| *Project/Contract Manager | The Contractor shall provide a full-time, on-site PM who shall act with full authority for the Contractor and shall be responsible for overall management and coordination of work under this contract. The contactor shall designate an on-site manager/supervisor to serve in the PM’s absence. | |||
| Shall provide management of the animal care personnel and other assigned personnel within the Contract for their respective areas of responsibility. The PM (or Deputy in the Managers absence) shall have full authority to act for the Contractor in all matters relating to the daily operation of this contract. The PM shall provide on-site supervision to ensure that all functions of the contract are carried out in an efficient, professional manner, and shall assure that the policies and procedures for the WRAIR/NMRC are followed. The PM shall generate the monthly progress report and other related reports. Knowledge of Microsoft Office software and database systems is necessary. This individual will direct the implementation and maintenance of the QC/QA program with the assistance of the contract managers. The PM shall have knowledge of Federal Regulations governing animal husbandry. The PM shall implement the Contractors quality program in accordance with the approved quality control plan. Added duties include ensuring that timely and effective corrective actions are obtained for all deficiencies identified. The plan will require all contractor personnel to be involved in the quality control process. PM shall establish, implement and maintain the quality control program to assure that requirements of the contract are met as specified (e.g., timeliness, accuracy, appearance, completeness, consistency, and conformity to standards, guidelines, specifications and SOPs). The PM shall develop and maintain both a Training and Occupational Health and Safety (OHS) program designed to ensure all contractor personnel are clearly aware of the contractual requirements and are current from the time of contract start and remain current on any animal husbandry and OHS changes and updates throughout the life of the contract. . Desired Bachelor of Science/Bachelor of Arts (BS/BA), required to be Certified Manager Animal Resources (CMAR) and American Association for Laboratory Animal Science (AALAS) certified at the Laboratory Animal Technologist Level (LATG), desires 5 years of experience in a supervisory capacity in an animal research facility of similar size and scope.. | 1 | |||
| *Building 503 Animal Facility Manager | The Contractor shall provide a FM to oversee the management and husbandry services for the WRAIR/NMRC animal care facilities. The Facility Manager shall have oversight of the building 503 vivarium and provide daily direction of husbandry and cage wash duties through the Caretaker and Cage Wash Leads. The FM will work directly with VSP customers to ensure vivarium operations are conducted efficiently and with minimum research interruptions. The FM shall ensure the daily duties of the animal husbandry staff are performed. Coordinates all vivarium activities; provides animal care and technical support, as needed; provides assistance to the Project Manager as required; documents and initiates repair requests on an as-needed basis; professional interaction with the customer and fellow staff and emphasizes team building; reviews Standard Operating Procedures (SOPs) as requested; brings discrepancies between operations and SOPs to management’s attention and revises as needed; ensures appropriate adherence to all customer SOPs and other technical/administrative directives. | QA/Trainer | Contractor shall provide a Quality Assurance Manager/Trainer to generate plans to enhance the learning abilities and performance of the staff working on laboratory animals. Must possess strong verbal communication, teaching skills and be knowledgeable of veterinary medical terminology and animal facility operations and understand and follow appropriate regulatory guidelines, SOPs, policies, safety procedures, and quality assurance standards. The contractor will develop staff training curriculum to consist of hands-on demonstrations, instructional classroom, or a combination of these. The contractor will ensure each employee is trained/proficient in such a way that the work is accomplished in accordance with SOPs and facility policies and perform employee assessments to verify proficiency in technical tasks; prepare, review, and maintain required training forms, employee training folders, and training database in accordance with requirements. The contractor will work with the Animal Research Compliance Office (ARCO) to ensure that IACUC requirements are met for training and documentation and work with management to identify and prioritize topics for staff training. The contractor will assist with contract research study execution with husbandry and technical procedures as needed. The contractor will develop and conduct Quality Control schedules and inspections; generate QA/QC reports based on findings and evaluate corrective actions; monitor performance over time, perform remedial trainings as necessary based on results; assist with AAALAC International site visits and other inspections; oversee and schedule occupational health appointments for new hires and annual physicals; maintain appropriate documentation of results; assist with VSP QA or training needs, such as SOP or policy writing; use computerbased programs, and database management to comply with company and program requirements; perform other duties as assigned by management. BS/BA is desired; required to be AALAS certified at the LATG level with a minimum of five years experience in an animal facility of similar size and scope and one year of experience in an animal research training position. | 1 | ||
