About this file

This document provides evaluation criteria for solicitation number 140L6323Q0036 issued by the Department of the Interior Bureau of Land Management seeking AVO 3D seismic reprocessing services. Vendors will be evaluated based on technical experience in AVO analysis from 3D seismic data including creating, analyzing, and displaying AVO Class 1, II, and III anomalies without raw gathers and tying anomalies to well control. Evaluation will also consider past performance based on three references for comparable completed projects within the past three years. Price will be evaluated for reasonableness and affordability with selection made on best value, not necessarily lowest price. Offerors must have required software licenses and computer resources, keep all data confidential, and validate processing flows on a small data subset before full application.

BLM Solicitation #140L6323Q0036 – Attachment #2 Evaluation Criteria

EVALUATION CRITERIA

Award will be based on Best Value to the Government, which may not necessarily be the low bidder. Proposals will be evaluated based on the following technical evaluation factors, past performance, and price.

The contractor must have current registration in System for Awards Management (sam.gov).

The objective of these evaluation criteria is to assess the potential qualifications and capabilities of prospective bidders for this project. In addition to the bid values, these evaluations will be used to ascertain the ability of bidders to effectively and to efficiently complete the contract with reliable results.

The evaluation criteria are as follows:

A. TECHNICAL/EXPERIENCE

• Vendor must be able to document expertise in AVO analysis from 3D seismic data. Specific expertise is expected in creating, analyzing and displaying 3D seismic to highlight AVO Class 1, II and III anomalies using near-mid-far angle stacks and Gradient and Intercept volumes without having to use raw gathers.

Vendor must be capable of tying AVO anomalies to well control to validate results.

B. PAST PERFORMANCE

Past performance - Vendors shall provide 3 references for completed projects comparable in complexity and similar in nature to the work requested on this request for quotations. This request is necessary in order for the government to evaluate Past Performance. It is desirable, but not required, that references be other Federal Agencies. Work referenced should be recent, within the past 6 months to 3 years.

References shall include:

1. Contract Number, if applicable

2. Name of Agency or Business

3. Location Address

4. Point of Contact with Email Address and Phone Number

Offerors without recent or relevant references shall submit a statement to such effect in order to be considered as having "Neutral" Past Performance history. Past performance information may also be based on the Government's knowledge of and previous experience with the Offeror, or other reasonable basis.

B. PRICE

Technical and past performance, when combined, are approximately equal to price.

The Price evaluation will assess the reasonableness and affordability of the proposed total evaluated price.

For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Price will be evaluated but not scored, and selection will be made on a best-value basis. The government reserves the right to award the contract to other than the lowest priced Offeror.

• Contractor must possess a license to use the needed software to perform required tasks and have access to appropriate computer resources. Vendor must keep confidential all government provided data.

• Offerors should factor into their bid an appropriate amount of time and resource to validate their processing flow on a small subset of the 3-D data before applying the processing to a larger area. The goal is to have 3D AVO class volumes or other 3D AVO volumes effectively significant oil-bearing sands within the Cretaceous Nanushuk interval in NPR-A. Any complex processing flow should satisfactorily tie results to one or more provided wells in a small area before being applied to a larger area.
