ADDITIONAL INSTRUCTIONS

Solicitation Points of Contact

The only authorized points of contact for this acquisition are the Contracting Officer, Emmett Larson, and the Contract Specialist, David Slade. Any questions or concerns shall be addressed to the below points of contact. All questions must be in writing.

General Information

This acquisition will be solicited and awarded in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures.

Addendum to Provision 52.212-1 – The period for acceptance of offers specified in part (c) contained in 52.212-1 is hereby changed to 120 calendar days.

Any quote(s) received after the exact time and date specified in block 8 of the SF 1449 is late and will not be considered for award. Quotes must include all data and information requested and must be submitted in accordance with these instructions. Any vendor who submits an incomplete quote package may be considered to be not in conformance with the solicitation and their quote may not be considered for award. The quote shall be clear, concise, and shall include sufficient detail for effective evaluation of the vendor’s capabilities. The vendor is advised that its quote is presumed to represent its best efforts and most complete responses to this solicitation. The vendor’s submission shall not simply rephrase, reiterate, or restate the Government’s requirements, but rather shall provide convincing rationale to demonstrate an understanding of the requirements and address how the vendor intends to meet the requirements. The vendor shall assume that the Government has no prior knowledge or their capabilities and experience and will base its evaluation on the information presented in the vendor’s submission. Questions regarding this solicitation must be submitted to the above points of contact via email no later than 5 calendar days after solicitation issuance. The vendor shall not be reimbursed for any costs incurred during the preparation of their response to this solicitation.

The Contracting Officer has determined that there is a high probability of adequate price competition in this acquisition. Upon examination of the initial quotes, the Contracting Officer will review this determination and if, in the Contracting Officer’s opinion, adequate price competition exists no additional information will be requested. If at anytime during this competition the Contracting Officer determines that adequate price competition no longer exists, vendors may be required to submit information to the extent necessary for the Contracting Officer to determine a fair and reasonable price.

This acquisition is 100% set aside for Small Business Concerns under NAICS 541620 with a size standard of $16,500,000.00.

Number of Awards

The Government anticipates making a single award resulting from this solicitation.

Disposition of Request for Quote (RFQ) Materials and Quotes

Drawings, specifications, and other documents supplied with the RFQ may be retained by the vendor (unless there is a requirement for a document to be completed and returned as part of the quote). Quotes will not be returned.

Quote Delivery

The vendor shall submit their quote via email to the points of contact identified above. The quote package must be completed and returned prior to the date and time set for closing of quotes.

Quote Preparation Instructions – General

Quotes are expected to conform to the solicitation provisions and be prepared in accordance with this section. To aid in evaluation, the quote shall be clearly and concisely written as well as being neat, indexed (cross-indexed as appropriate) and logically assembled. All pages of each part shall be appropriately numbered and identified with the name of the vendor, the date and the solicitation number.

Overall Arrangement of Quote

The overall quote shall consist of four (4) separate volumes, individually titled as stated below:

Volume I – Cover and Other Documents

This volume shall consist of the vendors cover page which provides Vendor Name, Address, DUNS, Point of Contact, email, and phone. The Cover page may include a brief introductory of the company.

This volume shall also include any required representations, certifications, and acknowledgements.

Volume II – Factor 1: Technical Capability

a. General

(1) This Volume consist of the vendors outline addressing the technical and management aspects of the acquisition, capabilities, and what will be done to satisfy the requirements of the statement of work. The technical capability will be evaluated according to the criteria contained in FAR Provision 52.212-2, Evaluation – Commercial Items and it shall be specific and complete in every detail. The technical capability should be practical and straightforward, concise delineation of what it the vendor will do to satisfy the requirements of the Statement of Work.

(2) To enable the evaluation of the technical capability proposal strictly on the merit of the material submitted, no contractual price information is to be included in the technical quote.

Where estimated labor hours will provide clarity, they shall be quoted in man-hour figures only, with no indication as to the cost of these labor hours.

(3) The quote shall not merely offer to perform the work according to the statement of work but shall outline the actual work proposed as specifically as practical. The statement of work reflects the objective of the program under consideration. Therefore, repeating the statement of work without sufficient elaboration will not be acceptable.

