About this file
This is a Critical Operational Device Specifications (CODS) / Critical Logistical Specifications Requirements Document issued by the DHA Operational Medicine (OPMED) Test Branch for upgrading controllers on two Russell test chambers.
The government seeks a single contract award to supply and install new controllers for a Russell Altitude and Temperature Test Chamber Model RHB-64-705-705-AC and a Russell Walk-In Thermal and Humidity Test Chamber Model WMD-336-ECMD-4-10-10. For the altitude chamber, the scope includes controller acquisition, removal of the existing mercury manometer and its replacement with an altitude transducer, hazardous mercury waste disposal, and controller installation. For the thermal/humidity chamber, the scope includes controller acquisition and installation only. Both installations require engineering schematic drawings for future maintenance and calibration. The contractor must demonstrate past experience retrofitting controllers to Russell RH-series altitude chambers and Russell W-series walk-in thermal/humidity chambers. The RHB-64-705-705-AC controller must meet specific operational minimums including altitude control to 100,000 feet, temperature control from -80 to 180°C with ±1°C accuracy, minimum 4-channel PID control, 6-loop programming, 15-segment temperature programming, data logging of 50 analog inputs with sample rates of at least 1 per second and 200,000 readings minimum, remote control capability via LabView or Windows Remote Desktop, and calibration to ±0.2 kPa or ±5% of pressure reading. The WMD-336-ECMD-4-10-10 controller requires similar specifications adapted for thermal/humidity control, including temperature control from -80 to 180°C and humidity control from 30% to 95% RH with ±1°C and ±5% RH accuracy. Both controllers must feature touchscreen displays and comply with MIL-STD-810H, Change 1. Logistical requirements include provision of wiring interface schematics and a minimum one-year parts and 90-day labor warranty.

Critical Operational Device Specifications (CODS) / Critical Logistical Specifications
Title: Controllers for Russells Test Chamber Model RHB-64-705-705-AC and Russells Test Chamber WMD-336-ECMD-4-10-10
Requiring Activity/ Agency Name: DHA Operational Medicine (OPMED) Test Branch
Background: The OPMED Test Branch requires new controllers for their current Russell Altitude and Temperature Test Chamber Model RHB-64-705-705-AC and Russells Walk-In Thermal and Humidity Test Chamber Model WMD-336-ECMD-4- 10-10. These controller upgrades will enable chamber performance within the tolerance of Military Standard 810H, Change 1 (MIL-STD-810H), Environmental Engineering Considerations and Laboratory Tests, the required environmental testing standard for all deployed military equipment. The upgrading of the altitude chamber controller will facilitate the removal of the chamber’s current mercury manometer, to conform with mercury elimination guidance provided from Fort Detrick’s Environmental Compliance Office.
Purpose: The Government anticipates awarding a single contract for both controllers. Installers require experience retrofitting controllers to Russells Temperature and Altitude Test Chamber (RH Model Series) and Russells Walk-In Thermal and Humidity Test Chambers (Russell W-series).
- One controller is required for a Russell Altitude and Temperature Test Chamber Model RHB-64-705-705-AC. In addition to acquisition of the controller, this service requires contractor removal of the existing mercury manometer, to conform with mercury elimination guidance provided by Fort Detrick’s Environmental Compliance Office, replacement of the manometer with a new altitude transducer, installation of the new controller in the test chamber and removal and of the existing controller and hazardous mercury waste resulting from the manometer removal.
- One controller is required for a Russell Walk-In Thermal and Humidity Test Chamber Model WMD-336-ECMD-4-10-10. In addition to acquisition of the controller, this service requires contractor removal of the existing controller, installation of the new controller in the test chamber.
- Engineering schematic drawings are required for both controller installations to enable future test chamber calibration, maintenance and repair.
- The contractor requires demonstrated past experience retrofitting chamber controllers to Russells walk-in thermal and humidity chambers and Russells reach-in altitude chambers.
Government Intent: The government desires to upgrade the controllers for their current Russell Altitude and Temperature Test Chamber Model RHB-64-705-705-AC and Russells Walk-In Thermal and Humidity Test Chamber Model WMD-336-ECMD-4-10-10 to enable chamber performance within the tolerance of Military Standard 810H, Change 1 (MIL-STD-810H), Environmental Engineering Considerations and Laboratory Tests, the required environmental testing standard for all deployed military equipment.
