About this file

This is an evaluation criteria document for federal contract solicitation HT942726QE001, establishing rating standards and definitions for three evaluation factors.

Evaluation Factor I – Technical Capabilities/Specifications uses a five-level adjectival rating scale: Outstanding quotes demonstrate exceptional approaches with multiple strengths and low performance risk; Good quotes show thorough understanding with at least one strength and low-to-moderate risk; Acceptable quotes meet requirements with adequate understanding and moderate risk; Marginal quotes lack adequate understanding with high performance risk; and Unacceptable quotes fail to meet solicitation requirements with deficiencies and unacceptably high performance risk. Evaluation Factor II – Risk Management Framework employs a binary rating system with only two options: Acceptable if the quote meets solicitation requirements, or Unacceptable if it does not. Evaluation Factor III – Past Performance also uses a binary scale: Acceptable if the government has reasonable expectation of successful performance or if the quoter's performance record is unknown or unavailable (rated as neutral, which counts as acceptable per FAR 15.305(a)(2)(iv)); and Unacceptable if the quoter's performance record indicates inability to successfully perform the required effort.

Rating Standards & Standard Definitions

Evaluation Factor I – Technical Capabilities/Specifications

Adjectival Rating Description

Outstanding Quote demonstrates an exceptional approach and understanding of the requirements and contains multiple strengths and/or at least one significant strength, and risk of unsuccessful performance is low.

Good Quote indicates a thorough approach and understanding of the requirements and contains at least one strength or significant strength, and risk of unsuccessful performance is low to moderate.

Acceptable Quote meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

Marginal Quote has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

Unacceptable Quote does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is unawardable, and/or risk of performance is unacceptably high.

Evaluation Factor II – Risk Management Framework

Rating Description

Acceptable Quote meets the requirements of the solicitation.

Unacceptable Quote does not meet the requirements of the solicitation.

Evaluation Factor III – Past Performance

Rating Description

Acceptable Based on the Quoter’s performance record, the Government has a reasonable expectation that the Quoter will successfully perform the required effort, or the Quoter’s performance record is unknown (see note below)

Unacceptable Based on the Quoter’s performance record, the Government does not have a reasonable expectation that the Quoter will be able to successfully perform the required effort.

Note: In the case of a Quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Quoter may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the Quoter shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.
