The U.S. Fish and Wildlife Service (USFWS), Holla Bend NWR, has a need to secure a new Intrusion Detection System (IDS) and Fire Alarm System under RFQ# 140F1S25Q0089. Please see the attached Performance Work Statement (PWS) for additional details.
I. Type of Contract
The Government contemplates award of a firm-fixed price contract resulting from this solicitation.
II. Quote Instructions
1. Submission of questions
a. Interested vendors must submit any questions concerning the solicitation by Wednesday
September 3, 2025, at 12:00 PM EST. Questions may be submitted via email to lorenzo_aragon@fws.gov.
2. Submission of quotes
a. Quotes are to be submitted via email to lorenzo_aragon@fws.gov by Friday September 5, 2025, at 5:00 PM EST.
3. Period for acceptance of quote
a. The vendor agrees quotes will be valid for at least 60 days from the date specified for receipt of quotations.
4. Late submissions, modifications, revisions, and withdrawals of quotes
a. Vendors are responsible for submitting quotes, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. Any quote, modification, revision, or withdrawal of a quote received at the Government office designated in the solicitation after the exact time specified for receipt of quotes is "late" and will not be considered.
5. Specific Quote Instructions
a. Quotes shall be submitted in two (2) separate volumes. Volume I-Technical (factors
1&2) shall be no more than (25) twenty-five pages not including cover page, or appendix.
Volume II-Price (factor 3) does not have a page limit.

b. Volume I – Factor 1- Technical:
i. This volume should address all non-price factors. Volume I shall include the cover page, descriptive literature that explains the vendors proposed product/service with enough detail to ascertain whether the quoted product/service will meet the criteria specified in the PWS.
ii. The vendor shall be able to demonstrate their experience installing new Intrusion Detection Systems and Fire Alarm Systems and ability to perform work similar in scope to the tasks listed in the PWS.
c. Volume I – Factor 2 Past Performance
i. The Vendor should be able to demonstrate successful past performance and experience installing new Intrusion Detection Systems and Fire Alarm Systems to the USFWS or other government agencies.
ii. The vendor shall demonstrate their prior experience as it relates to similar use cases of similar size, scope, and complexity to this requirement within the past three (3) years. A minimum of two (2) examples will be required.
iii. The examples must include the following information:

d. Volume II – Price
i. Price volume shall include the cost of the requested products/services listed in the
PWS.
ii. Vendors are encouraged to offer discounted prices. The vendor shall submit a separate price quote for the products/services specified in the PWS.
III. Evaluation Factors
The technical features of each quote shall be evaluated against the Request for Quote (RFQ) requirements, assessing the strengths and weaknesses of each quote in light of evaluation criteria described below. The technical evaluation factors shall be evaluated using reasoned judgment that results in the assignment of a rating as follows: Outstanding, Good, Acceptable, or Unacceptable.
Outstanding: The proposal meets requirements and indicates an exceptional capability and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
Good: The proposal meets requirements and indicates a thorough capability and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
Acceptable: The proposal meets requirements and indicates an adequate capability and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is no worse than moderate.
Unacceptable: The proposal does not meet requirements and contains one or more deficiencies. Proposal is unawardable. The Contracting Officer will screen quotes to identify and eliminate any quotes that are so incomplete as to preclude consideration of award. The remaining quotes will be evaluated based upon the following factors:
1. FACTOR 1 – Technical approach understanding of the PWS
a. The vendor’s demonstration of its technical approach and understanding of the requirements as set forth herein, including how it described meeting the specific requirements in the PWS.
2. Factor 2 – Past Performance
a. The vendor shall clearly demonstrate satisfactory or better performance with projects of similar size, scope, and complexity of this requirement.
3. FACTOR 2 – Price
a. The Government shall evaluate pricing from all responses received using the evaluation criteria to determine that the total price is reasonable to perform the specific tasks being ordered.
IV. Basis of Award
The Government intends to evaluate quotes and award a contract without discussions with vendors.
Therefore, the vendor’s initial quote should contain its best terms from a price and technical standpoint.
However, the Government reserves the right to conduct discussions if later determined by the Contracting officer to be necessary or in the Government’s best interest. Award shall be made to the responsible vendor whose quote is determined to be the most advantageous to the Government, with appropriate consideration given to the evaluation factors. Award shall be made to the vendor whose quote, conforming to this RFQ, provides the best value to the Government. Non-pricing features of a vendor’s quote shall be evaluated in such a manner as to assess the value of those features as compared to the quoted prices or costs to the Government. Implicit in this process is the Government’s willingness to accept other than the lowest priced quote or highest rated quote. The non-price factors and the price factor. The Government may reject any or all quotes if such action is in the public interest; accept other than the lowest quote; and waive informalities and minor irregularities in quotes received.

