About this file

This document is a Single Source Determination form for the Bureau of Indian Affairs (Rocky Mountain Region), specifically for the Northern Cheyenne Agency. The agency seeks to purchase filtration equipment currently being leased, valued at $41,543.32, which includes a CTM 450 FP softener, Grensand filter with chlorine injection, and a chemical feed system. Northwest Water Conditioning Company of Laurel, Montana is the sole source vendor, selected based on their unique qualifications and familiarity with the existing equipment installed on 9/18/2023. The government determined purchasing the equipment is more cost-effective than continuing to lease, estimating potential rental costs of $297,700.18 versus the purchase price of $41,543.32. The agency will post a special notice in accordance with FAR Subpart 5.2 to notify the public of the intended single-source purchase.

Text version

Equipment is already installed, as Agency is currently renting. This vendor is already familiar with the location and has provided services in the past and is local to provide maintenance year round if needed. Vendor is aware to maintain EPA standards. The cost to remove the equipment, and subsequently compete the requirement to purchase new (more expensive) equipment would not be beneficial to the government. The equipment was originally installed on 9/18/2023.To continue renting the equipment it's estimated the government will pay $297,700.18 vs the $41,543.32 it will cost to buy it.

The government will post a special notice in accordance with FAR Subpart 5.2 notifying the public of the governments intention to purchase the leased filtration equipment from the vendor who is currently providing the lease. The government will be purchasing the equipment that was already installed at Northern Cheyenne Agency on September 18, 2023.
