About this file

This document outlines the evaluation criteria for an ammunition procurement.

Award will be made to the offeror providing the best value to the Government, with technical acceptability as a mandatory prerequisite before price evaluation. Non-price evaluation factors are approximately equal in weight to price considerations. Technical acceptability requires that quotations meet four mandatory requirements: the ammunition must meet or exceed specified caliber(s), grain weight(s), and projectile type(s); conform to SAAMI (Sporting Arms and Ammunition Manufacturers' Institute) standards or equivalent; be new production commercially available with no remanufactured or reloaded ammunition; and be deliverable within the required timeframe to specified locations. Any quotation failing to satisfy these requirements will be rejected without further evaluation. Past performance and vendor reputation regarding law enforcement ammunition supply to federal, state, or local agencies will be evaluated as an informational factor and applied as a tiebreaker between technically acceptable quotations of equal or near-equal price. Price evaluation will be based on the total evaluated price for all line items quoted, with unreasonably high or unbalanced pricing rendering a quotation ineligible for award. Price reasonableness will be determined in accordance with FAR 13.106-3(a), utilizing adequate price competition if two or more technically acceptable quotes are received, or market research and prior purchase history if competition is limited.

EVALUATION CRITERIA — AMMUNITION

Basis for Award

Award will be based on the offeror whose quotation represents the best value to the Government, considering price and other factors as described below. Technical acceptability must be met before price is evaluated. Evaluation factors other than price when combined are approximately equal to price.

Factor 1 — Technical Acceptability (Acceptable/Unacceptable)

Quotations will first be evaluated for technical acceptability. A quotation that fails to meet any of the following requirements will be rejected without further evaluation.

The offeror must demonstrate that the ammunition quoted:

1. Meets or exceeds the caliber(s), grain weight(s), and projectile type(s) specified in the requirement

2. Conforms to SAAMI (Sporting Arms and Ammunition Manufacturers' Institute) standards or equivalent

3. Is new production commercially available (no remanufactured or reloaded ammunition)

4. Can be delivered within the required timeframe and to the specified delivery location(s)

Factor 2 — Past Performance / Vendor Reputation (Informational)

The Government may consider available information regarding the vendor's record of supplying law enforcement ammunition to federal, state, or local agencies. This factor is informational and will be used as a tiebreaker between technically acceptable quotations of equal or near-equal price.

Factor 3 — Price

Price will be evaluated based on the total evaluated price for all line items quoted. The Government will evaluate total price. Unreasonably high or unbalanced pricing may render a quotation ineligible for award.

Price reasonableness will be determined in accordance with FAR 13.106-3(a) based on adequate price competition (if two or more technically acceptable quotes are received) or market research / prior purchases if competition is limited