| *Research Veterinarian | The Research Veterinarian (RV) shall work collaboratively with the research investigators and staff, facility personnel, the Institutional Animal Care and Use Committee (IACUC), and others to maintain a quality program. The RV is responsible for directing and ensuring compliance with all regulations governing care, husbandry, health and welfare components to maintain AAALAC International accreditation. The RV has the direct line and program authority and responsibility for the welfare and well-being of all animals approved for use through the IACUC). The RV shall: provide veterinary care for animals approved for use by the IACUC; participate in IACUC activities including post-approval compliance monitoring, teaching and training of residents and WRAIR/NMRC research staff; provide periodic training to investigators and their research personnel; develop, update and maintain use and care standards operating procedures according to The Guide for Care and Use of Laboratory Animals; interact with, and advise investigators regarding animal model selection, proposed procedures, animal procurement, coordinate housing/husbandry; manages a program of disease detection and surveillance, prevention, diagnosis, treatment, and resolution; advise and oversee the surgical and post-surgical care; advise and provide oversight on animal handling, restraint, use of analgesics and tranquilizers and methods of euthanasia in accord with the American Veterinary Medical Association (AVMA) Guidelines for the Euthanasia of Animals; advise on the occupational health safety program including monitoring for zoonotic diseases; advise and monitor biohazard control policies and procedures relevant to the animal care and use program; provide on-call availability for consultations for emergencies via telephone; share "on-call" responsibilities with Veterinary Corps Officers on weekends and holidays; serves on the IACUC and other committees, as appropriate; conduct pre-review of protocols prior to IACUC submission. Required Doctor of Veterinary Medicine (DVM), American College of Laboratory: Animal Medicine (ACLAM) Certified. | *Regulatory Compliance Coordinator | The RCC shall have detailed knowledge of federal regulations and policies related to use of animals in research. The RCC will be the principle liaison between VSP, the IACUC, and the Animal Research Compliance Office (ARCO) and will support operations of those components. The RCC shall: collect, store, and distribute regulatory documentation required by DoD regulation and local SOPs; process work using word processor; working knowledge of database and spreadsheet operations and file management; wear and use appropriate personal protective equipment; work independently, according to deadlines; have strong interpersonal skills, frequent interaction with high level faculty members and staff; have a high degree of attention to detail and excellent organizational skills; have strong verbal and written communication skills and good customer service skills. The duties of the RCC shall include, but are not limited to: conducting on-site visits to laboratories and animal housing locations to ensure compliance with IACUC- approved animal activities; assist staff and investigators with correcting deficiencies noted during inspections; assisting the VSP in preparing for compliance inspections and site visits; conducting reviews of animal use protocols; and maintaining databases, preparing and distributing reports on compliance activities. BS/BA is desired; required to be AALAS certified at the LATG level; Certified Professional in IACUC Administration (CPIA) with three years of experience in an animal facility of similar size and scope is desired. | Project Administrator | Shall provide administrative support to the contract as well as manage the ordering, receipt and processing of logistical supplies. The PA shall assist employees with in-processing and out-processing procedures specific to the WRAIR/NMRC contract site; schedules all employees for annual physicals and twice a year Tb testing; files records and documents related to the operation and maintenance of a research animal facility; prepares and submits written reports, records, charts, logs and inventories as requested by your supervisor; orders contractor purchased supplies of feed, bedding and supply orders to the client representative. The PA shall manage the receipt of animals, prepare documentation and process animal receiving information. PA shall collect and process per diem billing for submission to investigator for payment. PA shall interface with VSP purchasing agents and ensure documentation is received and forwarded to the Resources and Operations Branch. PA shall collect and file facility documentation for immediate retrieval as requested. In the absence of the Project Manager, the PA possesses knowledge and experience to provide management over site of the contract. It is desired that the PA have at least three years of experience preparing per diem billing, ordering facility supplies and equipment, and maintaining facility documentation. Required AALAS certified at the LAT level, desires three years of experience working in an animal research facility; working knowledge of Microsoft programs and other general office equipment; knowledge of ordering feed, bedding, animal supplies and equipment; knowledge of calculating per diem billing. | 1 | ||

