The purpose of amendment 0002 to this solicitation is as follows:
1. Add Attachment 3, BLM TFO Raptor Survey Area Map (1 page)
2. Provide responses to the following questions:
Question: On Page 7, the solicitation states "Periodic updates, no less than monthly, should be provided with species sighted, a unique identifier for each location, including name of quadrangle map and UTM coordinated, cliff aspect, nest status, number of nestlings/fledgling and description of activity." 140L0621Q0088/0002 through June/July), the BLM seeks a written report each month from January to June/July form the contractor, and that the BLM is not requiring a field visit to each nest each month from
January to June/July. Please let us know if this is correct -- that the BLM is not expecting a field visit to each nest each month. Please also let us know how many visits the BLM anticipates the contractor to make to each nest during the 6 month survey period.
Government Response: The BLM is not requesting a monthly formal written report. Monthly periodic updates can be in the form of an email. For example, nest 2-a has greenery on it and an eagle was seen flying overhead but have not been able to confirm nesting. The BLM is not requiring that each nest be visited each month. Once a nest is visited the contractor will indicate whether there is any activity, if there is no activity the contractor will move onto the next nest location and will return to the inactive nest at a later time to determine if the nest is still has no activity. The contractor will continue to visit each active nest to monitor whether it was a successful nest or not.
Question: We are reading the hour estimates of the 2 field technicians in the Schedule of
Services to represent the anticipated time needed in the field (500 total hours/year). Those hours would render approximately 7 hours to each of the
75 existing nests for the 6 months. We are concerned that the estimated hour quality may not be enough, and seek clarification on the flexibility the BLM will allow regarding estimated quality of hours.
Government Response: The hours listed in the
Schedule of Services are an estimate only, the vendor should indicate in their quote the number of hours they will require to accomplish the requirements of this solicitation.
Question: Of the 75 documented raptor nests identified in the solicitation project discussion how many of these nests were active in 2020? in
