TRANSITION-IN PLAN TASK ORDER
STATEMENT OF OBJECTIVES (SOO)
I. Purpose:
The purpose of this statement of objectives (SOO) is to ensure continued support at the
United States Geological Survey (USGS) Center for Earth Resources Observation and
Science (EROS) between the incumbent TSSC prime contractor and the new awardee
TSSC prime contractor.
II. Scope or Mission:
Transition In -- Phase-in shall begin at contract award. The contractor shall complete all phase-in efforts in accordance with the approved transition plan (to include the
Government’s validation of the Transition Plan, containing critical events, schedules and approach) and be prepared to begin transition in activities immediately and to be completed no later than two (2) months after award. The contractor shall submit a weekly status report during the phase-in period and operational activities to the Contracting
Officer’s Representative (COR) beginning with the first week of performance. The contractor shall submit a weekly status report during the phase-in period and operational activities to the Contracting Officer's Representative (COR) beginning the 20th calendar day following award. The status report shall address those items identified as being key to the success of the transition as identified in the plan.
III. Period and Place of Performance:
A. The period of performance is Date of Award and for 60 days.
B. All work will occur on-site at the USGS EROS Center located near Sioux Falls, South Dakota, offeror’s corporate offices, elsewhere as defined in the offeror’s proposal.
IV. Background:
The transition task order is expected to be issued at IDIQ contract award on a firm fixed price basis. Awardee and incumbent contractor are expected to work together during the transition phases to ensure continuity of services as applicable. The incumbent contractor recognizes that the services provided by this contract are vital to the Government’s overall effort, that the continuity thereof must be maintained in a consistently high level without interruption, that upon expiration of this contract a successor—either the
Government or another contractor—may continue these services. That the successor, be it the Government or another contractor, will need phase-in training by the incumbent contractor, and that the incumbent contractor must give their best effort and cooperation to affect an orderly and efficient transition to a successor.
The incumbent contractor agrees to cooperate with the successful offeror, whether it’s the
Government or another contractor, in allowing as many personnel as practicable to remain on the job in order to enhance the continuity and consistency of the services called for by this contract. If said employees are agreeable to the change and are accepted by the successor, then the incumbent contractor shall release them at a mutually acceptable date.
V. Performance Objectives:
The contractor shall provide a plan for contract transition to include:
• The proposed approach and plan for assuming TSSC contractual responsibilities, activities, and applicable incumbent staff at award in order to support the TSSC activities without negative impacts.
• The proposed approach and specific actions that will be followed for retaining and transitioning existing TSSC staff.
• The proposed approach to obtaining and training any newly assigned staff.
• The proposed approach for training of staff transitioned to the new contract in corporate best practices as well as planned contracting and communication processes.
• The proposed approach for appropriately determining skill categories and compensation of staff transitioned to the new contract.
• The proposed approach for developing initial responses to task order
VI. Operating Constraints:
A. Any incumbent staff transitioned to a new contract shall be appropriately trained commencement of performance.
B. The TSSC contractor shall interact/interface with other program offices within the
USGS, EROS, and other federal, state, and local agencies and will likewise interact/interface with other support contractors providing support services to these program offices.
C. The TSSC contractor shall comply with requirements of customer Memorandums of
Understanding, Memorandums of Agreement, or similar documents which will be made available either through EROS internal website, electronically, or hardcopy.
D. Outcomes and/or deliverables will be marked as “Property of the United States
Geological Survey, Earth Resource Observation Sciences” or other appropriate government agency.
E. The Government will provide all property necessary for the execution of work performed on-site at the USGS EROS Center except vehicles. The Government may, on an exception basis, furnish property for work performed off-site. “Furnish” and
“Government-furnished property” are as defined in Federal Acquisition Regulation
45.101.
F. Non-Disclosure Agreements (NDAs) may be required as necessary.
G. The page limit for this task plan is 12 pages.
