Questions must be submitted in writing to Lisa Hariper at lisa_hariper@ios.doi.gov by 3:00 PM PDT on July 31, 2026, and all quotes must be submitted electronically to the same contact by 3:00 PM PDT on August 7, 2026. Contract award will be based on four evaluation factors: Technical Approach (rated High/Some/Low Confidence), Past Experience (rated High/Some/Low Confidence), Past Performance based on submitted references and relevancy (rated High/Some/Low/Neutral Confidence), and Total Price (evaluated for reasonableness but not scored). The Government will make a comparative best-value determination where all non-cost evaluation factors combined are approximately equal to price.

Addendum to FAR 52.212-1 – Instructions to Offerors – Commercial Items

This acquisition will be solicited and awarded in accordance with Federal Acquisition Regulation (FAR) Part 12.

A Firm Fixed Price Contract will be awarded to the Offeror whose quote conforms to the solicitation requirements and represents the best value to the Government, in accordance with the evaluation factors defined below. Offerors must be deemed a responsible prospective contractor in accordance with (IAW)

FAR 9.1.

This acquisition is being solicited as a total small business set-aside.

INSTRUCTIONS TO OFFERORS: All quotes must include all data and information requested and must be submitted in accordance with these instructions. Any offeror who submits an incomplete package may be considered nonresponsive. All quotes are expected to conform to the solicitation provisions and be prepared in accordance with this section.

Return the following items with your response:

a. Technical Statement: Offerors are required to demonstrate full understanding of the requirement. Include the following in your Technical Statement:

a. A thorough proposal that details the criteria for the metal plate sizes and specifications for those sizes. All necessary labor, equipment, and materials required to meet the requirements in accordance with the attached Spec’s.

b. Quality Control.

c. Delivery schedule.

b. Past Performance/Experience -References: Submit three references for jobs for similar services completed within the last three years. Include type of service, approximate date, and point of contact for reference.

c. Price: Quote should include, metal plates listed by size, quantity, price each and total price.

QUESTIONS: All questions shall be submitted in writing via email to Lisa Hariper at lisa_hariper@ios.doi.gov by 3:00pm PDT on July 31, 2026.

QUOTES: All quotes shall be submitted electronically to Lisa Hariper at lisa_hariper@ios.doi.gov, by 3:00pm PDT on August 7, 2026.

Addendum to FAR 52.212-2 – Evaluation – Commercial Products and Commercial Services

BASIS FOR CONTRACT AWARD: This contract will be awarded in accordance with FAR 12 and consider the following factors: Technical Approach, Past Experience, Past Performance, and Price. The mailto:lisa_hariper@ios.doi.gov mailto:lisa_hariper@ios.doi.gov

Government will make a comparative best-value determination, in which all non-cost evaluation factors, when combined, are approximately equal to price.

a. Factor 1 - Technical Approach: The Technical Approach Factor will receive a confidence rating, defined below, based on information submitted in the Technical Statement.

RATING DESCRIPTION

High Confidence The Government has high confidence in the Offeror’s technical approach, and their ability to execute the contract successfully with little or no need for Government intervention.

Some Confidence The Government has some confidence in the Offeror’s technical approach, and their ability to execute the contract successfully with some Government intervention.

Low Confidence The Government has low confidence in the Offeror’s technical approach, and their ability to execute the contract successfully even with Government intervention.

b. Factor 2 – Past Experience: The Past Experience Factor will receive a confidence rating, defined below, based on the Offeror’s demonstrated ability to provide the requisite experience to successfully complete the project.

High Confidence The Government has high confidence that the Offeror has the experience, capacity, and expertise to successfully perform the contract with little or no Government intervention.

Some Confidence The Government has some confidence that the Offeror has the experience, capacity, and expertise to successfully perform the contract with little or no Government intervention.

Low Confidence The Government has low confidence that the Offeror has the experience, capacity, and expertise to successfully perform the contract with little or no Government intervention.

c. Factor 3 – Past Performance: Past performance will be rated based on submitted references, and any other information deemed relevant by the Contracting Officer (e.g. prior work for the Department of the Interior, Contractor Performance Assessment Reporting System). Past performance projects deemed not relevant will not be considered. Projects deemed not current (greater than three years) will be disregarded. Offeror’s who lack recent or relevant past performance will be assigned an Neutral Confidence rating.

High Confidence Based on the offeror’s performance record, the Government has high confidence that the offeror will successfully perform the required effort.

Some Confidence Based on the offeror’s performance record, the Government has an Some confidence that the offeror will successfully perform the required effort.

Low Confidence Based on the offeror’s performance record, the Government has low confidence that the offeror will be able to successfully perform the required effort.

Neutral Confidence No performance record is identifiable, or the offeror’s performance record is so sparse that no confidence assessment rating can be reasonably assigned.

d. Factor 4 - Total Price: Price will not be scored or rated but will be evaluated for reasonableness in

IAW FAR 12.