(4) The Technical Capability discussion shall contain most of the quote. It should clearly address each of the quote evaluation criteria contained in FAR 52.212-2 of this solicitation and as identified below including any sub criteria contained.

(5) Technical capabilities Exceptions and Deviations shall identity and explain any exceptions or deviations taken or conditional assumptions made with respect to the technical requirements of the solicitation. Any exceptions etc. taken must contain sufficient amplification and justification to permit evaluation. All benefits to the Government shall be explained for each exception taken. Such exceptions shall not, of themselves, automatically cause a quote to be termed unacceptable. However, a large number of exceptions or one or more major exceptions not providing benefit to the Government may result in rejection for the quote(s) as unacceptable.

b. Technical Approach: The vendor shall provide sufficient details to address the training of personnel, station setup, and Raptor Nesting Survey and Population Productivity Assessments in accordance with the requirements of the solicitation.

c. Management: The vendor shall provide sufficient details to address the management of personnel, subcontractors, and/or seasonal personnel to ensure that they are properly trained and qualified to complete all of the requirements of the solicitation.

(1) If subcontractors are to be used, vendors are reminded that at least 50% of the work must be completed by the prime or a subcontractor that is similarly situated as the prime contractor (i.e. this solicitation is set-aside for small business concerns, therefore 50% of the work must be completed by a small business concern).

(2) The vendor shall submit subcontractor information with their quotation package, to include resumes of key personnel and past performance history for projects similar to this acquisition.

The Government reserves the right to reject subcontractors proposed by the quoter.

d. Format and Content.

(1) Volume II – Factor 1: Technical Capability shall have the following format

a. Page size: 8-1/2” x 11”

b. Font Size: Text shall be no smaller than 12-pitch (12 characters per inch).

Graphics/Organizational Charts shall be clearly readable.

c. Number of pages: Excluding cover page, table of contents, resumes, dividers, and drawings Volume II shall not exceed 15 pages.

d. Volume II – Factor 1: Technical Capability, shall include the following components:

i. Table of Contents

ii. List of Tables and Figures

iii. Technical capability discussion that addresses the evaluation criteria shown in FAR Provision 52.212-2, Evaluation, Commercial Items

iv. Technical Capability Exceptions and Deviations

The above components shall be subdivided or supplemented as appropriate.

Volume III – Factor 2: Past Performance

a. The vendor shall provide a minimum of three (3) references for projects of similar scope and magnitude that are both relevant and recent (see Provision 52.212-2). The Government may obtain past performance information from government databases (i.e. CPARS, FAPIIS, etc.) that can be used in the past performance evaluation.

b. Utilizing the Past Performance information submitted by the vendor and sources other than those identified by the vendor, a past performance evaluation will be conducted in accordance with FAR 52.212-2, Evaluation - Commercial Items.

Volume IV – Factor 3: Price Quote

a. The price quote (Volume IV) shall consist of the vendor’s fixed unit price for each line item (Schedule of Services section of this solicitation) to perform the work specified in this Request for Quote (RFQ). Vendor shall provide a unit price for each line item for all five (5) performance periods. The Government may deem a quote as unacceptable if the vendor omits any unit pricing.

Quote Submission Checklist

a. Complete Blocks 12, 17a, 17b (if applicable), 30a, 30b and 30c of the Standard Form 1449.

b. Acknowledged receipt of all solicitation amendments (if applicable).

c. Complete the following provisions/clauses:

* Clauses and/or Provisions marked with an asterisk are a part of the Representations and Certifications that are submitted and maintained on the System for Award Management (SAM) website. These clauses and/or provisions are hereby incorporated by reference into this solicitation. Vendors shall ensure that the Representations and Certifications are up to date in SAM. Vendors that do not have access to the SAM system shall print a FULL TEXT copy of the clause and/or provisions, complete the required entries, and submit with their proposal.

Potential awardees must have an active SAM registration prior to award of contract(s).

d. Provided Schedule of Services (Attachment 1) and fill-in unit pricing and total estimated pricing for each line item for all five (5) performance periods.

e. Read entire FAR Provision 52.212-1, Instructions to Offerors-Commercial and additional instructions (Attachment 2) to ensure compliance.

f. Read entire FAR Provision 52.212-2, Evaluations – Commercial Items of this solicitation.
