GENERAL: The National Park Service (NPS), Department of Interior, anticipates issuing a solicitation for the project described below. This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time and no phone calls will be accepted with regard to this notice. Specific instructions on submitting proposals will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or around 5/19/2025. The entire solicitation package, including all attachments, will be available electronically only at: www.sam.gov.
Paper copies of this solicitation will not be made available.
PROJECT SCOPE: This project involves the replacement of six (6) existing roof mounted HVAC systems with 5-ton R410a heat pump package units with 20kw electric heat strips installed.
Scope:
1. Removal and disposal of six existing roof mounted HVAC systems in accordance with local environmental disposal regulations.
2. Removal and installation to be accomplished utilizing a crane.
3. Installation of six new 5-ton, R410a heat pump package units.
4. Installation of 20 kW heater strips for each system.
5. Testing and commissioning of all components to ensure functionality.
6. Restoration of work areas to pre-construction conditions.

ESTIMATED MAGNITUDE OF CONSTRUCTION: In accordance with FAR 36.204, the project magnitude is estimated to be between $25,000 and $100,000.
PROCUREMENT TYPE: The Government anticipates awarding a firm fixed-price construction contract to meet this requirement.

SET-ASIDE: This acquisition will be a Total Small Business Set-Aside. Quotes will be solicited only from total small business concerns. Offers received from concerns that are not total small business concerns shall be considered nonresponsive and will be rejected.
NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND
SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 333415 – Air Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing and the small business size standard is 1,250.
PRODUCT SERVICE CODE (PSC): J041 Maint/repair/rebuild Of Equipment- Refrigeration, Air Conditioning, and Air Circulating Equipment.
BONDS: All offerors will be required to submit a bid bond at 20% with their quote. A Payment Bond or Irrevocable Letter of Credit is required within 10-days after award at 100% of the contract award price.
PERIOD OF PERFORMANCE: Is anticipated to be 7/17/2025 – 8/ 16/2025; however the Construction Delivery Date for this requirement is 30-calendar days after issuance of the Notice to Proceed.
PRE-PROPOSAL CONFERENCE / SITE VISIT: It is anticipated that a Site Visit will be scheduled on or around 5/29/2025. Specific details regarding the site visit will be provided in the solicitation or updated by an amendment to the solicitation.
SOURCE SELECTION PROCESS: Quotes received in response to the solicitation will be evaluated in accordance with source selection procedures and techniques outlined in FAR 13-106-2(a)(3) Comparative evaluations of offers. Price, Technical Capability, and Past Performance will be evaluated as follows:
1. Price: A detailed breakdown of offeror’s price may be requested by the CO during evaluation.
2. Technical Capability: A copy of the contractor’s Oklahoma HVAC License is required.
3. Past Performance: The contracting officer will consult the Contractor Performance Assessment
Reporting System (CPARS) for past performance records. If no records are available on CPARS, the contracting officer will perform an internet search to gather past performance data.
SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a UEI number and an active registration in SAM, System for Award Management (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete Online Representations and Certifications at the SAM website.
