About this file
This document is a Rating Standards and Standard Definitions attachment for solicitation HT942726QE007 that establishes evaluation criteria for quoter submissions.
The document defines adjectival ratings and performance expectations for two evaluation factors. Evaluation Factor I – Technical Capabilities/Specifications uses five rating levels: Outstanding (exceptional approach with multiple strengths and low risk), Good (thorough approach with at least one strength and low-to-moderate risk), Acceptable (adequate approach meeting requirements with moderate risk), Marginal (inadequate approach with high risk), and Unacceptable (does not meet requirements with unacceptably high risk of performance failure). Evaluation Factor II – Past Performance uses two rating levels: Acceptable (Government has reasonable expectation of successful performance, or quoter's past performance record is unknown/neutral) and Unacceptable (Government does not have reasonable expectation of successful performance). The document specifies that quoters without relevant past performance records or for whom past performance information is unavailable or sparse shall receive a neutral rating, which is treated as acceptable per FAR 15.202(c)(1).

HT942726QE007 – Attachment 2
Rating Standards & Standard Definitions
Evaluation Factor I – Technical Capabilities/Specifications
Adjectival Rating Description
Outstanding Quote demonstrates an exceptional approach and understanding of the requirements and contains multiple strengths and/or at least one significant strength, and risk of unsuccessful performance is low.
Good Quote indicates a thorough approach and understanding of the requirements and contains at least one strength or significant strength, and risk of unsuccessful performance is low to moderate.
Acceptable Quote meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.
Marginal Quote has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.
Unacceptable Quote does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is unawardable, and/or risk of performance is unacceptably high.
Evaluation Factor II – Past Performance Adjectival
Rating Description
Acceptable Based on the Quoter’s performance record, the Government has a reasonable expectation that the Quoter will successfully perform the required effort, or the Quoter’s performance record is unknown (see note below)
Unacceptable Based on the Quoter’s performance record, the Government does not have a reasonable expectation that the Quoter will be able to successfully perform the required effort.
Note: In the case of a Quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Quoter may not be evaluated favorably or unfavorably on past performance (see FAR 15.202(c)(1)). Therefore, the Quoter shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.
