Specifications
Target Metal Procurement Supplies Purchase
A. Objective:
The Bureau of Land Management (BLM), Phoenix District Office (PDO) located at 2020 E. Bell Rd, Phoenix AZ, 85022 is looking to procure AR500 steel to support target fabrications for its four (4) recreational shooting sites.
B. Scope:
The BLM Phoenix District administers four (4) recreational shooting sites. Each site requires metal targets for patrons to use. This requires the need for AR500 steel procurement, shaping/cutting and delivery for fabrication of metal shooting targets.
C. Specifications:
C.1. AR500 steel will meet the minimum specifications:
1. Brinell hardness between 470-550
2. Tensile strength minimum 175,000 psi
3. Yield strength minimum 100,000 psi
C.2. AR500 steel will be cut to the sizes and specifications below, to include cutting holes (preferably by laser) in identified pieces. See attachment 1 for hole sizes and locations:
i. Mill Rolled Plate 3/8” Abrasion Resistant 500
1. 72 pieces – 2.5” x 24” (requires 5/8” holes)
2. 23 pieces – 2” x 15” (requires 5/8” holes)
3. 46 pieces – 2” x 7”
4. 23 pieces – 2” x 12” (requires 5/8” holes)
5. 46 pieces – 2” x 6”
6. 23 pieces – 2” x 10” (requires 5/8” holes)
7. 46 pieces – 2” x 5”
8. 20 pieces – 6” x 96”
9. 40 pieces – 6” x 60”

1. 18 pieces – 12” x 12” squares
2. 19 pieces – 10” x 10” squares
3. 19 pieces – 8” x 8” squares

D. Contractor-Furnished Items
The Contractor shall provide all equipment, supplies, management, supervision, personnel, and transportation necessary to assure that all services are in accordance with the contract and all applicable laws and regulations. The contractor shall ensure all work meets performance standards specified in this Statement of Work (SOW). All supplies provided by the contractor must be accompanied by a Safety Data Sheet (SDS) as appropriate for the product/supplies.
E. Contract Type:
The government anticipates awarding one Firm Fixed Priced (FFP) contract to the vendor that meets all the requirements herein.
F. Period of Performance:
All work shall begin within 7 days from the date of award and shall not exceed a total of 30 days.
G. Delivery and Point of Contact: The Bureau of Land Management, Phoenix District Office, 2020 E.
Bell Road, Phoenix Arizona 85022. Point of Contact: AJ Whiteman, 480-586-0197. Please contact AJ prior to delivery. Ship banded on a pallet.
H. Project Management:
The contractor will provide overall project management and coordination.
The Contractor shall identify and provide a single point of contact (POC) to provide overall management and supervision during the period of performance of this contract. The single POC will communicate and manage the relationship between BLM Contracting Officer (CO), Contracting Specialist (CS), and the Contracting Officer Representative (COR) associated with this requirement.
All pertinent communications should be written or confirmed in writing.
Government Holidays:
The Contractor agrees to observe the following Government holidays for onsite personnel:

New Year’s Day Labor Day Martin Luther King’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Juneteenth Day Christmas Day Independence Day
The Contractor shall observe any other day designated by Federal statute, Executive Order or the Presidential proclamation.
When any such day falls on a Saturday, the preceding Friday is observed; when any such day falls on a Sunday, the following Monday is observed. All personnel assigned to perform under this contract shall limit their observation of holidays to those set forth above.
I. General Criteria for Tasks
Timeliness: All tasks shall be completed in accordance with the delivery schedule or delivery date. Any failure to complete the tasks may result in an unsatisfactory rating.
Re-work needed: The contractor is allowed a reasonable time to perform any work that is identified as unsatisfactory or has not been performed.