| Animal Caretaker Lead (Small Animal) | The Animal Caretaker Lead shall provide oversight, management, and husbandry services for the small animals housed in building 503 and 511at the direction of the Facility Manager. The ACL shall assign husbandry tasks to caretakers daily; monitor room status and adjust husbandry schedule as room population changes; perform routine checks in rooms to ensure cages/rooms are changed/sanitized in accordance with SOPs; check and initial sheets for all animal rooms daily; provide husbandry support as needed; check all dirty cages before they leave each assigned corridor; maintain monthly sanitation schedule and ensure all monthly tasks are completed on time; ensure all cage cards accurately reflect # of animals in cage; ensure all door signs accurately reflect animals in room, make sure all protocol #’s are listed with correct investigator for each protocol (matches cage cards in room); ensure all animals have non-food enrichment in cage; supervise receipt and housing of animals; coordinate all animal transfers and cage orders with FM; and report all needed maintenance repairs to FM. Knowledge of, Microsoft Office software, and database systems is desired. This individual will assist the Project/Contract Manager in implementing and maintaining the QC/QA program. | Animal Caretaker I | Based on ACT level, animal caretakers shall have progressively sufficient knowledge of different animal species husbandry requirements to enable them to perform all required duties. These personnel must have the ability to understand and operate sophisticated technological equipment (ventilated cage systems, BSL2 hoods, automatic watering systems, etc) and complex management policies for animal care. Duties required for the position include proper care, feeding, and housing of laboratory animals and may involve the use of potentially hazardous chemical, biological, or radiological materials. Personnel must possess the physical strength, dexterity, and endurance to handle cages, racks, large pieces of miscellaneous equipment, feedbags and other materials and equipment normally found in a research facility. | Animal Caretaker II | Based on ACT level, animal caretakers shall have progressively sufficient knowledge of different animal species husbandry requirements to enable them to perform all required duties. | Surgery Tech II | Surgery support may include peri-operative and post-operative monitoring and oversight for small and large animal operative procedures to ensure compliance with institution policies, SOPs, and command directives, as well as external/federal regulatory guidelines, policies and procedures. | Facility Specialist | The FS shall work under the direction of the PA and be responsible to ensure deliveries (both animal and supplies) intra and extra the WRAIR/NMRC facilities are conducted IAW the Animal Welfare Act and DVM SOPs. Movement of materials and equipment intra facility shall be by handcarts and hand-carrying. The facility specialist shall keep maintenance records for all vehicles leased and owned by the government. Maintenance schedules will be followed. The driver shall coordinate with the COR or designee, vehicle service work required within two weeks for routine maintenance and immediately for all remedial service. The facility specialist shall rotate the use of the vehicles to prolong the life of the vehicles. The FS must be knowledgeable of federal regulations involving transportation of live animals. Will be required to drive a four-ton box trucks (manual and automatic transmission). A valid driver’s license and a clean driving record is required for these vehicle operators. The FS shall ensure that the dock, truck, vehicle parking area and receiving area is clean and free of debris at all times. The FS shall be responsible for loading and off-loading of all animals, supplies, and materials. The FS shall assist other contractor personnel in acceptance of all animal, supplies and equipment shipments. The FS shall assist in daily operations to include facility sanitation as well as routine maintenance and minor repairs within the vivarium. The FS shall assist in maintaining inventories of all vehicle supplies and materials located in storage areas. The FS must be able to lift a minimum of fifty (50) pounds over their heads in order to be able to help load and off-load trucks and cargo vans. The facility specialist shall adhere to all SOPs governing transportation; this includes performing safety checks before use of vehicles; keeping vehicles clean inside and out (including sanitizing of animal transport vehicles when necessary); keeping fuel levels full; and, operating the vehicle in a safe manner at all times. The FS shall assist in daily operations to include facility sanitation as well as routine maintenance and minor repairs within the vivarium. The FS will report work orders to O&M by email or phone. Open work orders will be logged on a spreadsheet and tracked to completion. The FS will report the status of open work orders to the PM for the weekly report. | Pathology Support Specialist | The Pathology Support Specialist is a technologist position in the Comparative and Diagnostic Pathology Laboratories with responsibility for performing multiple complex procedures in the various sections. The individual works independently under the general supervision of laboratory management, with responsibility for performing necropsies, routine and special procedures in histology, clinical pathology, microscopy, and digital imaging. This individual shall cross train in electron microscopy. The Pathology Support Specialist will ensure pathology operations meet the institutes needs by providing continuity across the various sections in the Department of Veterinary Pathology. The Pathology Support Specialist will perform processing, embedding, microtomy, standard hematoxylin and eosin staining of tissue sections and a myriad of special histochemical stain and immunohistochemical stains. The Pathology Support Specialist will have a working knowledge of the clinical laboratory, including chemistry, hematology, and microbiology. The Pathology Support Specialist will assist in the clinical laboratory when needed. The Pathology Support Specialist will have a working knowledge of the necropsy laboratory and will assist with necropsies of various animal species including rodents and nonhuman primates. The Pathology Support Specialist will be one of the core operators of the pathology digital slide scanner. The Pathology Support Specialist will follow SOPs and make recommendations for revisions when necessary.
