BLM Solicitation #140L6323Q0036 – Attachment #2 Evaluation Criteria
EVALUATION CRITERIA
Award will be based on Best Value to the Government, which may not necessarily be the low bidder.
Proposals will be evaluated based on the following technical evaluation factors, past performance, and price.
The contractor must have current registration in System for Awards Management (sam.gov).
The objective of these evaluation criteria is to assess the potential qualifications and capabilities of prospective bidders for this project. In addition to the bid values, these evaluations will be used to ascertain the ability of bidders to effectively and to efficiently complete the contract with reliable results.
The evaluation criteria are as follows:

B. EXPERIENCE/ PAST PERFORMANCE
• Vendor must be able to document expertise in AVO analysis from 3D seismic data. Specific expertise is expected in creating, analyzing and displaying 3D seismic to highlight AVO Class 1, II and III anomalies using near-mid-far angle stacks and Gradient and Intercept volumes without having to use raw gathers. Vendor must be capable of tying AVO anomalies to well control to validate results.
C. PRICE
• Contractor must possess a license to use the needed software to perform required tasks and have access to appropriate computer resources. Vendor must keep confidential all government provided data.
• Offerors should factor into their bid an appropriate amount of time and resource to validate their processing flow on a small subset of the 3-D data before applying the processing to a larger area. The goal is to have 3D AVO class volumes or other 3D AVO volumes effectively significant oil-bearing sands within the Cretaceous Nanushuk interval in NPR-A. Any complex processing flow should satisfactorily tie results to one or more provided wells in a small area before being applied to a larger area.
