretations, presentations, and/or publications are developed and used.

Failure to uphold the highest degree of scientific integrity will result not only in potentially flawed scientific results, interpretations, and applications but will damage DOI’s reputation and ability to uphold the public’s trust.

All work performed must comply with the DOI Scientific Integrity Policy posted to http://www.doi.gov, or its equivalent as provided by their organization or State law.