52.217-8 Option to Extend Services.
As prescribed in 17.208(f), insert a clause substantially the same as the following:
OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.
52.204-25 Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
As prescribed in 4.2105(b), insert the following clause:
PROHIBITION ON CONTRACTING FOR CERTAIN TELECOMMUNICATIONS AND VIDEO SURVEILLANCE
SERVICES OR EQUIPMENT (NOV 2021)
(a) Definitions. As used in this clause—
Backhaul means intermediate links between the core network, or backbone network, and the small subnetworks at the edge of the network (e.g., connecting cell phones/towers to the core telephone network). Backhaul can be wireless (e.g., microwave) or wired (e.g., fiber optic, coaxial cable, Ethernet).
Covered foreign country means The People’s Republic of China.
Covered telecommunications equipment or services means–
(1) Telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of such entities);
(2) For the purpose of public safety, security of Government facilities, physical security surveillance of critical infrastructure, and other national security purposes, video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities);
(3) Telecommunications or video surveillance services provided by such entities or using such equipment;
or
(4) Telecommunications or video surveillance equipment or services produced or provided by an entity that the Secretary of Defense, in consultation with the Director of National Intelligence or the Director of https://www.acquisition.gov/far/4.2105#FAR_4_2105 the Federal Bureau of Investigation, reasonably believes to be an entity owned or controlled by, or otherwise connected to, the government of a covered foreign country.
Critical technology means–
(1) Defense articles or defense services included on the United States Munitions List set forth in the International Traffic in Arms Regulations under subchapter M of chapter I of title 22, Code of Federal Regulations;
(2) Items included on the Commerce Control List set forth in Supplement No. 1 to part 774 of the Export Administration Regulations under subchapter C of chapter VII of title 15, Code of Federal Regulations, and controlled-
(i) Pursuant to multilateral regimes, including for reasons relating to national security, chemical and biological weapons proliferation, nuclear nonproliferation, or missile technology; or
(ii) For reasons relating to regional stability or surreptitious listening;
(3) Specially designed and prepared nuclear equipment, parts and components, materials, software, and technology covered by part 810 of title 10, Code of Federal Regulations (relating to assistance to foreign atomic energy activities);
(4) Nuclear facilities, equipment, and material covered by part 110 of title 10, Code of Federal Regulations (relating to export and import of nuclear equipment and material);
(5) Select agents and toxins covered by part 331 of title 7, Code of Federal Regulations, part 121 of title 9 of such Code, or part 73 of title 42 of such Code; or
(6) Emerging and foundational technologies controlled pursuant to section 1758 of the Export Control Reform Act of 2018 (50 U.S.C. 4817).
Interconnection arrangements means arrangements governing the physical connection of two or more networks to allow the use of another's network to hand off traffic where it is ultimately delivered (e.g., connection of a customer of telephone provider A to a customer of telephone company B) or sharing data and other information resources.
Reasonable inquiry means an inquiry designed to uncover any information in the entity's possession about the identity of the producer or provider of covered telecommunications equipment or services used by the entity that excludes the need to include an internal or third-party audit.
Roaming means cellular communications services (e.g., voice, video, data) received from a visited network when unable to connect to the facilities of the home network either because signal coverage is too weak or because traffic is too high.
Substantial or essential component means any component necessary for the proper function or performance of a piece of equipment, system, or service.
(b) Prohibition.
(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. The Contractor is prohibited from providing to the Government any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception at paragraph (c) of this clause applies or the covered telecommunication equipment or services are covered by a waiver described in FAR 4.2104.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract, or extending or renewing a contract, with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception at paragraph (c) of this clause applies or the covered telecommunication equipment or services are covered by a waiver described in FAR 4.2104. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract.
(c) Exceptions. This clause does not prohibit contractors from providing—
(1) A service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(2) Telecommunications equipment that cannot route or redirect user data traffic or permit visibility into any user data or packets that such equipment transmits or otherwise handles.
